"E" Street Transit Corridor Project.
Backeround:
In February of 2004, Omnitrans approved a bid to provide consultant services to conduct a $1.8
million Major Investment Study (MIS) of the "E" Street Bus Rapid Transit (BRT) Corridor. The
majority of the project is funded through the Federal Transit Administration ($1.3 million). The
"E" Street Corridor has been identified by Omnitrans as one of the busiest corridors in the
Omnitrans system and was selected as a first step in the effort to incorporate BRT technologies
to improve efficiency and effectiveness of transit on all heavily utilized transit corridors in the
region. The "E" Street Corridor study area is about 14 miles long, generally following Kendall
Drive from California State University south to "E" Street, through downtown San Bernardino,
then east on Hospitality Lane, and south to Lorna Linda University. The study has a target
completion date of September 2006.
Staff from Omnitrans and consultants for the project are here today to bring the Mayor and
Council up to date regarding the project. Attached for your review is an executive summary on
the background and current status of the project. There is no action required from the Council at
this time.
The consultants are currently performing a detailed analysis on alternative routes and station
locations for the "E" Street Corridor. It is anticipated that a locally preferred alternative route for
the E Street Corridor will be selected late this year. At that time, the Mayor and Council, in
addition to the City of Lorna Linda, Omnitrans, SCAG, and SANBAG, will be asked to approve
the selection prior to submitting the project to the Federal Transportation Authority for review
and approval early next year.

Summary Description and Schedule

New Transit Services Coming to San Bernardino
Omnitrans has embarked on a study to detennine the best way to implement an enhanced
state-of-the-art rapid transit service along the E Street cOlTidor in the cities of San
Bernardino and Lorna Linda. The plan includes service to Cal State San Bernardino at the
north end and Lorna Linda University and Medical Center at the south end. Known as
sbX, the new high-tech, user-friendly system being planned will offer more frequent
service, fewer stops, and higher average speeds than traditional bus service. Investing in
this new trallsportation system will also encourage redevelopment. Omnitrans views this
project as critical to its ability to meet growing travel demands and maintain economic
vitality in the valley. The E Street corridor project would be the first segment in a valley
wide system.
Enhanced transit service (sbX) can provide more comfortable vehicles, higher
frequencies and higher speeds, which will increase transit usage and reduce traffic
congestion. High-quality express,transit service would have:
. Speeds competitive with cars during peak commute hours;
. Bl:\tter reliability because express vehicles travel in dedicated lanes or have
preferential treatment;
. Short wait times between routes and connecting corridors; and
. Attractive, well-designed vehicles and stations/stops that enhance adjacent land uses
and activity centers
Corriddr Description
The E Street Corridor study areais about
14 miles long, generally following

development in the north to commercial
development along E Street. The core
downtown area has some of the highest
concentrations of office and public
facilities in the Omnitrans service area.
The southern end of the corridor
contains significant public, educational
and medical facilities.

The corridor supports about 121,000 people and more than 71,000 jobs. Many residents
have low incomes and/or are transit-dependent, and these characteristics are focused on
the area within Y. mile of bus stops. About 28 percent of the population lives below the
poverty line. The age of residents can also indicate transit dependency, as people less
than 18 and older than 65 are typically less likely to have a license andlor drive. Over half
the population is college age or younger, eight percent is over 65 years, and over 40
percent of households in the area don't own a vehicle.
Purpose and Need for the Project
Numerous key deficiencies and needs have been identified in the E Street corridor.
Existing transit services are slower than auto travel. Given that the conidor has high
transit dependency and an aging population, this translates into reduced mobility for
many residents. It also results in low usage by other potential riders, particularly during
lunchtime and mid-day periods. The corridor is in need of a catalyst to help accelerate
revitalization efforts that have not yet been successful. Depressed economic conditions in
the central corridor create a disconnect in dcvelopment between south and north. Parking
capacity is a problem at the university and hospital campuses. And scheduling existing
transit routes is difficult because of the potential for delays, particularly crossing the I- 10
Freeway. This problem will get much worse as population and employment grow.
Objectives
Altemative transit scenarios to be evaluated must be designed to address the deficiencies
and needs identified above. Therefore, each alternative will be designed to meet the
following project objectives:
I. Enhance mobility and accessibility
2. Encourage economic growth and redevelopment
3. Improve transit operations
4. Provide a cost-effective solution
Alternatives Being Considered
Omnitrans, in cooperation \vith the San Bernardino Association of Governments, SCAG
and other public entities, has narrowed the range of alternatives for detailed engineering,
environmental and community impact analysis. The final alternatives include:
. No Action, which would includes only existing and committed projects and
services;
. Transportation Systems Management, which includes existing and committed
projects, as well as the most recent Omnitrans Short Range Transit Plan and
other non-capital improvements;
. Three (3) Bus Rapid Transit (BRT)altematives in the E Street Corridor.
The final set of altematives was selected through a technical analysis and a broad public
outreach program. Other altematives were eliminated including Light Rail Transit (LRT).
LRT was not deemed cost-effective for the E Street Corridor and received very little
support from the public.

Alternatives Analysis Schedule
The process is on schedule with scoping meetings and comments on alternatives received
through the end of March 2005. The team has completed its analysis of community input
and has perfOlmed initial engineering. A detailed technical analysis of the alternatives
will be completed by September 2005. Selection ofa Locally Preferred Alternative is
scheduled for early 2006.
