Elite Bobcat Services, Inc. for Tippecanoe Avenue Widening (Phase III) Harriman Place (Phase III), per
Plan No. 10373B.

On February 2, 2004, the Mayor and Common Council awarded a contract in the amount of $544,388.05 to
Elite Bobcat Services, Inc. for Tippecanoe Avenue Widening (phase III) Harriman Place (phase III).
During the initial stages of construction, it was determined that the landscape irrigation, bus stop electrical,
interconnect, and irrigation controller would be in conflict with necessary roadway improvements. It was
necessary to relocate these existing improvements.
The contractor was requested to pump and backfill an abandoned septic tank. The septic tank was
discovered during the initial grading stages and was required to be backfilled to provide a stable sub-grade
for the roadway improvements.
The existing sub-grade on Harriman Place and Tippecanoe Avenue was found to be unstable. It was
necessary to add an additional layer of the geo-grid fabric to provide a stable structural section.
The intersection of Tippecanoe Avenue and Harriman Place is heavily traveled by the public to the
commercial businesses in this area. The City requested the contractor to demobilize during the November
and December 2004 holiday shopping season to reduce the congestion in this area.
Finally, due to a delay in acquisition of right-of-way from In-N-Out Burger, the contractor was unable to
begin construction on the project until July of 2004. During this period of delay, construction materials
increased in cost significantly. The contractor desires compensation for the increase in cost for concrete and
asphalt.

Increase Cost of Concrete & Asphalt
The project was bid in August of 2003. The project was unable to begin until July 2004,
due to unobtainable right-of-way from In-N-Out Burger. During this timeframe, the cost

Relocate Existinr Landscape Maintenance District IrriRation
The existing irrigation for the Landscape Maintenance District was in conflict with the
new street improvements. The irrigation was relocated on a time-and-material basis and
tracked b the Ci 's Public Works Ins tor.

The project's construction plans required the existing bus shelter to be relocated. .
Additionally, it was necessary to relocate the existing electrical conduit to the bus shelter,
the interconnect cable and the Landscape Maintenance District's Irrigation Controller to
accommodate the ro sed street im rovements.
Demobilize
The project is located at the intersection of Harriman Place and Tippecanoe. The City of
San Bernardino requested the contractor to demobilize during the holiday season, from
Thanks ivin until Christmas, to hel alleviate traffic con estion.
Pump out Abandoned Septic Tank
An existing septic tank was discovered within the construction area. It was necessary to
urn out and backfill the se tic tank for the construction of the new im rovements.
Install Geo-lI'id Fabric
Bid item No.8 of Schedule "B" requires the installation of 618 sq. yards of bi-axial Geo-
grid. The project specifications and plans required two layers of Geo~grid to be installed.
Therefore, the bid item doubled in quantities, requiring an additional 600 sq. yards. Of
