BACKGROUND: In early 2005, the City of San Bernardino received two letters from residents in the area of State Route 210 (State Route 30) known as Loop Street. The request was based on many incidents that occur adjacent to the residences on the street including, but not limited to: dumping of hazardous materials, auto theft, prostitution, graffiti, loitering, illegal drug use and burglary that resulted in over 20 calls for service to the San Bernardino Police Department in recent years. Attached to the letters was a petition signed by 34 residents in the vicinity of Loop Street. Both the Fire and Police Departments were consulted about any concerns they may have of closing this street. Lt. Brian Boom sent a letter indicating support of the request and that the closure would not adversely affect the Police Department's ability to provide service to the area residents. Fire Marshal Doug Dupree also supported the closure; however, requested the provision of turnarounds for fire vehicles, which will be provided should Loop Street be closed. The City Engineer, Mark Lancaster, also supports the closure of Loop Street, as traffic circulation would not be adversely impacted by the closure. The details are shown on Plan No. 11416. If authorization to proceed is given, staff will contact all City Departments, the various utility companies and adjacent property owners to determine if any conflicts or objections exist. The results of the investigations will be presented prior to the legal proceedings ofthe vacation. FINANCIAL IMPACT: This proposed vacation was city initiated. Therefore, no application fee was paid. The street was relinquished to the City of San Bernardino by the State in fee ownership. Subsequent to the completion of the vacation, the vacated street may be sold to the adjoining owners for a value to be determined at a later date. Any costs to the city related to the proposed construction of the turnarounds at "D" Street ad Stoddard Avenue would likely be offset by the sale of the property to the property owners. RECOMMENDATION: Staff recommends that authorization to proceed with the proposed vacation be given and that Plan No. 11416 be approved. ,,-- . rJof t.
