STAFF REPORT
Subiect:
Authorization to establish a 4-Way Stop at the intersection of 11th Street and Wilson Street.
Backuound:
Development Services staff received a request from a neighborhood group, via the Council
Office, to install a 4-way stop at the intersection of 11th Street and Wilson Street. The requestors
feel that installation of a 4-way stop will enhance traffic and school pedestrian safety at the
intersection.
Both 11th Street and Wilson Street are classified as local, residential streets within this area.
Consequently, the request was evaluated in accordance with City's Administrative Policy for Stop
Sign Installation. The requestors circulated a petition that was prepared by staff and signed by
residents in the vicinity of the intersection.
Traffic Engineering section staff evaluated the request. Pursuant to the evaluation, staff has
determined that this intersection meets Warrant "B" of the Administrative Policy (see
attachment). This warrant is satisfied when 60% percent of the residents located within 600
feet of the proposed stop signs execute a petition requesting installation and that at least two
other criteria are met. In this case, criteria B-1 and B-12 are met. Part B-1 of the warrant is
met when a school is located within 600 feet of the intersection and the intersection is on the
suggested route to school. At this intersection, Arroyo Valley High School is within 600 feet
of the intersection. Part B-12 is met when a less-than-desirable condition for
pedestrians/vehicles is present as determined by the City Engineer. In this case, it was noted
that pedestrians on their way to/from school have to travel through this intersection where no
sidewalks exist. Additionally, there are dips with gouge marks across the north and south legs
of the intersection, indicating that motorists are having trouble negotiating them. Stop signs on
the north and southbound approaches to the intersection will help mitigate this situation.
Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop
Signs, staff recommends the installation of a 4-way stop at the intersection of Meyers Road and
Olive Avenue.
Financial Impact:
The estimated cost of $600 for installing the new stop signs will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

RESOLUTION NO. 655 ENTITLED, IN PART, "A RESOLUTION...
DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS
THROUGH HIGHWAYS..." AND ESTABLISHING A 4-WAY STOP AT THE
INTERSECTION OF ELEVENTH STREET AND WILSON STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by adding Subsection (4.7)
ELEVENTH STREET to read as follows:
"(4.7) ELEVENTH STREET
(A) At its intersection with Wilson Street (4-Way Stop).
SECTION 2: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (22.5)
WILSON STREET to read as follows:
" (22.5) WILSON STREET
(A) At its intersection with Ninth Street (4-Way Stop).
(B) At its intersection with Eleventh Street (4-Way Stop)."
