Subject:
Authorization to declare Magnolia Avenue a "through highway" from Belmont Avenue to
Garfield Street.
Background:
The Traffic Engineering section received a request from the Council Office to evaluate the
intersection of Magnolia Avenue and Ohio Avenue for a 2-way stop.
Traffic Engineering staff evaluated the request. For consistency, the area of the study was
expanded to include the adjacent intersection of Magnolia A venue at Meyers Road. This
intersection is immediately adjacent and just south of the intersection of Magnolia A venue at
Ohio A venue.
Due to some visibility limitations caused by overgrown trees and elevated pads, the
intersections meet warrants for 2-way stop signs. Consequently, it is recommended that stop
signs be installed on Meyers Road and Ohio Avenue's approaches to Magnolia A venue. Only
the visibility limitation at Ohio A venue and Magnolia A venue is causing a significant problem
at this time; however, this will change as further development takes place within this area and
traffic increases on Magnolia Avenue.
To mitigate the sight limitations at these intersections, it is recommended that stop signs be
installed on Meyers Road and Magnolia Avenue's approaches to Magnolia Avenue. Declaring
Magnolia Avenue a "through highway" between Belmont Avenue and Garfield Street will
allow staff to install these stop signs. Also, a work order has been submitted to the Public
Services Department, requesting trimming of the trees.
Financial Impact:
The estimated cost of $1,000 for installing the new stop signs will come from Account No.
001-402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

NO. 655 ENTITLED, IN PART, "A RESOLUTION... DESIGNATING CERTAIN
STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND
DECLARING MAGNOLIA AVENUE FROM BELMONT A VENUE TO GARFIELD
STREET A THROUGH HIGHWAY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 655, which designates certain streets, or portions
there?f, as through highways, Section One is amended by adding Subsection (9.67)
MAGNOLIA A VENUE to read as follows:
