Subiect:
Resolution ratifying the submittal of a grant application for additional South Coast Air Quality grant
funds in the amount of $164,861 for the construction of the East Valley Regional LCNG Fueling
Station, and authorizing the Director of Development Services to administer the grant.
Backl!round:
On June 4,2001, the Mayor and Common Council authorized the submission of a grant application for
Congestion Mitigation! Air Quality (CMAQ) funds in the amount of $911 ,859 for the construction of the
East Valley Regional LiquifiedlCompressed Natural Gas Fueling Facility. As part of the grant
application, the City committed to allocate required matching funds of $118,141. On August 1, 2001,
the San Bernardino Associated Governments (SANBAG) board approved the grant application.
On January 7, 2002, the Mayor and Common Council authorized the submission of a grant application
to the Mobile Source Air Pollution Reduction Review Committee Alternative Fuels Local Government
Match Program grant application in the amount of $82,698. On May 3, 2002, the South Coast Air
Quality Management District (SCAQMD) Governing Board approved the grant in the amount of
$76,792.
On September 15, 2002, the Mayor and Common Council ratified the submittal of an application for
funds grant from SCAQMD in the amount of$143,208. Subsequently, the contract for this grant money
was authorized 9/15/03.
The current project funding, including the three existing grants, is broken down as follows:

The original engineer's estimate for the project was developed in May 2001 and amended in September
of 2002 for the AQMD grant application. Since then, materials and equipment containing steel, nickel
and/or cement, have seen cost increases ranging from 9% to 50%. With current market volatility, this
estimation can change and/or costs can increase again.
Since authorization to proceed with the project from the Mayor and Common Council, Staff has been
working with the appropriate grant governing bodies CAL TRANS, MSRC, and SANBAG, through
their criteria to select the design consultant for the project. The Mayor and common Council authorized
the selection of Gladstein, Neandross and Associates at the 12/06/04 meeting. Currently preliminary
design and environmental work proceeds with the station scheduled to be operational in April of 2006.
The new project schedule completion date reflects the amount of time required to obtain authorization
to proceed from the grant governing bodies through each of the steps taken to date.

On January 7, 2004, the South Coast Air Quality Management District (SCAQMD) released an RFP for
Natural Gas Fueling Station Infrastructure. Staff was made aware of this potential grant during the
January 27, 2005 meeting with the project Design Consultant. This RFP application from the SCAQMD
is "designed to offset a portion of the initial capital investment required for new or upgraded stations,
resulting in conveniently located, publicly accessible fueling stations with competitively priced
alternative fuels." The program offers to co-fund projects that provide fast-fill, public-access fueling
within the SCAQMD. If selected, this grant may provide 30% of the project costs up to $250,000. The
total amount of funding available per the RFP is $245,428. The application deadline was March 4,
2005; therefore, it has been submitted and the Mayor and Council are being asked to ratify that action.
To avoid an impact to the City due to the cost increases, staff is requesting that the Mayor and Common
Council ratify the submission of an additional grant application for these additional SCAQMD funds in
the amount of $164,861. This represents 11 % of the total project costs of $1,399,110 and is based on
the balance of funding required with consideration to other grant and match funding secured.
Summarv of Costs:
The original project budget estimate of $1,030,000 for this project was developed as part of the
Congestion Mitigation/Air Quality (CMAQ) funding application in May of 2001. Based upon
anticipated increases in the cost of project materials and equipment as noted above, the following table'
represents the revised estimate of the project budget:

WHEREAS, The South Coast Air Quality Management District

portion of the initial capital investment required for new or upgraded publicly
accessed alternative fuel stations.
NOW, THEREFORE BE IT RESOLVED that the Mayor and Common
Council of the City of San Bernardino hereby ratify the submission of an
application for a grant in the amount of $164,861 from the South Coast AQMD, a
copy of which is attached hereto, marked Exhibit "A" and incorporated herein, and
authorize the Director of Development Services to administer the grant.

City of San Bernardino is requesting $164,861 from the South Coast Air Quality Management
District RFP for Development of Natural Gas Fueling Station Infrastructure (RFP #P2004-09) to
help fund the construction of a publicly accessible liquefied natural gas (LNG)/ liquefied to
compressed natural (LCNG) fueling station at the City of San Bernardino Municipal Service Yard,
located at the intersection of Pershing and Redick Streets, approximately one block east of
Arrowhead Avenue. Along with this proposed LNG fueling station, City of San Benardino will
deploy a variety of medium- and heavy-duty natural gas trucks and refuse collection vehicles. Tbese
clean burning natural gas vehicles will replace existing diesel and gasoline powered units, resulting
in significant annual reductions of nitrogen oxides (NOx) and paniculate matter (PM). It is
anticipated that the planned LNG fueling facilitywill be operational by April 2006.
The goal of this station will be to serve the City's fleet of LNG powered refuse trucks as well as
those vehicle fleets affected by the South Coast Air Quality Management District's series 1190 rules
operating in and through the metro-San Bernardino area. It will provide the necessary link in
SCAQMD's effort at developing an open-architecture plan for alternative fuels infrastructure in
order to ensure system compatibility and development of a true clean fuel network within the air
basin. Currently, the nearest LNG/LCNG facility is located approximately 22 miles away at the
United Parcel Service facility located at the Ontario International Airport. A second facility, located
approximately 70 miles away in' Barstow, will be completed in Summer 2005. The East Valley
Regional LNG/LCNG Fueling Facility will provide an alternative fueling location for UPS and other
users in the event of the Ontario facility being out-of-service for any reason, and complements the
LNG facility located at Agua Mansa Road and the 60 Freeway. The proposed location is within
three miles of Interstate 215 and five miles of Interstate 10. This facility will have exposure to
approximately 42,400 trucks operating along these two Interstate Highways. Studies have shown
that most heavy-duty diesel truck users will seek diesel fuel within 3 miles of their current location;
for alternative fuels this distance can be six miles, placing the proposed East Valley Regional
LNG/LCNG Fueling Facility within range of these potential market for alternative fuel users. Users
within the metro-San Bernardino area include the City of San Bernardino, the County of San
Bernardino, Omnitrans, Cal-Trans, San Bernardino Unified School District, Colton School District,
as well as private operat<ll:S-such ac; those trucking firms operating out of the Burlington Northern
Santa Fe Intermodal Yard, Stater Brothers Markets and various others may also use this facility.

The objectives include:

Develop a fueling facility to support the City of San Bernardino's planned
deployment of LNG refuse trucks;
Establish an initial regional fueling station capable of meeting the short-term fueling
needs of LNG/LCNG vehicles operating under the SCAQMD 1190 series rules within
the metro-San Bernardino area;
Provide a publicly accessible fueling facility that is operational 24-hours a day, seven
days per week:
Provide a faciiity consistent with the South Coast Air Quality Management District's
open architecture plan to ensure compatibility between stations in order to establish a
true clean fuel network of facilities capable of servicing a range of vehicle types and
applications - from light duty passenger cars to the 42,000 private diesel trucks
operating through the 12 1 5/I 10 crossroads,

The proposed facility will consist of single above ground horizontal LNG storage tank of 15,000
gallon capacity, an UCNG pump. an UCNG system sequencing panel and control system, a 30,000
standard cubic feet compressed natural gas storage tank. a CNG dual-hose dispensers, (operating at
both 3.000 psi and 3,600 psi), and a single LNG dispenser with capability to add a second LNG
dispenser if volume should warrant.
This equipment will be placed in an area of north side of the current petroleum fueling station at the
City of San Bernardino Municipal Service Yard, located at the intersection of Pershing and Redick
Streets, approximately one block east of Arrowhead Avenue (please see the Preliminary General
Arrangement in Attachment 1).
The LNG dispenser will have a fill rate of approximately 40-gallons per minute and the CNG
dispensers will have a fill rate of approximately 650 sefm. (-8 ggelmin.). The site will be available
to the public on a 24-hour operation through a card-system. The primary fleet users would be the
City of San Bernardino, the County of San Bernardino, Omnitrans, Cal- Trans, San Bernardino
Unified School District. Colton School District, as well as private operators such as those trucking
firms operating out of the Burlington Northern Santa Fe Intennodal Yard. Stater Brothers Markets
and various other users including an armored. car company, a pest control company and various
small construction contractors. The facility will service light- to heavy-duty vehicles within the
respective fleets, including sedans. pick-up trucks, dump trucks, refuse collection vehicles, street
sweepers and other types of on- and off-road equipment. The projected throughputs for City of San
Bernardino vehicle fleet, and a proposed conversion plan for converting vehicles to alternative
fuels, starting in Calendar Year 2006 are detailed in Attachment 2.

VEHICLE REQUIREMENTS: STATEMENT OF WORK - ITEM 3
City of San Bernardino is committed to supporting the proposed East Valley LNG/LCNG
Fueling Facility through a steady dieseVgasoline powered vehicles replacement. program
transitioning the fleet to clean burning natural gas heavy-, medium- and light-duty vehicles. As
part of this replacement schedule, City of San Bernardino will replace 10 existing diesel waste
hauling vehicles with natural gas units. The fIrst year's lO-unit deployment will be in
conjunction with the completion of the natural gas fueling station in San Bernardino at the East
Valley Regional LNGILCNG Fueling Facility. Furthermore, the City will annually replace an
estimated 4 light-duty, 3 medium-duty and 4 heavy-duty conventional fuel vehicles with natural
gas units. Based on City of San Bernardino's historical use records, the 73 new alternative fuel
vehicles that deployed each year will displace approximately 95.800 gallons of diesel and 7,300
gallons of gasoline per year. Thus, we expect that the City will consume an average of $2.6
million LNG gallons per year during the fIrst five-years of the facilities operation.
Burrtec Waste Industries has committed to the purchase and deployment of 10 LNG powered
trucks, which will fuel at the East Valley Regional LNGILCNG Fueling Facility. With plans to
deploy LNG powered units where cost effective refueling infrastructure is available, the planned
public access LNGILCNG fueling station being developed by City of San Bernardino will
provide convenient fueling access for these trucks. Based on the historical diesel fuel usage of
these vehicles, each of these 10 LNG trucks will consume approximately 125,000 gallons of
LNG per year.
The total diesel displacement resulting from City of San Bernardino vehicles, in addition to
commitments already secured from San Bernardino County and Burrtec Waste Industries, is over
3.6 million gallons for the fIrst five-years of the stations operations. 1n addition to the local
fleets already mentioned, this LNGILCNG fueling station will have the ability to serve other
existing LNG fleet operators traveling along through the region including the H&H Trucking,

many others. The existence of an LNGILCNG station in this location will enable other entities
operating medium- and heavy-duty trucks both in the local area, as well as those traveling the
route as part of their intra- or inter-state operations, to more easily make the transition away from
diesel to clean burning natural gas.

The agency implementing the project will be the City of San Bernardino. The specific
Departments involved will be Development Services and Public Services.
Due to the nature and scope of this project, the City will solicit for and enter into an agreement
with a contractor to design, engineer, construct and operate the Ea<;t Valley Regional
LNGILCNG Fueling Facility. The City regularly uses pri vate vendors to perform public works
and facilities projects of this type.
Key Project staff include David Taylor, Project Manager, Facilities Management and Byron
Montalvo, Senior Civil Engineer. Mr. Montalvo will oversee technical and engineering support
in order to coordinate the development of the Request for Proposals for both the Design and
construction through the City's Engineering Department. Technical assistance will be provided
to Mr. Montalovo by Gladstein, Neandross & Associates (ONA), working under contract to City
of San Bernardino for the design and construction management. Mr. Taylor will serve as Project
Manager and principal contact person for the construction and operation.
The City has developed a project management infrastructure capable of managing large projects,
as well as providing appropriate reporting on Federal and State funded projects. Reports shall be
prepared and reviewed by the City Engineer and Project Manager relating to schedule, problem
and issue resolution, and funding expenditures.

Clifford E. Gladstein, President of GNA and JeTC Project Director has over ten years of
experience with air quality, energy and transportation issues. In his current capacity as a Program
Specialist for the Department of Energy's Clean Cities Program, Mr. Gladstein is involved in the
development and implementation of the City of Los Angeles and the Southern California
Association of Government's Clean Cities efforts. He also assists Clean Cities Programs
throughout the Western United States, helping them develop mechanisms to finance their
activities and establish links through clean transportation corridors to other Clean Cities. Mr.
Gladstein will provide over-site of all GNA activities, assist in the selection of the turnkey station
developer and provide guidance on the integration of alternative fuel into City of San
Bernardino's facility.
Erik Neandross. CEO
Erik 1. Neandross, JCTC Project Manager, provides technology and marketing expertise in the
areas of alternative fuel vehicle deployment, infrastructure development and financial planning
for JCTC public and private partnerships. He is responsible for supervising infrastructure
development and vehicle deployment along the 4-state JCTC corridor. This includes funding
source identification and proposal development on behalf of JCTC stakeholders. Mr. Neandross
will coordinate efforts to develop grant applications for station costs, provide assistance in the
deveLopment of the stations Request for Proposals, continue outreach and education efforts with
heavy-duty fleets to increase station throughputs, coordination with selected turnkey station
developer and provide technical assistance on LNGILCNG infrastructure and vehicle deployment
issues.
Subcontractors
City of San Bernardino has not yet seLected a subcontractor to construct this LNGILCNG fueling
facility. If approved for funding by the SCAQMD, the company will work with GNA to develop
and release a RFP for this project. Through this process, City of San Bernardino will ensure that
the selected vendor and/or its subcontractors have a valid contractor's license in the State of
California and is licensed to perform the type of" work for which the proposal is made (i.e.
grading, paving, equipment installation, etc.). It will be required that the selected vendor is
properly insured at the time of station installation. Furthermore, all subcontractors shall be
required to keep and maintain all books, papers, records, and accounting reports relating to this
project, pursuant to the guidelines contained within the contract between the SCAQMD and City
of San Bernardino.
Similarly, City of San Bernardino has not yet selected a vendor to supply LNG fuel to the facility.
From conversations with GNA, City of San Bernardino understands that Applied LNG
Technologies and ENRG offer LNG fuel deliveries for use in transportation applications in the
state of California.

City of San Bernardino will solicit bids to design and build the LNGILCNG fueling facility, with
input and assistance from GNA. We believe that an RFP process offers the greatest opportunity
to establish infrastructure that meets City of San Bernardino's perfonnance needs in a cost-
effective manner. The Project Team assembled ha~ vast experience in managing a competitive
bid process and facilitating the development of alternative fuel infrastructure, including the
existing LNG stations at Harris Ranch in Coalinga. Vons in Santa Fe Springs, Sysco Food
Services, City of Tulare, City of Redlands. Riverside County Waste Management District and the
nearly completed LNG stations to be operated by the City of Barstow and Morongo Basin Transit
Authority. This team will undoubtedly have the ability to facilitate the establishment of another
successful facility in San Bernardino.
The solicitation for this fueling station will require that all equipment and services. whether
manufactured. purchased or subcontract, incorporate the latest technologies, be in accordance
with the best and most feasible storage and fuel dispensing technologies available, and meet
industry compatible equipment specifications and regulations. Major station components will
have achieved acceptable reviews by the Underwriter Laboratories and all services and
equipment utilized for this development shall comply with Title 8, California Code of
Regulations. NFP A and any other local. state and federal rules and codes as applicable.
The proposed station will initially store. dispense and meter liquefied natural gas (LNG) at levels
capable of providing truck fleets with approximately 3,000 gallons of fuel each operating day.
The station will be easily upgradeable with additional dispensing capabilities as demand dictates.
The proposed station will be further equipped to fast-fill LCNG at both 3,000 psi and 3.600 psi
from multiple fill points.

Station Size and Operations
Due to the size of the initial fleet being served, and the need to accommodate the unloading of
full trailer quantities of fuel, the minimum storage requirement for this project is 15,000 gallons.
No used equipment shall be considered.
Saturation Pressure and Bulk Tank Requirements
To accommodate a minimum delivered saturation pressure of 125 psig, the entire contents of the
bulk storage tank shall be saturated. Due to the relatively high saturation pressures being
delivered, the bulk tank shall have a maximum allowable working pressure of 165 psig or
greater.
Dispensing LNG
Saturated LNG will be dispensed via a suitable cryogenic pump. Time is of the essence in the
fueling operations of these vehicles. Therefore, no pumps requiring any significant cool down
cycle will be considered. No system which requires a pump-restart sequence after' periods of
non-use shall be considered.
Metering LNG
To assure accuracy of metering, the meter shall be required to be mass meter LNG being
dispensed within an accuracy of plus or minus 1.5 percent. Each dispenser shall display the
amount of product dispensed in LNG gallons at standard conditions. Only dispensers and meters
currently approved, or in process of receiving approval by the Division of Measurement of
California Department of Food and Agriculture will be considered.

Dispensing LCNG
As required by Division of Measurement of California Department of Food and Agriculture, only
National T >1Je Evaluation Program (NTEP:I dispensers will be used for the retail sale of CNG to
the general public. Because of the random and unpredictable nature of a public access fueling
station, the dispensers will be required to dispense fuel at both 3,000 psi. and 3,600 psi.
Metering LCNG
The only metering devices that will be accepted are those that are currently certified by the
Division of Measurement of California Department of Food and Agriculture.
Public Accessibility
The LNGILCNG station will be accessible to the public 24 hours a day, 7 days a week. The
station will incorporate an Industry Standard, universal card reader system to provide access and
billing services only to trained and approved users.
Data Collection
The LNGILCNG facility will be in a cardlock system, which will allow for easy tracking of
natural gas fuel usage. This information will then be compiled on a regular basis in electronic
format (using Microsoft Office Software) and will be provided to the SCAQMD in quarterly and
final reports.
Warranties
The vendor selected to build the station will be required to provide a one year "Onsite" warranty,
including any emergency maintenance needed. The RFP will require potential vendors to
provide a detailed description of the service, maintenance and repair of the station to assure that
the station will be properly maintained.
Compliance with Industry Standards, Codes and Applicable Regulations
The LNG storage vessel to be used is designed to meet the design standard ASME Section vm
Division 1. The station will be installed to meet all industry standards, codes and applicable
regulations in effect at the time of installation. Because of the physical properties of LNG, the
fuel dispensed from the station will far exceed the California Air Resources Board specification
for methane content. Through the liquefaction process, the LNG is guaranteed to be 97 to 99
percent pure methane. City of San Bernardino will however require documentation from the fuel
supplier to demonstrate the purity of the fuel.
FACILITY CONSTRUCTION AND OPERATION: STATEMENT OF WORK - ITEM 6

David Taylor will act as the Project Manager and will oversee the implementation of this scope
of work including engineering, planning, budgeting, permitting and construction of the facility.
He will be responsible for keeping the project within budget, on time and meeting the contract

If approved for funding, City of San Bernardino will work with GNA and project sponsors to
develop and release an RFP for this project. Through this process, City of San Bernardino will
ensure that the selected vendor andlor its subcontractors have a valid contractor's license in the
State of California and is licensed to perlorm the type of work for which the proposal is made.
The project team will contain a registered California engineer, knowledgeable in natural gas
storage and dispensing systems, as required to be compliant with Title 8. It will be required that
the selected vendor is properly insured for the station installation. Furthermore, all
subcontractors shall be required to keep and maintain all books, papers, records, and accounting
reports relating to this project, pursuant to the guidelines contained within the contract between
the SCAQMD and City of San Bernardino. Selection of the vendor will consider previous
experience, cost, knowledge of LNG - fueling system technologies, knowledge of permitting
process and the responsiveness of the proposal. The selected vendor will be responsible for the
preparation of plans, specifications, cost estimates, facility construction, equipment installation
and maintenance as discussed below.

The minimum specifications for the station shall be designed by GNA and City of San
Bernardino to meet the fueling demands of current and future fleets. The RFP will require
potential vendors to provide specifications for all LNG components including at minimum:
LNG and LCNG bulk storage tank, LNG trailer offloading station, saturation control, LNG
dispensing pumps, LNG and CNG dispensers, LCNG odorization system, fueling
authorization system, vapor management system, station controls. safety system.
Furthern1ore, the qualified, competitively selected vendor will be responsible for providing
detailed drawings and specification for the station. Final work product will include at
minimum:
. A site plan detailing traffic flow. facility enclosures, the size and location of each
station component and their relation to utility lines;

Facility construction will be included within the scope of work for the turnkey LNG fueling

Equipment Installer

functionality of all controls.
Maintenance Contractor
During the warranty period on the station, the vendor selected will maintain and repair the
company's new fueling station. At the time of station commissioning, and during the
warranty period, the maintenance personnel responsible for City of San Bernardino' cardlock
facility will be introduced to and trained to maintain the station. Additionally. the station
contractor will provide training for the proper and safe operation of the fueling facility for
City of San Bernardino. County of San Bernardino and Burrtec drivers. maintenance
technicians and facility personnel. City of San Bernardino will schedule a kick-off meeting
for all affected managers, vehicle operations and repair staff, transportation department
personnel and drivers at the time of station commissioning. In the event the station needs
servicing beyond the capabilities of City of San Bernardino personnel. the company will rely
on the services of the station contractor, or another qualified company. The vendor selected
to build the station will be required to provide a one year "Onsite" warranty. including any
emergency maintenance needed. The RFP will require potential vendors to provide a detailed
description of the service, maintenance and repair of tbe station to assure that the~station will

SYSTEM FUELING .CAPABILmES: STATEMENT OF WORK -ITEM 7
As set forth in the station specifications, the LNGILCNG fueling station will be equipped a
dispensing pump that provides 95 psig minimum differential pressure al 60 gpm (with
modifications to allow for the addition of an additional dispensing pump at a later date). It shall
utilize a submerged pump to eliminate need for a cool down period. The station shall also be
equipped with one (1) LNG single hose dispenser with an average flow rate of 25 to 50 gpm.
LCNG will be dispensed at a rate of 650 sfm per minute, thereby allowing a fuel time
comparable to gasoline.
PERMITTING/CONSTRUCTION SCHEDULE AND OPERA TlON: 5TA TEMENT OF WORK -ITEM 8
Permitting process
Permitting of an LNG fueling facility requires close coordination with local agencies as they are
typically unfamiliar with LNG fueling station technologies. It has been the experience of the
JeTe Project team that including the local officials responsible for issuing permits during the
initial planning phase of the project is instrumental to the efficient permitting of the facility.
These preliminary discussions assist with the development of a more specific request for
proposals (RFP), allowing the turnkey station developers to accurately identify the cost and
timeline of the project in their response.
Agencies that may become involved could be both at the local city and/or county level. Because
of the degree to which local municipal codes, regulations and petT1:litting practices vary, there is
no single rule to follow when undertaking such a project Some general local codes that may
come into play during such a project can include the following:

Local Planning Departments have agency specific rules that may require a Conditional Use
Permit, Variance or other discretionary action to be approved by the Planning Commission.
Preliminary review of the project indicates that a CUP will be necessary to develop this
LNGILCNG station. Clarification of the Planning Department's requirements will be acquired
before or during the Development and Environmental Review meeting in the second quarter of
2005. The Public Works Department is responsible for the review and approval of structural,
electrical and mechanical plans for the natural gas fueling station. The selected turnkey station
developer will be responsible for the coordination of all permits.t

The equipment supplier selected through the competitive bid process shall, as part of the
contract, provide the necessary "start up services" including training of operation' and
maintenance personnel. The factory-authorized technician shall inspect all equipment, inspect
the site installation, place the unit on line, prove operation and functionality of all controls.
Onsite personnel shall receive a minimum of one day training in the proper operation and
maintenance of the equipment. Preventative maintenance procedures shall be established and a
manual provided. A site-specific log shall be provided and reviewed by the vendor during the
one-year onsite maintenance period. after which time the City of San Bernardino will be
responsible for logging preventative maintenance and repair services performed.

PROJECT SCHEDULE
For the period of time required by its contract with the SCAQMD, City of San Bernardino shall
submit quarterly status reports meeting the guidelines contained within the contract between the
SCAQMD and City of San Bernardino. Within these reports, City of San Bernardino will
provide the fuel throughput and identify vehicle use of the station. This information may include
the dispensed price of the fuel. time and date of fueling, vehicle mileage. and other relevant

Key Project staff include David Taylor, Project Manager. Facilities Management and Byron
Montalvo. Senior Civil Engineer. Mr. Montalvo will oversee technical and engineering support
in order to coordinate the development of the Request for Proposals for both the Design and
construction through the City's Engineering Department. Gladstein. Neandross & Associates
(GNA), working under contract to City of San Bernardino, for the design and construction
management, will provide technical assistance to Mr. Montalovo. Mr. Taylor will serve as
Project Manager and principal contact person for the construction and operation.
The City has developed a project management infrastructure capable of managing large projects,
as well as providing appropriate reporting on Federal and State funded projects. Reports shall be
prepared and reviewed by the City Engineer and Project Manager relating to schedule. problem
and issue resolution. and funding expenditure.

The City has completed similar projects of this nature. Approximately four years ago. the City
constructed a new diesel and gasoline-fueling island at this proposed site. At that time,
infrastructure was installed to support alternative fuel systems, including electrical and plumbing
stub-outs, placement of concrete pads and support facilities. The City ha~previously identified
potential design/build and operations vendors who would be capable of accomplishing this
project in the time allocated. Therefore. the City does not anticipate any significant or
insurmountable barriers to the timely completion of this project. In addition. the City has
successfully applied for and managed CMAQ projects in the past. The City is currently
performing a project to renovate the historic Santa Fe Depot. using funding sources such as lEA-
21 funds. Staff has successfully worked with CalTrans on a variety of infrastructure and
transportation issues. and has developed an excellent working relationship with CalTrans.

Erik Neandross, CEO - Gladstein, Neandross & Associates
For the last three-years, Me. Neandross has been GNA's key personnel under our City of Los
Angeles General Services Department contract to provide professional advisory services during
the development of several LNG/LCNG and CNG refueling stations throughout the City
(including West Valley, South LA, North Central, Topanga, the Harbor Yard, Ea'it VaHey and
several others). He also played an instrumental role in the City's California DOSH Title 8
Variance Hearing in August 2002. This hearing was the only such hearing ever held for
LNG/LCNG refueling station issues under the DaSH Title 8 code.
Mr. Neandross has been providing consulting and project management services for heavy-duty
truck fleet fueling station prqjects for the past seven years, with the fIrst two years experience
focused on installing diesel fueling stations around the country, and the last five years focused on
developing LNG, LNG/LCNG and CNG fueling stations in California. He is a certified New
Jersey and New York State Firefighter with over five years of front-line experience. Mr.
Neandross has specialized training for Hazardous Materials (Level One and Two), Live
Electrical, and Alternative Fuel Vehicles Firefighting.
Mr. Neandross is the Project Manager for Gladstein, Neandross & Associates' largest and award
winning project, the Interstate Clean Transponation Corridor (ICTC). The ICTC is a public
agency supported effort focused on establishing a sustainable network of alternative fuel stations
(i.e: LNG) to support the movement of goods throughout the western United States by clean fuel
heavy-duty trucks. The initial ponion of the ICTC links San Diego, Los Angeles, the San
Joaquin Valley, San Francisco, Sacramento, Reno, Salt Lake City and Phoenix along 1-80, 1.5,
CA-99, 1-10 and the 1-15, creating a triangular corridor that is creating alternative fuel coverage
for 2,000 miles of interstate highways. This effort is sponsored in part by the U.S. Department of
Energy, United States Environmental Protection Agency Region IX, California Air Resources
Board, California Energy Commission, South Coast Air Quality Management District, Mojave
Desert Air Quality Management District, Antelope Valley Air Pollution Control District,
Riverside County Transportation Commission, and the San Bernardino Associated Governments.
Mr. Neandross has been the Project Manager for several projectr; similar to the scope of work
requested by the City of LA. Some examples include the oversight and direct development of the
RFP bid packages for the City of Tulare's LNG/LCNG fueling facility, Riverside County Waste
Management Department LNG fueling station, the City of Barstow LNG/LCNG fueling station, .
the City of LA's South LA LNG/LCNG refueling station, and the City of LA's CNG refueling
station at its Topanga Street Services yard.
Apart from the development of LNG, LNG/LCNG and CNG refueling stations, Mr. Neandross
has experience in the sighting of LNG production facilities ("liquefiers") and LNG import

Neandross has been involved in several projects to bring new LNG production facilities on line
within the state of California. One project focused on the sighting of an existing 105,OOO-gallon
per day production facility in Mojave, California. Also through this work, Mr. Neandross
provided third-party peer review of an RFP for the construction of a new, 25,OOO-gallon per day
LNG production facility. Currently, Mr. Neandross is involved in the development of an LNG
import terminal being proposed for the Port of Long Beach. As part of this project, a one-million
gallon LNG storage facility and three rack loading system will be constructed to supply up to
300,000 gallons of transportation grade LNG to California fleet operators such as the City of Los
Angeles. For this project, Mr. Neandross' efforts encompass many tasks ranging from code and
permit identification and strategy reports; marine port terminal LNG vehicle and refueling
infrastrUcture projects; LNG locomotive project development; strategy, outreach, PR and
marketing activities; and additional similar tasks.
Throughout all of the aforementioned work, Mr. Neandross has gained significant and valuable
first-hand experience in the development of LNG, LNGILCNG and CNG refueling facilities
within the State of California. He has not only developed an in-depth working knowledge of the
technical aspects of such projects, but has also grown to understand the political, educational,
and other support roles that often must be assumed in the development of a project such as this.
Perhaps of pinnacle importance is Mr. Neandross' experience and understanding of the many
codes, regulations and other guidance documents (NFPA 57, NFPA 59A, CCR Title 8, to name a
few) that govern the development of facilities such as the ones being developed by the City of
San Bernardino.
Cliff Gladstein, President - Gladstein, Neandross & Associates
Mr. Gladstein has 18 years experience in the development and implementation of alternative fuel
vehicle projects. He has been a Program Specialist for the Department of Energy Clean Cities
Program since 1995. He also co-founded and led the South Coast Air Quality Management
District's Leadership Cities program since 1996, in an effort to enable local government fleet
operators to share their AFV lEV experiences with one another in the hopes of building better
deployment programs.
As founder and director of the Interstate Clean Transportation Corridor Pr~iect, Mr. Gladstein
assisted Harris Ranch and The Vons Companies to implement their respective LNG deployment
projects. Each of these fleets decided to utilize the CaterpillarlPower Systems Associates dual-
fuel engine technology and to develop their own public access LNG fueling facility. After
assisting to raise the necessary funding for each of these projects, Mr. Gladstein oversaw the
development and release of RFP documents for each fueling facility. After receiving bids, Mr.
Gladstein and his then Senior Associate organized and led the evaluation panel to review bids
and make an award to the winning contractor. Through these experiences, Mr. Gladstein has
developed a working knowledge of the technical aspects of natural gas vehicle and infrastrUcture
development projects.
Karen Sagen, Senior Associate - Gladstein, Neandross & Associates
Through her extensive outreach efforts to public and private fleet operators, fuel providers and
other related companies to facilitate the development of alternative fuel infrastructure, Ms. Sagen
has developed a working knowledge of the process and technical aspects required to develop and

build an LNGILCNG fueling facility. Ms. Sagen has compiled questions and coordinated
responses via RFP addendums to respond to vendor's questions. She is also proficient at the
review and analysis of scientific and technical studies related to alternative fuel and low emission
vehicles and technologies.
Ms. Sagen has been intimately involved with GNA's activities focused on deveioping LNG and
LCNG fueling facilities in the City of Tulare, County of Riverside, City of Barstow, City of San
Bernardino, City of Commerce, City of Banning; at Downs Commercial Fueling, Sysco Food
Services of Los Angeles and Yusen Terminals.
City of Redlands
Gladstein, Neandross & Associates assisted the City or Redlands to develop its LNGILCNG
refueling station in 2002 and 2003. For this project, GNA conducted a comprehensive outreach
program to local private and public fleet operators to determine the level of interest and resulting
throughput demands for the City's public access LNGILCNG fueling facility. Using this
information, GNA developed a conceptual plan and site layout for the facility. Next, GNA
prepared a complete RFP package (please see attached RFP) on behalf of the City, issued the
document to a group of pre-qualified bidders, organized and led a pre-bid meeting at the City,
and received, evaluated and recommended to the City a winning proposal. Given a small
discrepancy in the proposed project costs and the available budget, in less than a weeks' timt:,
GNA assisted the City to negotiate with the most qualified designlbuild team a mutually
agreeable price for this project.

Construction began in October 2002, with station completion in 2nd quarter 2003. Dunng the
constmction phase of this project, GNA continued to work the City of Redlands to review project
submittals. provide permitting assistance, facilitate the issuance of a fuel supply RFP, and
provide other technical assistance as needed. Throughout this work, Gladstein, Neandross &
Associates has and will continue to be the prime/lead consultant.

GNA worked with the City to release an RFP for the procurement of a contractor for this station.
GNA also assisted in the review of proposals received and played a critical role on the evaluation
panel to select and negotiate with the winning contractor for this project (AESE, now EFS West).

Using the RFP GNA helped to develop for the City of Tulare, the Grand Canyon National Park
Service solicited a contractor to develop a new LNG/LCNG fueling facility at the Park's South
Rim.
This state-of-the-art facility supports the Park Service's . expanding fleet of full size natural gas
buses and select maintenance vehicles. Over time, Park Services plans to convert the remainder
of its transit and maintenance fleet to natural gas. This facility also has a unique feature in that it
uses vaporized LNG to supply the natural gas heating system in a recently constructed nearby
maintenance building.
GNA was the prime consultant to the National Park Service on this project. GNA participated on
the evaluation panel to select the winning contractor and provided technical consulting services
to the Park during the construction phase and start-up/sign-off phase of this project.

Department (RCWMD) as the prime (and only) consultant for over three years to develop a
public access, state-of-the-art LNG fueling facility on a parcel adjacent to an existing refuse

year and a half were spent in soliciting and procuring a competent tearn of contractors for this
project. Given the fact that this neighboring refuse transfer station receives approximately 900
heavy-duty truck trips per day, the site of this fueling facility could not be more ideal for such a
project.
For this project, Gladstein, Neandross & Associates was the prime/lead contractor and GNA
continues to provide technical assistance on an as-needed basis. GNA worked with the County
to develop and issue an RFP for the construction of this facility. GNA assembled an evaluation
panel to select the winning contractors for this project. Because of the uniqueness of the public
funding sources for this station (Federal CMAQ $$), it was required that two independent
contractors be used for this project. GNA assisted in the coordination and implementation of this
unique procurement and contracting process. Construction, testing/training and the grand
opening were completed in 2002.
The Riverside County Waste Management Department developed this project 100 percent as a
public access LNG fueling facility. The County is not anticipating that its own vehicles will use
this station in the initial years of its operation. Instead, the base fleet for this facility will be
trucks operated by Bumec Waste Industries, the largest privately held refuse collection company
in Southern California. Through Gladstein, Neandross & Associates, Bumec received funding
for 55 refuse collection and transfer trucks to be powered by CaterpillarlPower Systems
Associates dual-fuel engines. In addition to the heavy-duty trucks operated by Bumec, it is
possible that Stater Bros. Markets may also fuel its 35 class-8, line-haul trucks at this facility.

After successfully securing several grant funding sources on behalf of the City of Tulare,
Gladstein, Neandross & Associates took the lead role for developing an RFP on behalf of the
City of Tulare" This prqject was somewhat unique as the LNGILCNG refueling system was
being built in place of (and using pieces of) an existing CNG refueling station.
The RFP developed for the City was tailored to the needs of the City's CNG and LNG fleet. It
was developed using the templates GNA had already helped compose for the Harris Ranch and
Vons Companies' LNG fueling facilities. Upon completion of this draft by GNA and the City, it
was sent out for peer review to a third party sub-contractor (Fuel Solutions). After the sub-
contractor's comments were reviewed and incorporated into the RFP, the document was released
for a public bid.
The City of Tulare received three complete bids back for this project. GNA assembled and led a
review panel consisting of representatives from the City of Tulare, California Energy
Commission. and Pacific Gas & Electric. A winning proposal was selected and construction
commenced almost immediately. GNA provided technical consulting services to the City during
the construction phase of this project. This facility has been operating since July 2001 and is
performing flawlessly.
The lead agency for the City on this project was the Tulare City Fire Department. Fire Chief AI

Clifford E. Gladstein, President of GNA and ICTe Project Director has over ten years of
experience with air quality, energy and transportation issues. In his current capacity as a Program
Specialist for the Department of Energy's Clean Cities Program, Mr. Gladstein is involved in the
development and implementation of the City of Los Angeles and the Southern California
Association of Government's Clean Cities efforts. He also assists Clean Cities Programs
throughout the Western United States, helping them develop mechanisms to finance their
activities and establish links through clean transportation corridors to other Clean Cities.
Erik Neandross. Vice President
Erik J. Neandross, JCTC Project Manager, provides technology and marketing expertise in the
areas of alternative fuel vehicle deployment, infrastructure development and financial planning
for JCTC public and private partnerships. He is responsible for supervising infrastructure
development and vehicle deployment along the 4-state JCTC corridor. This includes funding
source identification and proposal development on bebalf of JeTC stakeholders.

The project cost to be paid through the proposed SCAQMD funding are for site improvements,
hardware and installation orilY, therefore identification of labor hours by category is not
applicable.

EDUCA TION AND TRAINING
As is evidenced from the resumes andlor statements of qualifications for each team member
provided within or attached to this application, all members of the project team are well qualified
to perform the duties for which they will be responsible. Particularly in regard to the technical
matters of this project (LNG fuel systems, cryogenic engineering, and high-pressure gas
systems), all members of the project team have received the appropriate education, training and
certifications to properly carry out the work required for this project. Additional training will be
provided to City of San Bernardino personnel once the LNG station has become operational in
order to ensure the proper and safe ongoing operations of this facility. Should City of San
Bernardino require additional training or education, beyond that of what can be provided to them
by the project team, the company will seek outside professional services to gain such expertise.
GENERAL QUAUFlCA TIONS
The project will be implemented by an experienced team who have already shepherded millions
of dollars in grant funding for similar alternative fuel projects. GNA has successfully secured
millions in funding for ICTC projects, as well as tens of millions more in private and third party
investment in alternative-fuel infrastructure and vehicle deployment projects throughout the
western United States. With the added strength of Fuel Solutions record for designing
dependable fueling stations, we are certain that the project will be completed on schedule, within
budget and to the level of quality necessary to make all of the project team members proud to say
they are part of the team.

City of San Bernardino has not yet selected the vendor to complete the station's development or
fuel supply. As previously detailed, a Request for Proposals (RFP) will be issued to
competitively select a turnkey station developer. The City of San Bernardino and GNA shall
research and prepare a list of LNG Station Vendors that will receive the RFP. Historically, the
selected project tearn consists of several companies pooling their expertise. developing a team
that will successfully perfonn the scope of work. The selection criteria and experience of the
RFP review committee will assure that the selected project team is experienced and competent.

COMPUANCE WITH FUEL SPECIFlCA TlONS
The LNG storage vessel to be used is designed to meet the design standard ASME Section vn
Division 1. The station will be installed to meet all industry standards, codes and applicable
regulations in effect at the time of installation. Because of the physical properties of LNG, the
fuel dispensed from the station will far exceed the California Air Resources Board specification
for methane content. Through the liquefaction process, the LNG is guaranteed to be 97 to 99
percent pure methane. City of San Bernardino will however require documentation from the fuel
supplier to demonstrate the purity of the fuel.
The fuel delivered to and dispensed by this facility will meet applicable governing local. state
and federal fuel specifications. The LNG produced and delivered by ALT typically has a
methane content of 96 to 99 percent and therefore, far exceeds the minimum methane standard
for a natural gas vehicle fuel as set by the California Air Resources Board (CARB). To ensure
continued compliance with the CARB standard, AL T regularly samples and tests in a certified
laboratory the composition of its LNG. These test reports are available to City of San Bernardino
upon request at any time. Further, City of San Bernardino will work with the station constructor
and fuel provider to ensure that weathering of the LNG fuel does not occur and that the fuel
being dispensed from this LNG station is of consistent quality and in compliance with the CARB
specification for natural gas vehicle fuel.

LIFE EXPECTANCY AND SAFETY/PERFORMANCE REQUIREMENTS
City of San Bernardino anticipates that the currently proposed LNG fueling station will be
substantially intact for a minimum of ten-years. The use of LNG a~ a transportation fuel is still
relatively new and there are continually slight improvements in design and technology that can be
incorporated into existing infrastructure. As technology progresses, it is likely that the station
project as proposed today will be enhanced. Furthermore, it is anticipated preventative
maintenance and minor repairs within the projected ten-year project life will require that certain
station components be replaced. Sllch components will likely include: LNG dispensing nozzle
seals; vent line receptacle; LNG dispenser nozzle; LNG dispenser fill and vent line hoses: and
one routine overhaul of the LNG dispensing/offload pump.
GNA is in the process of developing station specifications and a performance based RFP, which
details City of San Bernardino's current and projected needs. The contractor hired to construCt
the LNGILCNG station will be required to have an in-house California registered Professional
Engineers with extensive cryogenic and high pressure gas experience, experience in the design
and installation, and meet the Title 8 requirements for experience.
