Backl!round: The Head Start/State Preschool Program has been in operation at the Delmann Heights Community Center for the past 30 years. The school began with one class of 15 children and has now grown to four classes of 15 children each. Two classes (30 participants) take place in the morning (8:00 a.m. -11:30 a.m.) and two classes (30 participants) take place in the afternoon (12:30 p.m. -4:00 p.m.). The morning class enjoys breakfast and lunch and the afternoon class receives lunch (on arrival) and an afternoon snack prior to going home. Program curriculum includes music, language arts, math and science. There are 11 staff members that coordinate, implement, and supervise the program. Staff works 194 days (i.e.: mid-August through late-May) and each program participant receives 170 days of education. The demographic profile is as follows: 55% Hispanic, 25% African-American, 10% Anglo, 3% Asian-American, and 7% other. Ages of program participants are 3 to 4.9 years old. Children must meet Federal income guidelines in order to participate in the program. All participants receive a free annual dental and vision exam. The program is a successful collaboration between the City of San Bernardino Parks, Recreation and Community Services Department and the County of San Bernardino Preschool Services Department. The 60 children served at the Head Start/State Preschool Program at the Delmann Heights Community Center are receiving education and training opportunities that would not be available to them were it not for the Head Start Program, which serves qualifying, low income San Bernardino residents. The City of San Bernardino Parks, Recreation and Community Services Department has served as a Delegate Agency in the provision of services for the County of San Bernardino Preschool Services Department's Head Start/State Preschool Program for each of these 30 years. The County of San Bernardino Preschool Services Department has issued, and invites responses to, a Request For Application (RFA HSS 04-15) to provide Delegation of Activities for the Head Start/State Preschool Program. In the past, the County has accepted a Letter of Intent from the City each year to continue to serve as the service provider for this program. This year the County has requested that a completed Request For Application (RFA HSS 04-15) Head Start/State Preschool Program Delegation of Activities be submitted along with the Letter of Intent. The City of San Bernardino Parks, Recreation & Community Services Department has been operating a Head Start Program at the Delmann Heights Community Center since 1974. We currently serve 60 children ages 3 to 5 years of age per day, Monday through Friday, exluding holidays. The morning class operates from 8:30am-11:30am and the afternoon class is from 12:30pm- 4:00pm. We primarily use the pre-school education curriculum develop~ by the High/Scope Educational Research Foundation. Funding for the Program is provided by the Federal Government, Administration for Children and Families. with the City serving as the service provider, Delegate Agency, for the County of San Bernardino Preschool Services Department. 2. The Head Start Program Q.perates out of the Delmann Heights Community Center, located at 2969 N. Flores St., San Bernardino, CA 92405. The total dedicated building space for the program, which includes two classrooms, (each with self-contained restrooms for children), office space and reception area is 1,574 square feet (total center 8,397 sq. ft.) The 256 sq. ft. playground is immediately adjacent to the classroom door and is completely fenced and gated, situated on a 19.7 acre park property. There is a 20' x 16' canopy to provide shade. a climbing/slide apparatus, 25' x 30' pored-in place rubberized safety surfacing. small bike trail & outside drinking fountain. 4. Operating a Head Start/State Preschool Program as a Delegate Agency requires an agency to adhere to several sets of guidelines (Federal [Head Start]. State [Department of Education]. and County [County Board of Supervisors]). Recreation and Community Services Department has adhered to each of the Federal, State, and County compliance systems for the past 30 years as a Head Start service provider. We are licensed by the Department of Social Services Licensing Division and have followed all Head Start Performance Standards as called for in the State Department of Education Title 5 and Title 22 Regulations for the extent of this service. As a Delegate Agency service provider we follow the on-going Federal P.R.I.S.M. tool for moniurlng and aSSessing program activities. as provided by the grantee agency (County of San Bernardino) which adheres to all of the aformentioned governing bodies' compliance requirements. We receive weekly monitoring activities and monthly reviews (Fisca~e3of9 Monitoring Report for Head Start, Contract Monitoring Report) from the various County Departments. --- I . o o o RFAHSS04-15 EXHIBITC 8. How would the agency measure children's progress made during their participation in the program? We measure children's progress in the Head Start Program by keeping daily anectodal notes on each child. We use an Acuscreen to assess the developmental status of each child. We conduct speach and eye screenings and keep service referal records. Once the assessment per child is made we conduct a teacher/parent conference to prescribe curriculum for the child in the form of an Individual Education Plan. The process is completed with on-going review of each child's progress in order to best prepare him/her for Kindergarten. 9. The City of San Bernardino contracts food services with the San Bernardino City Unified School District to provide meals and snacks that comply with child and adult care food program requirements. This food service agreement authorizes the School District to deliver am breakfast, lunch and pm snack to Head Start participants for FY2004-2005. and the contract has been renewed annually as needed. 10.
