WHEREAS, the Center for Individual Development (C.I.D.), located at 8088 Palm Lane, San
Bernardino, opened its doors in 1980, and this year of 2005 marks the 25th Anniversary of providing
successful service to people with disabilities, their families, and friends; and
WHEREAS, the C.I.D. serves over 900 persons annually with the age of C.LD. participants
ranging from six months to 90 years and their disabilities being either physical, mental retardation,
mental illness, visual impairments, or learning impairments; and
WHEREAS, the C.LD. strives to improve the quality of life of people with disabilities through
leisure and recreation by focusing on development of self-esteem, creativity, physical fitness, fuller
independence and an improved sense of well-being; and
WHEREAS, the responsible use of leisure is a very worthy and important aspect of a person's life
and the C.I.D. provides a host of activities, including therapeutic recreation program and special events
such as Twinges in the Hinges aquatic exercise, Water Babies, Family Swim, after school recreation,
crafts, cooking activities, sports, trips and excursions, holiday celebrations, Merri-Mixers, Teen Club, the
Annual Harvest Fair, Family Day, an Annual Open House and Awards Reception; and
WHEREAS, the C.I.D. provides an exemplary model of partnership, cooperation and
collaboration between government agencies including the City of San Bernardino Parks, Recreation &
Community Services Department, the County of San Bernardino Behavioral Health Department, San
Bernardino City Unified School District; and, the C.I.D. has formed additional partnerships and
collaborations with the San Bernardino County Public Health Department, the San Bernardino Area
Chamber of Commerce, the Humane Society, and Winners on Wheels;
NOW, THEREFORE, I, JUDITH VALLES, MAYOR OF THE CITY OF SAN BERNARDINO, do
hereby congratulate the
CENTER FOR INDIVIDUAL DEVELOPMENT (C.I.D.)
On the occasion of its Silver Anniversary and hereby proudly commend the Joint Powers Authority for
the Handicapped, the C.I.D. Advisory Council, the Friends of C.I.D. Board of Directors, the staff of the
City of San Bernardino Parks, Recreation & Community Services Department, and the hundreds of C.I.D.
volunteers and supporters who strive to serve people with disabilities at the C.LD.

WHEREAS, in October 1977, the Mayor and Common Council of the City of San
Bernardino approved a Resolution authorizing the use of Community Development Block Grant
Funds to select an architect to develop plans for the buildiDg of a Center for Individual Development
(C.LD.); and
WHEREAS, the C.I.D. was built with CDBG funds from the City of San Bernardino and
County of San Bernardino, and The San Bernardino City Unified School District provided the land for
the construction of the C.I.D.; and
WHEREAS, the C.I.D., owned by the Authority for the Handicapped, a joint powers
authority comprised of the City, County, and School District, held its grand opening in October 1980;
and
WHEREAS, one month after the C.I.D. opened its doors, Ken Joswiak was hired as the
Center Manager, and for nearly 25 years he has successfully shepherded the growth and operations of
the C.I.D.; and
WHEREAS, Ken Joswiak has published a book and several Journal articles on the subject of
therapeutic recreation and has spoken at numerous conferences and to community groups about
therapeutic recreation and services to people with disabilities, and the C.I.D.; and
WHEREAS, Ken Joswiak introduced the idea of holding a Harvest Fair to raise funds for the
C.LD. and to raise an awareness of the services offered by the C.I.D., and he has successfully
produced the Harvest Fair for the past 24 years; and
WHEREAS, The Harvest Fair, with an Old West theme and ambiance, draws from 5,000 to
8,000 visitors annually and attendees and vendors come from throughout Southern California and as
far away as Arizona, Utah, Idaho, and Colorado, and has received national exposure and brought
recognition to the City of San Bernardino and the Inland Empire; and
WHEREAS, Ken Joswiak's leadership, management style, resourcefulness, creativeness, and
genuine concern for the disabled, have enabled the C.I.D. to enjoy nearly a quarter of a century of
unparalleled service to people with disabilities, their families, and friends;
NOW, THEREFORE, I, JUDITH R. VALLES, MAYOR OF THE CITY OF SAN
BERNARDINO, do hereby commend
KEN JOSWIAK
For his outstanding leadership and service as the manager of the Center for Individuals with
Disabilities for nearly 25 years and gratefully acknowledge his constant efforts to help improve the
quality of life for the disabled.
