A2encv Peno,nel rRlida an4 Prqcedures Amendmeut B.~"tn'Ruud In September 1989, the Agency entered into a contract with Standard Insurance Company for Iong- term disability insurance, wbicb is an Agency paid benefit for all Agency employees. At the same time, the Agency was already under contract with State Disability Insurance for short-term disability insurance, whicb was an employee paid insurance premium. In January 1994, the Agency changed insurance providers for short-term disability ~ from State Disability Insurance to Standard Insurance Company becaJJse staff' could receive the same short- term disability insurance coverage from Standard Insurance Company at lower premiums. At that time, there were 43 Agency employees, who had the option ofpurcbasing the short-term disability insurance Coverage. Most Agency employees did elect to pay the Standard Insurance Company premium. However, some employees decided not to participate in the short-term disability insurance since these employees had enough sick leave to cover the first eight (8) weeks of an illness or fiunily medical leave to ensure that there was no loss of pay during that time. After the first eight (8) weeks, the Agency paid long-term disability insurance would be utilized for up to one (1) year. Current_ue On December 30,2004, two (2) Agency employees retired reducing the total DJDJber offiDed Agav;y staffpositions to fifteen (15). Wrtb the loss of these two (2) Agency employees, the total number of Agency employees participating in short-term disability insurance dropped to seven (7). In late January 2005, due to decreasing membership of Agency employees, Standard Insurance Company notified the Agency that short-term disability insurance coverage would cease on February 1, 2005. However, Standard Insurance Company would continue to cover Agency employees for long-term disability insurance, wbicb is employer paid. Standard Insurance Company, at that time, indiatted that sbort-term disability insurance coverage would continue if the Agency participated in the employer paid portion of the coverage program, which would ensure 1 ()()OJ.. employee participation in the short-term disability insurance coverage. Currently, City staff bas employer paid short-term disability coverage for manll8ement. mid-mal1l\gement and confidential employees. General employees may use any funds remaining in their City contribution benefit plan. Based upon the foregoing, it is requested that the Agency's Personnel Policies and Procedures be amended to allow for the additional benefit of Agency paid short-term disability insurance. Tbe anticipated cost to the Agency is $6,200 8Ill1llally. For the fiscal year 2004-05 the Agency bas a total oftwenty-tbree (23) approved positions; ofwbich twenty (20) positions are budgeted for. Of these twenty (20) budgeted positions, five (5) positions are now vacant. GVO:Agenda CDC - short tam disability 2 COMMlSSIONMlITING AGENDA MEETING DATE: 02I22/200S Apada Item Namber: ~ o () o 27 28 1 RESOLUTION NO. 2 RESOLUTION OF mE COMMUNITY DEVEWPMENT COMMISSION OF THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING AN 3 AMENDMENT TO SECTION 6 OF mE PERSONNEL POLICIES AND 4 PROCEDURES FOR ALL EMPLOYEES OF mE CITY OF SAN BERNARDINO ECONOMIC DEVELOPMENT AGENCY. 5 6 7 8 9 10 II 12 13 14 15 16 17 18 19 20 21 WHEREAS, on September 21, 1998, the Community Development Commission ("Commission") adopted Resolution No. 5557 approving revised Economic Development Agency of the City of San Bernardino Personnel Policies and Procedures for all employees of the City of San Bernardino Economic Development Agency ("Agency"), including Exhibits "A", "B" and "C"; and WHEREAS, on October 5, 1998, October 18, 1999, September 18, 2000, August 20, 2001, and December 16, 2002, the Commission approved amendments to the Agency's Personnel Policies and Procedures; and WHEREAS, the Commission now deems it desirable to amend Section 6 of the Agency's Personnel Policies and Procedures to allow for Agency paid short-term disability insurance. NOW, mEREFORE, BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO, AS FOLLOWS: Section 1. The Commission hereby amends Section 6 of said Personnel Policies and P'rocediJres to now read as follows: 23 24 25 "Short-Term Disability Insurance: The Agency shall provide a group Short- Term Disability Insurance Program for all regular full-time employees, and the Agency shall pay the premium on behalf of the employee." Section 2. This Resolution shall take effect upon the date of its adoption. o o o 27 28 .... ..
