Back2round: Development Services staff received a request, via the Council Office, from the residents of the area surrounding the intersection of Irvington Avenue and Olive Avenue. The requestors feel that installation of a 4-way stop at this intersection will enhance traffic safety in this area. Both of the referenced streets are classified as local, residential streets within this area. Consequently, the request was evaluated in accordance with City's Administrative Policy for Stop Sign Installation. The requestors circulated a petition that was prepared by staff and signed by residents in the vicinity of the intersection. Traffic Engineering section staff evaluated the request. Pursuant to the evaluation, staff has determined that this intersection meets Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when sixty (60%) percent of the residents located within six-hundred (600) feet of the proposed stop signs, sign a petition agreeing to their installation and that at least two other criteria are met. In this case, criteria B-3 and B-4 are met. Part B-3 of the warrant is met when one or more of the streets leading to the intersection is at a grade of more than 5% percent. In this case, the north leg is at a 5.79 % percent grade. Part B-4 is met when minimum sight distance requirements are not met. In this case, large trees located on private property do not allow adequate visibility on the southbound approach to the intersection as motorist look east. Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends the installation of a 4-way stop at the intersection of Irvington Avenue at Olive Avenue. Financial Impact: The estimated cost of $1,000.00 for installing the new stop signs will come from Account No. 001-402-5111 (Street Maintenance).
