Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino awarding a
Purchase Order in the amount of $26,500 to Pro Line Gymnasium Floors for replacement of
gymnasium floor at Norton Recreation Center per RFQ Bid Specification F05-03.
Background:
The City acquired the Norton Gymnasium from the United States Department of Interior in
January 1995. For the past nine years improvements have been made to the gymnasium to
include a new roof, fire sprinkler system, intrusion alarm and other minor repairs to make the
gymnasium suitable for general use. In February 2003, before the roof was repaired, the floor
was severely damaged during the rainy season. The floor buckled in an 850 square foot area.
The roof was replaced in September 2003 but the floor has never been repaired and refinished.
Only a small area of the floor is usable for activities. Because of the condition of the floor, the
Recreation Division is unable to use the facility for sports leagues.
Currently, the center's programs include a health and wellness contract with Northrop Grumman
employees, Aerobics, Gymnastics, Martial Arts, Adult Open Gym and use by County Schools.
Before the floor was damaged, the center sponsored the youth sports basketball program and a
girl's volleyball program. Adult programs included sports league activities, Government
Employees Volleyball, and Calvary Chapel basketball games. Repair of the floor will provide
the City a full-service gym and will result in opportunities for increased revenue generation
through rentals, user fees, and in-kind services.
In 2003, the City submitted a State competitive grant application to renovate the Norton facility
in the amount of $1,018,000. The project is budgeted in the 2004/2005 CIF budget for $90,000
($65,500 in park construction funds and $24,500 in Prop 40 RBZ block grant funds) with an
additional $1,018,000 anticipated to be budgeted in 2005/2006 for the competitive grant. The
competitive grant was not received. The department is proposing to use the $90,000 that lies
budgeted as a grant match to fund the replacement floor.
The Parks, Recreation and Community Services Department prepared the appropriate
specifications and the purchasing division of the Finance Department published and furnished
request for quotation (RFQ) documents to four (4) vendors. RFQ documents were advertised in
the Sun Newspaper, San Bernardino Chamber of Commerce, and City web page. Proposals were
publicly opened and declared on January 10, 2005.
There were no local vendors who could support the specifications. The following bids were

Pro Line Gymnasium Floors was used to refurbish the Rudy C. Hernandez Community Center
gym (wood) floor and are under contract for on-going floor maintenance. The Parks, Recreation
and Community Services Department is satisfied with their perfonnance and highly recommends
them for this project.
Financial Impact:
The funding amount of $90,000 for this project was budgeted in the 2004/2005 CIP budget in
Account No. 243-363-3504-7441, which is more than enough.
Recommendation:
Adopt Resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AWARDING A PURCHASE ORDER IN THE AMOUNT OF
$26,500 TO PRO LINE GYMNASIUM FLOORS FOR REPLACEMENT OF
GYMNASIUM FLOOR AT NORTON RECREATION CENTER PER ~ BID
SPECIFICATION FOS-03.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Pro Line Gymnasium Floor is the lowest and best responsible
bidder for replacement of gymnasium floor at Norton Recreation Center as specified in RFQ
Bid Specification F05-03 for a total amount of $26,500. Pursuant to this determination, the
issuance of a Purchase Order by the Purchasing Manager to Pro Line Gymnasium Floors in the
amount of $26,500 is hereby authorized and all other quotations therefore are hereby rejected.
The Purchase Order shall reference the number of this Resolution, shall reference the terms in
RFQ Bid Specifications F05-03, and shall incorporate the terms and conditions of the bid
proposal of Pro Line Gymnasium floors. The Purchase Order shall further read ''not to exceed
$26,500."
SECTION 2. The authorization to execute the above referenced Purchase Order is
rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
