232-12, LOCATED ADJACENT TO THE WATER DEPARTMENT'S SCOTT LABS RESERVOIR
PROPERTY, AND COMMONLY KNOWN AS 2782 CAJON BOULEVARD, SAN BERNARDINO,
CALIFORNIA AND DEDICATING THE PROPERTY FOR WATER DEPARTMENT USE.
Bacmound:
The Water Department owns property off of Cajon Boulevard and Medical Center Drive and
where a 12 million gallon water storage reservoir is currently under construction(Scott Labs
reservoir). Earlier this year, Edward C. Adams, the owner of the property immediately adjacent
to our Scott Labs reservoir site, contacted the Department and indicated that he might be willing
to sell it. Purchase of the property would provide the Department with additional flexibility for
the Scott Labs reservoir site, including the opportunity to use the site for a second 12-mgd
reservoir, a booster station, wells, and even on-site treatment. We initiated negotiations with the
owner and ordered an appraisal report. The property being purchased is 1.45~ acres and is
located at the southeast comer of Medical Center Drive and Cajon Boulevard.
The Department ordered an appraisal of the property which valued it at $1.75 per square foot.
However, during the course of the negotiations for purchase, the seller provided a number of
comparable land sales as evidence of a higher market value. The comparable land sales
provided closely matched the subject property in parcel size, land use and access. Those parcels
varied in price between $2.00 per square foot and $6.16 per square foot. The final negotiated
price was $3.72 per square foot, for a total purchase price of $235,000.
The escrow is scheduled to close by January 26, 2005.
The Board of Water Commissioners, in closed session of their December 14, 2004 meeting,
approved the purchase and sale agreement.
Financial Imoact:
No impact to the city.
Recommendation:
Adopt Resolution accepting a Grant Deed for APNs 0148-022-02; 0148-022-03; 0148-022-05;
0268-232-02; 0268-232-03; 0268-232-12, located adjacent to the Water Department's Scott
Labs Reservoir property, commonly known as 2782 Cajon Boulevard, and dedicating the
property for Water Department use.

0268-232-03; 0268-232-12, LOCATED ADJACENT TO THE WATER DEPARTMENT'S
SCOTT LABS RESERVOIR PROPERTY, AND COMMONLY KNOWN AS 2782 CAJON
BOULEVARD, SAN BERNARDINO, CALIFORNIA AND DEDICATING THE PROPERTY FOR
WATER DEPARTMENT USE.
WHEREAS, the Water Department owns property off of Cajon
Boulevard and Medical Center Drive and is constructing a 12 million
gallon water storage reservoir (Scott Labs Reservoir); and
WHEREAS, purchase of property adjacent to the Scott Labs
Reservoir would provide the Department with additional flexibility
for the site, including the opportunity to use the site for a second
12-mgd reservoir, a booster station, wells, and even on-site
treatment.
WHEREAS, the Water Department has obtained an appraisal for the
property, a 1.45i acre parcel located at the southeast corner of
Medical Center Drive and Cajon Boulevard and escrow is scheduled to
close by January 26, 2005;
WHEREAS, the Board of Water Commissioners of the City of San
Bernardino, during closed session of their December 14, 2004
meeting, approved the purchase and sale agreement.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
That the City Clerk of the City of San Bernardino is authorized
and directed to accept a Grant Deed, a copy of which is attached and
incorporated herein as Exhibit 1, on behalf of the City of San
Bernardino and dedicate the property for Water Department use.
