MCC Meeting Date: January 10, 2005
06-05-1995 EDA Regular Meeting Resolution #RS-1, authorized the purchase of fixtures for the
Police Department's new Central Headquarters Facility which was under
construction at the at time. This resolution purchased the existing Jail Control
System as a required fixture.

SUBJECT
Resolution of the City of San Bernardino authorizing the Purchasing Manager to issue a purchase order
not to exceed the amount of $56,480.00 to Rockwell Controls of Fullerton, CA. for repairs and upgrades
to the Jail Door Control System at the San Bernardino City Jail.
BACKGROUND
The San Bernardino Police Department operates a jail facility at the Central Police Facility. Customized
jail security locks and an electronic push-button control console are used around-the-clock to allow
personnel to move about within the security confines of the City Jail. The existing jail control console
was designed in 1994 during the initial pre-construction design phase. This control console allows a jail
employee to control all of the doors within the jail area from a central control pod. The system is almost
10 years old and is malfunctioning on a constant basis.
The IS Department provides technical support for the jail control console through its annual maintenance
contract with the San Bernardino County 800 MHz Group. The 800 MHZ Group provides skilled jail
lock technicians for all of the San Bernardino County Sheriff s Department's correctional facilities. A
thorough evaluation of the jail control console by the County 800 MHz Group has determined that the
console is simply not durable enough for the high volume of usage within our jail. The console uses push
buttons to remotely open doors. These push buttons continue fail under intense use. The County 800
MHz Group jail door technicians can not repair the console to enable the push-button controls to remain
in operation.
The San Bernardino County Sheriffs Department has replaced the majority of their push-button door
controls with modern programmable touch-screen jail consoles. Moving parts are no longer used in the
console. Touch screen buttons can be programmed to provide a variety of door access functions that can
be timed so that ingress and egress to, from and within the jail can be done safely and with less effort.
The Sheriff s Department has had good success with these new consoles.
This Request for Council Action seeks an exemption from the competitive bid requirement, pursuant to
San Bernardino Municipal Code Section 3.04.010B.3, as the selected vendor is used exclusively by the
Sheriffs Department for these devices. County 800 MHz jail door technicians, who provide maintenance
to our jail doors, have been trained to maintain this equipment. Our jail console control would be
consistent with the other consoles that the technicians work on. Maintaining similar control console
configurations will reduce future maintenance costs by allowing the County 800 MHZ technicians to
continue servicing the new console under our existing maintenance contract.

The cost of the replacement jail console will be derived from the following sources:

SECTION 1:
The Mayor and Common Council of the City of San Bernardino hereby
authorize an exemption to the competitive bid process as authorized under San Bernardino
Municipal Code Section 3.04.01 OB.3 for this purchase.
SECTION 2:
The Mayor and Common Council of the City of San Bernardino hereby
authorize the Purchasing Manager to issue a purchase order not to exceed the amount of
$56,480.00 to Rockwell Controls of Fullerton, CA. for repairs and upgrades to the Jail Door
Control System at the San Bernardino City Jail. The purchase order shall reference this
resolution and shall include the wording "Repairs and Upgrades to the Jail Door Control
System at the San Bernardino City Jail not to exceed $56,480.00."
