Subject:
Authorization to establish a 3-Way Stop at the intersection of Victoria Avenue and Lynwood
Drive.
Background:
New street improvements have recently been constructed on the southbound approach of the
subject intersection by the San Manuel Band of Mission Indians in preparation of the grand
opening of their new casino scheduled for January 28,2005.
The approved construction plan indicates that the intersection will be "all-way" stop controlled,
however the limits of work appear to only apply to the northerly approach. The plan implies an
"all-way" stop condition, but if constructed per plan it would leave the intersection with stop
controls on only the southbound and eastbound approaches, leaving the northbound approach
uncontrolled, which is unacceptable. The traffic controls should be installed pursuant to the
approved plan, which requires stop controls on all approaches. This is necessary to accommodate
the changed operating conditions resulting from the new improvements on the northerly
approach.
In addition, staff has conducted an engineering study of the operating conditions at the subject
intersection and concluded that "all-way" stop controls will improve the traffic safety and
operational characteristics of this intersection. Our analysis indicates that a traffic signal is
warranted at this intersection, which means that it satisfies Warrant A-I.I of the Administrative
Policy for Installation of Stop Signs.
In light of the "grand" opening scheduled for January 28,2005 and the "soft" opening scheduled
for January 4, 2005, and considering the change in operating characteristics resulting from the
new street improvements on the northerly approach; and since it is warranted under the
Administrative Policy, staff recommends that "all-way" stop controls be installed at this
intersection until a traffic signal can be installed. In addition to the "all-way" stop controls,
advance ("stop ahead") warnings should be installed for northbound and southbound traffic on
Victoria Avenue, in conformance with the Manual on Uniform Traffic Control Devices
(MUTCD). Additionally, on a temporary basis, the stop signs should be equipped with flashing
red beacons and the advance warning signs should be equipped with flashing yellow beacons,
until driver's adjust to the new stop sign installation.
Financial Impact:
The estimated cost of $ 2,500.00 for installing the new stop signs will come from Account No.
001-402-5111 (Street Maintenance)

SECTION 1: Resolution No. 655, \\hich designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (9.6)
