CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Mayor or her designee to execute a Memorandum of Understanding between the City of San
Bernardino and the Lighthouse for the Blind for senior nutrition program services.
Backl!:round:
The City of San Bernardino currently serves Senior Nutrition Program meals at six (6) sites:
. 5th Street Senior Center
. Perris Hi1l Senior Center
. Highland Senior Center
. Lytle Creek Community Center
. Rudy C. Hernandez Community Center
. New Hope Family Life Center
Resolution 2004-44 authorized the department to apply for a grant in the amount of $197,446
with San Bernardino County DAAS for FY 2004-05. The actual amount approved by the
County was $192,400 to provide a total of 70,000 meals to seniors (see attached budget). Last
year's budget of $189,491 served 7 sites for 10 months and 6 sites for the last 2 months. The
2004-05 budget was approved for $192,400 serving 10 sites; however, after analyzing the
number of meals estimated to be served at the 4 new sites, it was determined that the budget
would not cover the cost of operation for these additional sites, given the substantial
transportation and staffing needs of 4 sites.
The Lighthouse for the Blind has agreed to open their location at 762 N. Sierra Way as a senior
meal-serving site. They can host an average of 50 meals per day or 6,300 meals for the period of
January 1 through June 30, 2005. This number of meals served wiIl assist the program in meeting
its revenue and meals served requirements during FY 2004-05. In addition, this site wiIl not
require any additional staffing cost. Without this ih site, our program may not meet the 70,000
meals served requirement and wiIl result in a cut in the program budget.
A Memorandum of Understanding (MOU) between the City and Lighthouse for the Blind is
required before meals may be served at the site. It is anticipated that the site wi1l open one week
after the MOU is signed and run through June 30, 2005. San Bernardino County DAAS, the
agency with whom the City contracts for the Senior Nutrition Program is in agreement with this
change in the number of sites from 10, as ca1led for in the contract, to 7.
Financial Impact:
There is no financial impact to the General Fund. This program is tota1ly funded by the Nutrition
Grant.
Recommendation:
Adopt Resolution.
