Description) Park Construction Finance: Council Notes: f2-~~ -;tt zCQ4- 3J-1 Agenda Item No. J</ Ia-jIJ/Otf CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolutions authorizing the Mayor of the City of San Bernardino or her designee to apply for and administer two (2) Roberti-Z'Berg-Harris (RZH) Urbanized Area Need-Basis grants from the State of California Department of Parks and Recreation for the Perris Hill Senior Center expansion and the renovation of the Norton Recreation Center. Back!!round: The RZH Urbanized Area Need-Basis grant is intended to meet the urgent need for safe, open, and accessible local park and recreational facilities and increased recreational opportunities that provide positive alternatives to social problems. Eligible projects include the rehabilitation of park, recreation, or historical facilities that are no longer fully serviceable, and that when rehabilitated, provide expanded or additional recreation or historical opportunities. This is a competitive grant and the deadline is December 10, 2004. The maximum grant request is $250,000 per project. A 30% match is required per project. The Parks and Recreation Commission held a meeting on December 18,2003, to prioritize a list of potential projects. Parks, Recreation and Community Services Department personnel compared the Commission's priority listing to the criteria for several available grants. Based on that analysis, staff determined that the Perris Hill Senior Center expansion most closely matched the grant criteria. In December 2003, a grant package for the renovation of the Norton Recreation Center was submitted for another State competitive grant. The grant was not received; therefore, staff recommends updating this package and forwarding this project for this current grant as well. An architectural design plan for the Perris Hill Senior Center expansion was completed in 2003. The expansion will include the construction of a 2,500-sq. ft. addition to the center. This construction will expand the existing multipurpose room to approximately 5,000 sq. ft. The expanded facility will provide additional room for new programs and activities in the senior center. The renovation of the Norton Recreation Center will include upgrading the HV AC and utilities, upgrading showers, renovating gymnasium lighting, replacing the bleachers and installing new backboards, volleyball standards, drinking fountain and scoreboards. The Perris Hill Senior Center expansion project cost is $500,000 and the Norton Recreation Center renovation project will be $383,000. The grant will fund $250,000 for each project and the City cash match will be $250,000 for the Perris Hill Senior Center expansion and $133,000 for the Norton Recreation Center that will be funded by the Park Construction fund. Both venues will increase recreation activities to promote physical activity. Anticipated award date is late 2005. On November 30, the Grants Ad Hoc Committee reviewed the two grant applications. The Committee discussed the possible benefits and drawbacks associated with submitting two applications rather than a single grant application. Councilmember Estrada also noted some concerns regarding the future of the Norton Recreation Center, given the commercial development that is occuring at the base will be continuing the future. After some discussion, the Committee forwarded the item to the Council with no recommendation, so that the Council can discuss the matter and determine if one or both applications should be submitted. Councilmember Longville requested that it be noted in this staff report that she recommends submittal of only the Perris Hill Senior Center expansion application. Councilmember Estrada requested that information be provided concerning plans for commercial development at the former base, and its impacts on the Norton Recreation Center. Both Committee Members present expressed a desire to have the Perris Hill project noted as the City's first priority, if the two grant applications are submitted. Financial Impact: A total of $383,000 will be required as a grant match for these two projects. The match funding for these projects will be met with the projected Park Construction Fund budget in 2005-2006. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE MAYOR OF THE CITY OF SAN BERNARDINO OR HER DESIGNEE TO APPLY FOR AND ADMINISTER A GRANT FROM THE ROBERTI-Z'BERG-HARRIS URBANIZED AREA NEED-BASIS PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002 FOR THE RENOVATION OF THE NORTON RECREATION CENTER. WHEREAS, the people of the State of California have enacted the CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL PROTECTION ACT OF 2002 which provides funds to the State of California for grants to eligible applicants, and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the Roberti-Z'Berg-Harris Urbanized Area Need-Basis Program for grants and the grant Project shown above within the State, setting up necessary procedures, and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Application before submission of said Application to the State, and WHEREAS, the Applicant will enter into a Contract with the State of California for the Project; NOW, THEREFORE, BE IT RESOLVED that the City of San Bernardino hereby: 1. Approves the filing of an Application for local assistance funds from the Roberti- Z'Berg-Harris Urbanized Area Need-Basis Program under the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of2002; and 2. Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 3. Certifies that the Grantee has or will have available, prior to commencement of any work on the Project, the required Match; and 4. Certifies that the Project conforms to the recreation element of any applicable city or county general plan; and 5.
