P2 (Firefighter/Paramedic), P3 (Fire Engineer), and P4 (Fire Investigator and Captain),
(Battalion Chief), P6 (Deputy Fire Chief), P7 (Fire Chief), Fire Marshal and Training Officer,
effective August I, 2003.
12/15/03 Mayor and Common Council established salaries for Police Department, Ranges PI, (Police
Officer), P2 (Detective), and P3 (Sergeant), effective August I, 2003.
Recommended Motion
I. That salaries for the following classifications be established as outlined in the attached Staff
Report effective August I, 2004: Fire Department PI, (Firefighter), P2 (Firefighter/Paramedic),
P3 (Fire Engineer), P4 (Fire Investigator and Captain) P5, (Battalion Chief), P6 (Deputy Fire
Chief), P7 (Fire Chief), Fire Marshal, Training Officer, and Firefighter Trainee; and for Police
Department P I (Police Officer), P2 (Detective), and P3 (Sergeant), and Law Enforcement
Trainee.
2. That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal Year
2004-2005 Budget to transfer $856,000 from the General Government Budget (001-092-50 II) to
the Fire Department Budget in the General Fund.
3. That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal Year
2004-2005 Budget to transfer $789,900 from the General Government Budget (001-092-5011) to
the Police Department Budget in the General Fund.
4. That the Human Resources Department prepare an amendment to Resolution No. 6429 to reflect
the revised salaries.

SUBJECT
Establishment of salaries for Fire Department ranges PI, P2, P3, P4, P5, P6, P7, Fire Marshal, Training
Officer, and Firefighter Trainee; and Police Department PI, P2, P3, and Law Enforcement Trainee
effective August 1,2004.
BACKGROUND
Section 186 of the City Charter established a formula for setting salaries for local safety members
effective August 1 of each year. City staff reached agreement with Fire Safety Employees, Fire
Management Employees, and Police Safety Employees on the ten cities to be used for this year's
calculations for each unit. The salaries from those ten cities have been averaged to determine this year's
salaries for Fire Safety, Fire Management and Police Safety. Police Management calculations are in
progress and will be heard at a subsequent meeting.
FIRE SAFETY
The ten agreed upon cities for Fire Department PI, (Firefighter), P2 (Paramedic/Fighter), P3 (Fire
Engineer), P4 (Fire Investigator and Captain) salaries are:

Adding 38.1 % to reflect variable fringe benefit costs that rise with salary, the total for salaries
and fringe benefits is $721,300. Additionally to better reflect the Fire Department's staffing
levels and overtime costs for FY 04/05, their overtime account should be increased by $87,300
(equates to increased salary amounts with benefits for 12 firefighters and 8 Paramedics). This
brings the total amount for Fire Safety to $808,600. By comparison, total Section 186 costs for
this group in FY 03-04 were $911,620, which included $105,000 for the department's overtime
budget. The Firefighter Trainee salary will be set at $3,480 per month, which is 80% of the Fire
Fighter (P-l), Step A salary.
Please note that PI Firefighter Steps 1 and 2 salaries are actually decreasing from the 2003 rates.
Four new Firefighters are impacted by the decrease. In an effort to minimize the impact of the
new salary range on these four new firefighters, the City is proposing to move them to Step 2,
which would result in a minimal pay reduction for these employees ($9/month). Additionally,
Fire Engineer salaries at Steps 1, 2, and 3 are decreased from 2003 amounts. There will be no
impact with regard to the decrease in the Fire Engineer salaries at steps 1, 2, and 3 because there
are no employees at those steps. Employees are typically promoted to Step 4 when becoming
Fire Engineers.
FIRE MANAGEMENT
The ten cities agreed upon for Fire Department P-5, (Battalion Chief), P-6 (Deputy Fire Chief),
P-7 (Fire Chief), Fire Marshal, and Training Officer salaries for the Fire Department are:

Adding 38.1 % to reflect variable fringe benefit costs that rise with salary, the total added cost for
salaries and fringe benefits is $789.900. By comparison, total Section 186 costs for this group in
FY 03-04 was $962,100. Additionally, the Law Enforcement Trainee salary will be set at $3,662 per
month, which is 80% of the Police Officer (P-1), Step A salary.
FINANCIAL IMPACT
The City's FY 04-05 budget in General Government included $1.900.000 to cover all charter 186
pay increases. The amount of Charter 186 salary increases as outlined above for Fire Department
Safety and Management is $856,000. The amount outlined above for Police Department Safety is
$789,900. The total amount per this staffreport is $1.645.900. This action will leave a balance of
$254, I 00 for remaining 186 salary increases (Police Management).
RECOMMENDA nON
1. That salaries for the following classifications be established as outlined in this Staff Report
effective August 1, 2004: Fire Department PI, (Firefighter), P2 (Firefighter/Paramedic), P3
(Fire Engineer), P4 (Fire Investigator and Captain) P5, (Battalion Chief), P6 (Deputy Fire
Chief), P7 (Fire Chief), Fire Marshal, Training Officer, and Firefighter Trainee; and for Police
Department PI (Police Officer), P2 (Detective), P3 (Sergeant) and Law Enforcement Trainee.
2. That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal
