BACKGROUND Section 186 of the City Charter established a formula for setting salaries for local safety members effective August 1 of each year. City staff reached agreement with Fire Safety Employees, Fire Management Employees, and Police Safety Employees on the ten cities to be used for this year's calculations for each unit. The salaries from those ten cities have been averaged to determine this year's salaries for Fire Safety, Fire Management and Police Safety. Police Management calculations are in progress and will be heard at a subsequent meeting. FIRE SAFETY The ten agreed upon cities for Fire Department PI, (Firefighter), P2 (Paramedic/Fighter), P3 (Fire Engineer), P4 (Fire Investigator and Captain) salaries are: Norwalk Pomona Southgate Salinas Thousand Oaks Palmdale Santa Clarita Downey Simi Valley Costa Mesa 2003 MONTHLY SALARY RANGES STEP 1 l 1 1 2 PI/Firefighter $4,440 $4,738 $5,035 $5,333 $5,630 P2/Paramedic/F irefigher $5,151 $5,480 $5,808 $6,137 $6,465 P3/Fire Engineer $5,115 $5,415 $5,716 $6,015 $6,316 P4/Fire Investigator $7,301 P4/Fire Captain $7,301 NEW MONTHLY SALARY RANGES (effective August 1,2004) STEP 1 l 1 1 2 PI/Firefighter $4,350 $4,729 $5,108 $5,485 $5,865 P2/Paramedi c/F irefigher $5,485 $5,806 $6,127 $6,448 $6,771 P3/Fire Engineer $4,642 $5,120 $5,578 $6,076 $6,554 P4/Fire Investigator $7,677 P4/Fire Captain (flat rate) $7,677 Using the top steps for comparison, the increases by position from 2003 are as follows: DOLLAR INCREASE #OF TOTAL PER MONTH BUDGETED ANNUAL CLASSIFICATION % INCREASE (TOP STEP) POSITIONS INCREASE P-l/Firefighter 4% $235 27 $ 76,140 P-2/Paramedic 4.52% $306 36 $132,192 P-3/Engineer 3.63% $238 42 $119,952 P-4lInvestigator 4.90% $376 1 $ 4,512 P-4/Captain 4.90% $376 42 $189,504 $522,300 Adding 38.1 % to reflect variable fringe benefit costs that rise with salary, the total for salaries and fringe benefits is $721,300. Additionally to better reflect the Fire Department's staffing levels and overtime costs for FY 04/05, their overtime account should be increased by $87,300 (equates to increased salary amounts with benefits for 12 firefighters and 8 Paramedics). This brings the total amount for Fire Safety to $808,600. By comparison, total Section 186 costs for this group in FY 03-04 were $911,620, which included $105,000 for the department's overtime budget. The Firefighter Trainee salary will be set at $3,480 per month, which is 80% of the Fire Fighter (P-l), Step A salary. Please note that PI Firefighter Steps 1 and 2 salaries are actually decreasing from the 2003 rates. Four new Firefighters are impacted by the decrease. In an effort to minimize the impact of the new salary range on these four new firefighters, the City is proposing to move them to Step 2, which would result in a minimal pay reduction for these employees ($9/month). Additionally, Fire Engineer salaries at Steps 1, 2, and 3 are decreased from 2003 amounts. There will be no impact with regard to the decrease in the Fire Engineer salaries at steps 1, 2, and 3 because there are no employees at those steps. Employees are typically promoted to Step 4 when becoming Fire Engineers. FIRE MANAGEMENT The ten cities agreed upon for Fire Department P-5, (Battalion Chief), P-6 (Deputy Fire Chief), P-7 (Fire Chief), Fire Marshal, and Training Officer salaries for the Fire Department are: Torrance Daly City Irvine Fairfield Corona Berkeley Pasadena Garden Grove San Buenaventura Salinas The new monthly salaries, effective August 1, 2004, are: CLASSIFICATION CURRENT MONTHL Y SALARY $ 9,300 $10,402 $10,402 $11,355 $12,354 NEW MONTHL Y SALARY $ 9,667 $10,547 $10,547 $11,453 $12,626 P-5/Battalion Chief Training Officer Fire Marshal P-6/Deputy Fire Chief P-7/Fire Chief Using the top steps for comparison, the increases by position from 2003 are as follows: DOLLAR INCREASE PER MONTH CLASSIFICATION %INCREASE (TOP STEP) #OF BUDGETED POSITIONS TOTAL ANNUAL ADJUSTMENT P-5 Training Officer Fire Marshal P-6 P-7 3.79% 1.37% 1.37% 0.86% 2.15% $367 $145 $145 $98 $272 6 1 1 1 1 $26,424 $ 1,740 $ 1,740 $ 1,176 $ 3,264 $34,344 Adding 38.1 % to reflect variable fringe benefit costs that rise with salary, the total for salaries and fringe benefits is $47.400.
