Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Mayor of the City of San Bernardino or her designee to apply for and administer six (6) $1,000
grants from the California Fertilizer Foundation.
Back2round:
In 1999 the City of San Bernardino Parks, Recreation and Community Services Department
implemented three (3) school gardens through California Healthy Cities and Communities grant
funding. In 2000, three (3) more school gardens were implemented by the San Bernardino City
Unified School District through Cesar Chavez grant funding for the Creative After-School
Programs for Success (CAPS) Program. Parks and Recreation staff are responsible for teaching
gardening education to students involved in the CAPS Programs at these six (6) garden sites.
The California Fertilizer Foundation is accepting applications for school garden projects. The
purpose of the Foundation's grant program is to provide support and enhance school gardening
programs. Grants are awarded twice per year (March 1, 2005 and October 1, 2005) and if
applicants are not funded on the first round they can be selected in the second round. Grant
amounts are $1,000 each and an application will be submitted for each site.
The Parks, Recreation and Community Services Department is requesting authorization to apply
for funding to purchase garden sheds (estimated cost $600) and gardening supplies (estimated
cost $400) for all six gardens; Lytle Creek Elementary - Ward 3, Roosevelt Elementary - Ward
6, Monterey Elementary - Ward 1, Newmark Elementary - Ward 4, Arrowhead E1ementary-
Ward 4, and Hillside Elementary School- Ward 4.
Application deadline is March 1,2005.
Financial Impact:
No matching funds required and no City funds are required for this program.
Recommendation:

SECTION I. The Mayor of the City of San Bemardino or her designee is hereby
authorized and directed to apply for and administer six (6) 51,000 grants from the Califomia
Fertilizer Foundation for the following school garden sites: Lytle Creek Elementary, Roosevelt
Elementary, Monterey Elementary, Newmark Elementary, Arrowhead Elementary, and Hillside
Elementary schools.

PROGRAtvf DESCRIPTION
In 1999 the City received a grant from the California Healthy Cities and Communities to
plan, develop, and implement three (3) elementary school gardens. To ensure their
success, the department established a Garden Collaborative. The collaborative consists of
representatives from the San Bernardino County Department of Public Health, San
Bernardino Public Services Department, U.c. Cooperative Extension - Master Gardener
Program, and the City of San Bernardino Parks, Recreation & Community Services
Department. The City has also developed a Mayor's Food Policy Council to improve the
availability and access to fresh produce to City residents. Another three (3) elementary
school garden projects were implemented in 2000.
The after-school programs have established Garden Clubs for the six (6) elementary
school garden projects. The students will work in the gardens t\\'o days a week, work out
of Junior Master Gardener handbook one day a week. and focus on nutrition education
and physical fitness one day. The children are in grades K - 6 and the program has an
average of 75 - 100 students at each school site.
Since the program began, the collaborative has conducted Composting, Nutrition
Fducation, Food Handling and Preparation, and Container Gardening Workshops for
parents and community members. Some of the parent participants have become so
interested in gardening, that they are teaching other parents how to do Container
Gardening. The parents meet regularly to share recipes, do aerobics, and they have been
instrumental in gaining support from the school district to get fresh salad bars and healthy
snacks at their schools.
One of the new programs our department will implement this year is a low cost mini-
farmers market that will be conducted bi-weekly. The students will prepare nutritional
information to be handed out to the parents and community members. The students will
monitor grocery store prices, learn to handle transactions with money and how to prepare
the vegetables for sale. Funds raised will help fund agricultural field trips for the students.
All of the gardens are in desperate need of storage containers, gloves, and hand tools. We
would like to purchase a "Rubbermaid" storage shed for each garden site and a sign for
each of the school gardens.
As you can see, our focus is health and nutrition. We haw been very successful in our
efforts to promote healthier lifestyles by teaching our students gardening and nutrition
education. The teachers and parents have noticed that the children are making healthy
choices when eating and our department, the parents and teachers feel that is directly
attributed to our program. Our department continues to improve this program and this
grant will help support and enhance our efforts.
