SUBJECT
Resolution authorizing the Purchasing Manager to issue a purchase order to L. N. Curtis & Sons
in the amount of $50,000 for self contained breathing apparatus (SCBA).
BACKGROUND
On October 4, 2004, the Mayor and Common Council approved resolution #2004-312
authorizing the City of San Bernardino Fire Department to accept an award from the Federal
Emergency Management Agency (FEMA) in the amount of $360,600. The amount awarded is
to purchase emergency medical services equipment (defibrillators) and firefighter safety
equipment (radios, swift water rescue, and self-contained breathing apparatus).
FEMA awarded the city $50,000 to purchase ten (10) SCBAs for the Fire Department. However,
the Fire Department requested an amendment to increase the quantity from ten (10) to eleven
(11) SCBAs due to a reduced cost of the quantity quoted.
SCBAs provide the user with breathable air regardless of the atmosphere. SCBAs gIve
respiratory protection in smoke, toxic fumes, and oxygen deficient environments. These
breathing apparatus have served the Fire Department well by providing respiratory protection for
employees to use in atmospheres that are immediately dangerous to life and health.
The Fire Department is requesting authorization to issue a purchase order to L.N. Curtis & Sons,
in the amount of $50,000 for eleven (11) SCBAs. L.N. Curtis & Sons is the sole distributor of
Survivair equipment in the Southern California area.
Survivair is not the only manufacturer of breathing devices; however, Survivair is the exclusive
brand used by the Fire Department, making compatibility essential. All firefighters wear SCBAs
when entering a structure involved in fire. Because of the safety issues, it is critical to have all
SCBAs standardized. In addition, the National Institute for Occupation Safety and Health does
not allow for the integration of different brands of equipment, such as regulators, face masks, etc.
In accordance with the City of San Bernardino Municipal Code Section 3.04.01OB (3)
purchasing procedures for "selective source", we recommend that L.N. Curtis & Sons be issued a
purchase order for eleven (11) SCBAs. Staff has evaluated the quote submitted by L.N. Curtis &
Sons and finds that it meets required specifications. The FEMA grant allows the City to purchase
SCBAs to meet department needs and standardization.
FINANCIAL IMPACT
The total amount to be awarded to L. N. Curtis & Sons for the SCBAs is $50,000. The FEMA
grant funds (123-709-5704) will be used for this purchase. There is a cost share to the FEMA
grant of $1 08, 180 to the total amount awarded by FEMA in the amount of $360,600 that Finance
has included in the FY 04/05 budget amendment requesting Council approval.
RECOMMENDATION

SECTIOl\ 1. That the \1ayor and Common Council authorize the Purchasing Manager to
issue a Purchase Order not to exceed S50,000 to L.N. Curtis & Sons, as a selected source
vendor for SCBAs;
SECTIO:\ 2. That L'\. CUl1is & Sons is the only distributor of Survivair breathing
apparatus in the Southern California area and currently all breathing apparatus used by the Fire
Department is the Survivair brand, and furthern10re, that the National Institute for Occupational
Safety and Health does not allow for the integration of different brands of equipment, such as
regulators, face masks, etc.
SECTIO;\! 3. This awarding of the purchase order to LS. Curtis & Sons is based upon
criteria set forth under the "selected source" purchasing procedures of the City of San Bernardino.
SECTIO:\' 4. The Purchase Order shall reference this Resolution and shall be issued to
L.N. Curtis & Sons for breathing apparatus equipment in an amount not to exceed S50,000;
SECTION 5. The authorization to execute the above referenced Purchase Order IS
rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
