FRANK SCHNETZ
COUNCILMAN, FOURTH WARD
San Bemardino native, Frank Schnetz was elected to the City Council on November 5,
1997. He took office March 2, 1998. He brings with him a wealth of business
experience as a commercial broker and developer who has brought and helped to
expand more than 50 businesses in the City of San Bemardino. Over the past two
decades he has worked with the City to attract and keep business in San Bemardino.
He serves on the Council Ways & Means Committee, Legislative Review Committee,
and he chairs the Fire Apparatus Ad Hoc Committee. He is the altemate representative
to the San Bemardino Intemational Airport Authority and is the Mayor's altemate to
the San Bemardino Association of Govemment.
His immediate goals are to revitalize the 40th Street commercial corridor and to solve
the problem of the haphazard delivery of public services in the areas around the
county islands within the City of San Bemardino's sphere of influence. These services
pertain mainly to police and fire protection and code compliance.
For the long term, Schnetz will bring his experience and knowledge to bear on
attracting industry and small and medium sized businesses to San Bemardino;
businesses who want to stay and expand here and provide well paying jobs so workers
can afford home ownership and support the local economy.
BUSINESS AND COMMUNITY
Frank started his own commercial real estate business in San Bemardino 20 years
ago. He has been known for his knack of applying his business skills to volunteer
community service. When the Coddington Branch Library closed, he helped put the
real estate transaction together that allowed the San Bemardino Children's Museum,
called "A Special Place" , to locate at the library site in Perris Hill Park. He arranged
for the merger of Easter Seals with the Children's Museum to strengthen both
organizations. The museum became a program of Easter Seals and Frank served on
the Easter Seals Board and is a founding member of the Easter Seals Advisory Board.
While serving on the board of the Downtown YMCA, he volunteered to arrange the sale
of the Y parking lot for the new Social Security Administration building. Her served on
the Board and was Vice-Chairman of Downtown Main Street and received the 1989
Main Street Award for the best tum around of a downtown business property.
FAMILY AND PERSONAL
Frank was bom at St. Bemardine's Hospital on March 23, 1956. He graduated from
Pacific High School and attended San Bemardino Valley College. He and his wife,
Denise, have five children. The family spends much of their time together in outdoor
activities including water skiing, off-road motorcycle riding and hunting. He is a
member of the Host Lions Club of San Bemardino.

Appointment to the Civil Service Board
On the November 15, 2004 Mayor and Common Council agenda is the proposed appointment
of an individual (Frank E. Schnetz) to the Civil Service Board, "who will temporarily replace Dennis
Reichardt's vacancy for a period not to exceed six months" (emphasis added). The proposed
wording in the motion is not correct and, in fact, violates provisions contained in the City of San
Bernardino Charter.
Section 246 of the Charter clearly indicates that appointments to the Civil Service Board are
made for a period of six (6) years, commencing on the first Monday in May in odd-numbered years:
"Two members shall be appointed on the first Monday of May, 1959, two on the first
Monday of May, 1961, and one on the first Monday of May, 1963, each for a term of six years. On
the first Monday of May, 1965, and every odd numbered year thereafter, the Mayor, with the consent
and approval of the Council, shall appoint the same number of members ofthe Civil Service Board
for a term of six years as the number of members whose term of office expires at that time, who shall
take office the first Monday of May of said year, or as soon thereafter as appointed and qualified."
Section 230 of the Charter states in relevant part as follows:
"Every elective or appointive officer of the City shall hold office during the term prescribed
by this Charter, and until his successor is elected or appointed and qualified, and every appointive
officer or employee, except employees in the classified service, whose term is not fixed, shall hold
office during the pleasure ofthe officer or board appointing him, and when an appointment is made
to fill a vacancy in an unexpired term, the person appointed shall, if it be an appointive office, hold
for the unexpired term. . . ." (emphasis added)
In other words, an appointment to the Civil Service Board to fill a vacancy in an unexpired
definite term is for the remainder of that definite term - and nothing less. Dr. Juanita H. Scott
resigned from the Civil Service Board approximately six (6) weeks ago. Her six (6) year term
expires on the first Monday in May, 2005.
To complete the information necessary for this issue, Section 256 of the Charter states in
relevant part as follows:
"Any appointive officer or employee of the City of San Bernardino, except officers appointed
for a definite term. . . may summarily be dismissed for the good of the service by the Mayor, with
the consent of two-thirds (2/3) of the City Council."
In other words, unless an act is committed by a Civil Service Board member which results
in forfeiture of office, neither the Mayor nor the Common Council can remove a member from the
Civil Service Board prior to the end of the term to which helshe was appointed - regardless of
whether it was a "new" six (6) year term or the remainder of a vacant one. Upon completion of the
definite term, appointment of a new member effectively "removes" the prior member from that
appointive office.
