BACKGROUND AB 3229 (Brulte), the Citizens' Option for Public Safety Program (COPS Option) declared that there was an urgent need for additional resources at the local level to fight crime and protect public safety. The State of California has allocated $100 million to cities and counties to supplement front-line law enforcement services. Seventy-five percent (75%) of the COPS Option funds are allocated to local police and sheriffs departments based on the most recent January population estimates by the Department of Finance. In FY 04/05, the Police Department's share of the $75 million is $288,220. This amount is $918 less than the $289,138 allocated in FY 03/04. The Chief of Police has submitted the FY 04/05 COPS Option Expenditure Plan outlining the following critical needs of the Police Department. FY 04/05 grant funding will be used for the same programs funded with the FY 03/04 COPS Option allocation. . Approximately 67.8% of the salary and benefits for four (4) police officer positions (existing & filled). . The local $16,988 (10.0%) cash match for the FY 04/05 Local Law Enforcement Block Grant. The itemized expenditure plan and supporting narrative are attached. FINANCIAL IMPACT The Police Department will be using $288,220 in FY 04/05 COPS Option funds to cover approximately 67.8% of the salaries and benefits of four police officer positions and the mandatory 10% cash match requirement for the FY 04/05 Local Law Enforcement Block Grant. The General Fund will be responsible for the remaining salary and benefit costs totaling $128,818 and overtime expenditures estimated at $4,000 to $6,000 for each officer. These funds have been included in the police department's adopted budget for FY 04/05. All expenditures will be used to supplement front-line law enforcement services as defined in AB3229 as outlined in the COPS Option attached expenditure plan submitted by the Chief of Police (Exhibit "A"). The remaining funding will be derived from the General Fund. FY 04/ 05 LLEBG Grant Match The Police Department is the recipient of S 152,888 in federal funding from the FY 04/05 Local Law Enforcement Block Grant award. There is a mandatory ten-percent (10%) cash match requirement of S I 6,988 that will be derived from the COPS Option program (raising the Block Grant total to S 169,876). FY 04/05 Block Grant funding will be used to cover the cost of the following positions and equipment: , Salary and benefits for four full-time positions to augment existing city staff. , A portion (59,360) of the cost of the Crime Free Rental Housing Program.
