Staff Report
Subiect:
Resolutions authorizing the Mayor of the City of San Bernardino or her designee to apply for and
administer two (2) Youth Soccer and Recreation Development grants from the State of
California Department of Parks and Recreation for the Soccer Complex and the Nunez Soccer
Field.
Back2round:
The Youth Soccer and Recreation Development Program intent is to foster the development of
new Youth soccer, baseball, softball, and basketball recreation opportunities. The grant deadline
is November 5, 2004. The minimum grant request is $75,000 per project and the maximum is
$1,000,000 per project. There is no match but projects with a match are assigned a higher
priority.
The Parks and Recreation Commission held a meeting on December 18,2003, to prioritize a list
of potential projects. Parks, Recreation and Community Services Department personnel
compared the Commission's priority listing to the criteria for three available grants. Based on
that analysis, staff determined that the following five (5) projects most closely matched the grant
criteria: Soccer Complex Synthetic fields, Nunez field renovation, Ruben Campos Community
Center renovation, Al Guhin fields and Perris Hill Senior Center expansion. Four grant
applications are due November 5 and the Perris Hill grant application is due December 10. This
grant, the California Youth Soccer Grant, most closely matched the scope of the first two
projects. As a result the department is requesting the authorization to submit an application for
two (2) synthetic fields at the Soccer Complex and one (1) synthetic field at the Nunez Park to
replace existing turf and dirt fields.
The Soccer Complex project includes the removal of two (2) grass fields and installation of
synthetic turf. This project will significantly extend the availability of play, which will increase
revenue and lower maintenance costs. The Nunez Soccer field project will replace a dirt field
with a synthetic field. Maintaining a grass field has been a challenge due to the high volume use.
Installing a synthetic field will improve the blighted appearance of the field and increase the
quality of play for the soccer participants. In-kind services, including rough grading, will be
used as a match for the Soccer Complex and the Nunez Soccer field.
The Soccer Complex synthetic fields project will cost $750,000 to convert two (2) grass fields to
synthetic turf and the Nunez Soccer field project will cost $375,000 to convert one (1) dirt field
to synthetic turf.
Financial Impact:
There will be no cost to the City. In-kind costs are valued at $50,000 for rough grading.
Recommendation:
Adopt Resolutions.

WHEREAS, the people of the State of California have enacted the CALIFORNIA
CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL
PROTECTION ACT OF 2002, which provides funds to the State of California for grants to
9 eligible Applicants; and

WHEREAS, the California Department of Parks and Recreation has been delegated the
11 responsibility for the administration of the Youth Soccer and Recreation Development Program
and the grant Project shown above within the State, setting up necessary procedures, and

WHEREAS, said procedures established by the California Department of Parks and
Recreation require the Applicant's Governing Body to certify by resolution the approval of the
Application before submission of said Application to the State, and
15 WHEREAS, the Applicant will enter into a Contract with the State of California for the
Project;

NOW, THEREFORE, BE IT RESOLVED that the City of San Bernardino hereby:
Approves the filing of an Application for local assistance funds from the Youth Soccer
and Recreation Development Program under the California Clean Water, Clean Air, Safe
Neighborhood Parks and Coastal Protection Act of 2002; and
2.
Certifies that the Applicant has or will have sufficient funds to operate and maintain the
Project; and
Certifies that the Applicant has reviewed, understands, and agrees to the General
Provisions contained in the Contract shown in the Procedural Guide; and
Certifies that the Grantee has or will have available, prior to commencement of any work
on the Project, the Match;
5.
Certifies that the Project conforms to the recreation element of any applicable city or
county general plan; and
Appoints the Director of Parks, Recreation and Community Services Department as agent
to conduct all negotiations, execute and submit all documents including, but not limited
to, Applications, agreements, payment requests and so on, which may be necessary for
