Description) Park Construction Finance: Council Notes: \2..:.c"':e, .id 2('()"J- :ssa 20:,A -?:,s , Agenda Item No. ~~ " , If oq CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolutions authorizing the Mayor of the City of San Bernardino or her designee to apply for and administer two (2) State Urban Parks and Healthy Communities grants from the State of California Department of Parks and Recreation for the Ruben Campos Center Upgrade/Renovation and two (2) new baseball fields at Al Guhin Park. Backl!:round: The State Urban Parks and Healthy Communities Program intent is to acquire or develop recreational activities that require athletic fields, courts, gymnasiums, or other recreational facilities/venues for youth soccer, baseball, football, basketball, tennis, or swimming, or any activity which involves physical exertion. The grant deadline is November 5, 2004. The minimum grant request is $75,000 per project and the maximum is $1,000,000 per project. A 25% match is required per project. The Parks and Recreation Commission held a meeting on December 18,2003, to prioritize a list of potential projects. Parks, Recreation and Community Services Department personnel compared the Commission's priority listing to the criteria for several available grants. Based on that analysis, staff determined that the following five (5) projects most closely matched the grant criteria: Soccer Complex Synthetic fields, Nunez field renovation, Ruben Campos Community Center upgrade/renovation, Al Guhin fields and Perris Hill Senior Center expansion. Four grant applications are due November 5 and the Perris Hill grant application is due December 10. This grant, the State Urban Park Healthy Communities Grant, most closely matched the scope of the Ruben Campos Community Center upgradelrenovation and the Al Guhin fields. As a result the department is requesting the authorization to submit an application for the Ruben Campos Center upgrade/renovation and one for two (2) new baseball/football fields at Al Guhin Park. The Ruben Campos Center upgrade/renovation will include the removal of a dropped ceiling to create a multipurpose gymnasium space, renovation of meeting rooms and installation of flexible walls to provide a variety of space sizes to accommodate various recreation activities and classes. With this project, the facility will open a computer room to host tutor classes and the multipurpose room will allow the facility to program indoor activities i.e., baton lessons, flag twirling, karate, aerobics and cheer. The Al Guhin project will include the development of two (2) baseball fields with moveable fencing to allow the outfield to be utilized for football leaving the diamond area intact. These fields will support the significant recreational play needs of the entire Verdemont area. The Park is located within the geographic boundaries of Newmark Little League and the Little League Baseball's Western Regional facilities, but due to the increased residential development in the north end of San Bernardino, the current fields are inadequate to meet the demand for both practice and games. The Ruben Campos project will cost $1,000,000. The grant will fund $750,000 and the City match requirement will be $250,000 funded by the Park Construction fund. The two (2) new baseball/football fields at Al Guhin Park will cost $1,000,000. The grant will fund $750,000 and the City match requirement will be $250,000 funded by the Park Construction fund. Both venues will increase activities to promote physical activity. Financial Impact: A total of $500,000 will be required as a grant match for these two projects. The match funding for these projects will be met with the projected Park Construction Funds. Recommendation: Adopt Resolutions. , 1 2 ~~~ WHEREAS, the people of the State of California have enacted the CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002, which provides funds to the State of California for grants to eligible Applicants; and 10 WHEREAS, the California Department of Parks and Recreation has been delegated the 11 responsibility for the administration of the State Urban Parks and Healthy Communities Program 12 and the grant Project shown above within the State, setting up necessary procedures, and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the 14 Application before submission of said Application to the State, and 15 16 13 17 18 l. 19 20 2. 21 22 3. 23 24 25 5. 26 27 6. 28 WHEREAS, the Applicant will enter into a Contract with the State of California for the Proj ect; NOW, THEREFORE, BE IT RESOLVED that the City of San Bernardino hereby: Approves the filing of an Application for local assistance funds from the State Urban Parks and Healthy Communities Program under the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of2002; and Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Certifies that the Grantee has or will have available, prior to commencement of any work on the Project, the required Match; Certifies that the Project conforms to the recreation element of any applicable city or county general plan; and Appoints the Director of Parks, Recreation and Community Services Department a~ agent to conduct all negotiations, execute and submit all documents inci;.lding, but not limited to, Applications, agreements, payment requests and so on, which may be necessary for the completion of the Project.
