BACKGROUND The City of San Bernardino owns a proprietary 800 MHz trunked radio system designed and built by Motorola Incorporated. Because of the proprietary trunking technology, only Motorola brand radios can be utilized. Radios for public safety are only available directly through Motorola Incorporated. The Police Department is requesting that the Mayor and Common Council exempt bidding for this equipment pursuant to Section 3.04.010B.3 of the San Bernardino Municipal Code. Commencing in January 2004, the Police Department began transitioning to Motorola XTS5000 digital ready 800 MHz handheld portable radios for officers assigned to field patrol duties. The XTS5000 is a light, compact radio that offers 255 radio channels for public safety. As of to day's date, the Police Department has placed (10) XTS5000 radios into service. The Police Department owns approximately 180 Motorola STX821 non-digital 800 MHz portable radios that were purchased in 1994. These radios went out of production in 1993 and replacement parts sales ended in 2001. About 80 of the 180 STX821 radios are out of service now because oflack of parts availability. To provide enough radios for officers, the Police Department recommends using available police asset forfeiture funds to purchase (43) Motorola XTS5000 HT's radios, batteries, and battery chargers at a cost of $149,713.88. FINANCIAL IMPACT There will be no impact on the City's General Fund. The acquisition cost of the Motorola XTS5000 HT radios will be $149,713.88 derived from the FY 04/05 asset forfeiture budget. A total of $150,000 has been included in the FY04/05 asset forfeiture budget for this purchase in Acct. #108-271-5703-0000. RECOMMENDATION Adopt resolution. , .
