June 5, 2001 -- Resolution #2001-137, Authorized purchase of frame relay services from
Verizon California (formerly GTE California).
Recommended Motion:

Staff Report
Subject:
Resolution of the City of San Bernardino authorizing a transfer of funds from an existing
purchase order for Verizon of California to SBC for frame relay services providing connectivity
from City remote sites to City Hall.
Background:
IS currently connects 40 City remote sites through the use of frame relay by contracting with two
companies, SBC and Verizon. These two contracts will be combined into one contract with SBC.
This conversion will begin taking place toward the end of November 2004.
Financial Impact:
For the 04/05 fiscal year there will be a $2,441.85 reduction in spending. For the 05/06 fiscal
year the total cost will be $166,528.93, thus saving $43,301.07. SBC has committed to this
pricing for 3 years.

Contingency amount (an estimated 15%) is for possible technical problem that could arise. The
hardware is required to be installed where older current hardware do not handle the newer
protocols that will be used with SBC frame relay. This resolution would transfer $104,666.67
from an existing Verizon (pO # 205089) purchase order to an existing SBC (pO # 205075)
purchase order.
Recommendation:
Adopt resolution.

PROVIDING CONNECTIVITY FROM CITY REMOTE SITES TO CITY HALL.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I: That SBC is the selected source for the City's frame relay
services. SBC gained selected source status by being awarded an open bid contract
issued by the State of California. This award is known as the Cal-Net contract and is
valid through December 2005. Pursuant to this determination, the Purchasing Manager
is hereby authorized to transfer $104,666.67 from an existing Verizon (PO # 205089)
purchase order to an existing SBC (pO # 205075) purchase order
SECTION 2: The authorization to execute the above referenced fund
transfer is rescinded if it is not issued within sixty (60) days of the passage of
this resolution.
