Back~round: The Traffic Engineering Section received a request to prohibit parking on the south side of Lynwood Drive, approximately 200 feet east of Golden Avenue. The requestor is the owner of a business and a tenant in a plaza that is located in this area. She claims that motorists are parking near the driveways, creating visibility obstructions for motorists attempting to enter Lynwood Drive from her business complex. The problem has been worse within the last two and one-half years, due to the installation of a "No Parking" zone just east of the business complex. After this restriction was implemented, motorists started parking in the area in front of the business complex in order to avoid being cited. Traffic Engineering staff evaluated the request and confirmed the requestors concerns. Cars were observed parked near the driveways, creating visibility problems for vehicles attempting to enter Lynwood Drive from the business complex. A "No Parking Any Time" zone would resolve these concerns. As mentioned above, the area east of the business complex has an established "No Parking" zone. The only section that remains unrestricted on the south side of Lynwood Drive, between Golden A venue and Lorna A venue, is a 425-foot section east of Golden A venue. This area includes the aforementioned business complex where the complainant is a tenant and Terry's Liquor Store. For consistency, staff decided to pursue the installation of a "No Parking" zone throughout this area. Staff, therefore, contacted the manager of Terry's Liquor and presented the proposal to install a "No Parking" zone in front of his business. The manager agreed that the "No Parking" zone should be extended to include the section of Lynwood Drive in front of his business. Contact was also made with the owner of the business plaza. They welcomed the proposal to establish a "No Parking" zone in front of their complex. Since all of the businesses that would be affected by the proposed "No Parking" zone concur with its installation and they provide sufficient off-street parking for their employees and patrons, staff recommends that the "No Parking" zone be established on the south side of Lynwood Drive between Golden Avenue and 425 feet east of Golden Avenue. Consequently, staff recommends that the attached Resolution be approved, authorizing the installation of the "No Parking" zone as referenced above. Financial Impact: The estimated cost of $800.00 for installing the new" No Parking" signs will come from Account No. 001-402-5111 (Street Maintenance).
