Synopsis of Previous Council Action:
On April 4, 2005, the Mayor and Common Council approved three (3) new Development
Services Technician positions.
On December 12,2005, the Personnel Committee recommended this item for approval.
Recommended Motion:
1. Approve the establishment of one (1) Real Property Specialist, Range 1396, $3,199-
$3,889/month for the Real Property Section in the Development Services Department.
2. Authorize the Human Resources Department to update Resolution No. 6413 and 97-244 to
reflect these actions. 1 . "

Subiect:
Authorize the establishment of an additional position of Real Property Specialist/Real Property
Division in the Development Services Department.
Backl!round:
The Real Property Section is currently comprised of four (4) full-time employees, which are
(I) Real Property Supervisor, (I) Real Property Specialist, and (2) Landscape Inspectors,
Two of the areas of responsibility for the Real Property Section include but are not limited to
the formation of assessment districts and right-of-way acquisitions, particularly as related to
capital improvement projects. There has been extensive activity in these two areas in the past
years due to the high development activity in the City. The formation of assessment districts
relieves the City from having to maintain landscaping in right-of-way areas and also reduces
blight.
In the last year the Real Property Section has been responsible for forming six new landscape
maintenance districts and eight additional districts are in the process of being formed. The
addition of 14 new districts brings the total number of assessment districts within the city to
45, which is a 50 percent increase in the number of districts since 2001.
This section is also currently working on five right-of-way acquisitions that are related to
Capital Improvement Plan (CIP) projects. In previous years, the average number of right-of-
way acquisitions handled by this Section was one or two at a time. This number is anticipated
to increase as additional CIP projects are brought to the design and construction phase.
The employee that will be hired for this position will have the primary responsibility of
assisting in the ongoing administration of assessment districts and CIP right-of-way
acquisitions and will be funded through those programs.
Financial Impact:
The additional salary and benefit cost to add one (I) Real Property Specialist is $49,100.

Approximately 25% of the cost for this position will be paid from Capital Improvement
Projects (37%) and Assessment Districts (38%), the balance to be absorbed by the
Department's General Fund budget.
Recommendation:
1. Approve the establishment of one (1) Real Property Specialist, Range 1396, $3,199-
$3,889/month for the Real Property Section in the Development Services Department.
2. Authorize the Human Resources Department to update Resolution No. 6413 and 97-244 to
reflect these actions.
