Staff Report
Subject:
Resolution authorizing the execution of a purchase order to Callaway Motorsports, for
the purchase of six (6) 2005 Honda ST1300P police motorcycles, including emergency
lighting to be utilized by the Police Department.
Background:
The Police Department currently utilizes the Kawasaki KZ 1000 motorcycle for traffic
control throughout the City; six of these are on the approved FY05/06 Vehicle
Replacement List. These have become an economic burden, and specific parts are no
longer available, therefore, they will be placed in surplus for auction. They are as
follows..

Kawasaki no longer manufactures a police motorcycle; therefore Fleet and Police
Department staff conducted a study to determine a replacement for the Kawasaki. As a
result of the study it was determined that the Honda ST1300P is the best unit for the
Police Department's needs, and technical specifications were prepared for bid.
Notices for bid # RFQ F-06-10 were sent to ten (10) vendors, the San Bernardino Area
Chamber of Commerce, advertised on the City's Web Page and in the San Bernardino
County Sun Newspaper. One bid was received as follows, see Exhibit 1:

High-Output 40-amp air cooled AC generator for
installation of varied electrical accessories, and
delivers substantial output even at low rpm.
Clutch, main shaft and drive shaft dampened to reduce
noise, vibration and drive shaft lash.
3. TRANSMISSION
To be five (5) speed (minimum)
Maintenance free hydraulic clutch
4. ELECTRICAL
12 Volt battery must be of ample cold crank amps to
support police use and equipment.
Factory provided second battery option installed
Prior to delivery.
Transistorized regulator is required.
All units must have electronic ignition , silicone
high-tension wires.
Dual horns
A permanent magnet speaker is to be supplied and
mounted to the handlebars.
The voice coil impedance of 3.2 ohms,power
handling capacity of 1.0 watts minimum. -
Speaker to be of a quality equal to or greater
Than automotive grade.
Unit shall incorporate certain radio frequency inter-
ference suppression measures and devices so that
interference generated as the result of its operation
does not exceed the limits established in S.A.E.
standard J 551 at the time of delivery.

Is to be of aerodynamic design fiberglass with lexan
breakaway windshield.
It must be frame mounted and enclosed frontal area to
provide maximum deflection and minimum turbulence.

the Fleet Manager.

15. MIRRORS
Are to be provided per the California Motor Vehicle
Code. -
Handlebar mounted on right and left side.

Rated to withstand an impact involving the weight of the "
motorcycle at 20 MPH.

20. SERVICE/ PARTS MANUALS
Two (2) copies of each (Parts and Service) manuals are
to be supplied at the time of delivery.
CD/DVD manuals are acceptable
21. VEHICLE REGISTRATION
All vendors shall submit a photocopy of their current
California dealers license as required by section 1700
of the California Vehicle Code as part of their bid ~
package. Enter license number and license expiration
date in the right hand column.
Successful bidder will be required to furnish all DMV
registration documents and licenses for exempt plates.
The City will provide the necessary signatures for
exempt plate forms.
22. WARRANTY
Warranty is to be standard three year(36 month) t
unlimited mileage limited warranty. ,
Attach optional extended warranty or service agreement
if available and quote prices for each separately.
23. DELIVERY SCHEDULE
Delivery is to be coordinated and scheduled through the
Fleet Manager. Vendor shall notify the Fleet Manager
by written notice at least five (5)business days prior to
delivery of each unit. t
State delivery date in the right hand column based on
anticipated award of the purchase order on

City may appeal for liquidated damages in case of

4 TO CALLAWAY MOTORSPORTS FOR THE PURCHASE OF SIX (6) 2005 HONDA

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BEPNARDINO AS FOLLOWS:

8 SECTION 1. That Callaway Motorsports, submitted the best and lowest quote
9 for six (6) 2005 Honda ST1300P police motorcycles in the total amount of
10 $125,589.06. Pursuant to this determination, the Purchasing Manager is hereby
11 authorized to issue a purchase order to Callaway Motorsports in the amount of
12 $125,589.06.

SECTION 2. The Purchase Order shall reference this Resolution No.2005-
14
and shall read, not to exceed $125,589.06 and shall incorporate the terms and
15
16 conditions of the purchase order.
17 SECTION 3. The authorization to execute the above referenced Purchase
18 Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
