Recommended Motion:
I. Authorize the Director of Finance to amend the FY 05/06 Budget by transferring 589.000 from Account No.
129-367-5504-7510 "SS04-116 Waterman Avenue and 18th Street widening and Accessibility
Improvements" to Account No. 129-367-5504-7202 "SS-B Accessibility Improvements at Various Locations
(Annual)".
2. Adopt Resolution.

Staff Report
Subject:
Resolution awarding a contract to J.D.c., Inc. for the Construction of ADA Access Ramps and Sidewalk at
Gilbert Street (SS-B 05/06). per Plan No. 11567.
Background:
On August IS, 2005, the Mayor and Common Council allocated funds, as part of the FY 2005/06 Capital
Improvement Program (CIP), for the Construction of ADA Access Ramps and Sidewalks at Gilbert Street,
2005/06, (55-B).
This project was requested by officials of Anton Elementary School, which is located on the north side of
Gilbert Street. This project will improve the safety and accessibility of the route to school for the children who
must walk to school along Gilbert Street from nearby residential areas.
The project consists of the following:
I. Removal of curb-gutter, sidewalk, asphalt and existing ramps.
2. Construction of curb-gutter, sidewalk, ADA ramps, and asphalt.
3. Replacement of striping, signage and roadway improvements.
This contract is a part of our annual project to eliminate barriers within the public right-of-way throughout the
City. The locations to receive improvements were based, in part, on a survey of intersections conducted in May
2000. Criteria for establishing a priority list of locations to receive ADA improvements were developed based
on the proximity of government building. schools, hospitals, retail, entertainment and recreation sites (city parks
etc.). Staff also maintains a list of locations needing improvements identified by the Mayor, City Council, and
by the public. Areas of the City to receive improvements are rotated each year so that all parts of the City will
eventually receive improvements. The overall goal is to eliminate all barriers throughout the City.
The plans and specifications for this project have been completed and the project was opened to public bidding
on October II, 2005. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W.
Dodge, High Desert Plan Room, Construction Bid Board, Reed Construction Data, Bid America, Construction
Bid Source, Bid Ocean and the City's web sites, and with the San Bernardino Area Chamber of Commerce.

Based on review of the sealed competitive bids received, staff has determined that J.D.C., Inc. of Rancho
Cucamonga, CA, the apparent low bidder, has met the minimum requirements of the specifications and bid
guidelines; and, therefore, recommends that the Mayor and Common Council award the referenced contract to
J.D.C., Inc.
The estimated project costs are as follows:
TOTAL
Construction Bid $ 68,925.00
Contract Management and Inspection (Approx. 15%) $ 10,037.50
Contingencies (Aoorox. 15%) $ 10,037.50
Estimated Total Proiect Cost $ 89,000.00
If approved, this project is expected to begin construction in January of 2006 and be completed by March of
2006.
Financial Impact:
A contract was recently awarded to Kalban, Inc. for construction of accessibility improvements at various
locations City wide. That project encumbered most of the available funding in Account No. 129-367-5504-7202
"SS-B, "Construct Accessibility Improvements at Various Locations (Annual)".
Staff has identified Project SS04-116 "Waterman Avenue and 18th Street widening and Accessibility
Improvements" as a potential source of funds. When this project was added to the budget. the adjacent property
owner was proposing to dedicate right-of-way to the City in exchange for widening and improving 18'h Street.
Unfortunately, the current property owners are not cooperative regarding the dedication of the right-of-way.
Staff is proposing to delay SS04-116 until FY 06/07, thereby freeing the funding for Construction of ADA
Access Ramps and Sidewalk at Gilbert Street. Approximately $7.1 00 will remain in the account for SS04-116,
which will allow staff to pursue acquisition ofthe 18'h Street right-of-way.
Recommendation:
]. Authorize the Director of Finance to amend the FY 05/06 Budget by transferring $89,000 from Account No.
129-367-5504-7510 "SS04-116 Waterman Avenue and 18th Street Widening and Accessibility
Improvements" to Account No. 129-367-5504-7202 "SS-B Accessibility Improvements at Various
Locations (Annual)".

SECTIO:\ 1. 1.D.C.. Inc. 13061 Shasta Court. Rancho Cucamonga. CA 91739, is the
lowest responsible bidder for Construction of ADA Access Ramps and Sidcwalk at Gilbert
Street (SS-B 05/(6). per Plan No 11567
A contract is awarded accordingly to said bidder in a total amount of S 68.925.00. with a
contingency amount of S 10.037.50. but such award shall be effective only upon being fully
evecuted by both p311ies. All other bids. therefore. are hereby rejected. The [vIa YOI' is herebv
authorized and directed to execute said contract on behalf of the CIty: a copy of the contract IS
on file in the office of the City Clerk and incorporated herein by reference as fully as though set
fonh at length.
SECTIO\! 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of sueh full execution. No oral agreements. amendments.

SECTION 3. This resolution is rescinded if the panICS to the contract fail to execute it
