Staff Report
Subject:
Resolution awarding a contract to Steiny and Company, Inc. for School Pedestrian Signal on Little Mountain
Drive at Shand in Hills Middle School (TC 04-18), per Plan No. 10764.
Background:
On August 15, 2005, the Mayor and Common Council allocated funds, as part of the FY 2005106 Capital
Improvement Program (CIP), for School Pedestrian Signal on Little Mountain Drive at Shandin Hills Middle
School (TC 04-18), per Plan No. 10764.
This project consists of the following:

Installation of a Pedestrian actuated traffic signal on Little Mountain Drive at Shandin Hills Middle
School.

Installation of curb-gutter, ADA accessible ramps, sidewalk, asphalt, and striping.
Shandin Hills Middle School expressed concerns about pedestrian safety on Little Mountain Drive. The City's
Traflic Safety Committee investigated and recommended that the City seek Hazard Elimination and Safety
(HES) grant funds to install a pedestrian signal to provide a safe crossing on Little Mountain Drive. The City
was awarded grant money from the Hazard Elimination and Safety Program in July 2002.
Southern California Edison (SCE) has determined that the distance from the signal to the nearest e\isting
transformer exceed the maximum allowed; therefore, a new transfomler must be installed nearer to the signal.
The project design included a small portion of this work necessary to provide power to the signal. SCE is in the
process of completing their design and has submitted an Agreement, which will require the City to fund the new
transformer and extension of the electrical system. It is anticipated that extra work is additional to the work
being done by SCE will be required under the contract to complete the extension of the power system to serve
the project. Steiny And Company, Inc. will be directed to complete this extra work under change order to the
contract.
The plans and specifications for this project have been completed and sealed competitive bids were received on
November 8, 2005. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W.
Dodge, High Desert Plan Room, Construction Bid Board, Reed Construction Data, Bid America, Construction
Bid Source, Bid Ocean and the City's web sites, and with the San Bernardino Area Chamber of Commerce.

Based on review of the sealed competitive bids received, staff has determined that Steiny and Company. Inc. of
Baldwin Park. the apparent low bidder. has met the minimum requirements of the specifications and bid
guidelines: and. therefore. recommends that the Mayor and Common Council award the referenced contract to
Steiny and Company. Inc.
The estimated project costs are as follows:

This project is being partially funded by a Hazard Elimination and Safety (HES) federal grant, which was
authorized for funding by Caltrans on September 12.2005. Reference: STPLH-5033 (038). The maximum
amount of federal participation is $60,075.00. The balance of the cost of the project in the amount of
S42.925.00 will be financed from the City's Traffic Systems Fund.
If approved. this project is expected to begin construction in late January of 2006 and be completed by June of
2006.
Financial Impact:
Sufficient funds are available in Account No. 250-370-5504-7433 to cover the cost of this project.
Recommendation:
Adopt Resolution.
