Staff Report
Subject:
Resolution awarding a contract to DBX, Inc. for Traffic Signal Improvement at "E" Street and 18'h Street (TC
04-20) per Plan No. 11175 and authorization for the Director of Finance to amend the FY 05/06 Budget.
Background:
On August IS. 2005, the Mayor and Common Council allocated funds, as part of the FY 2005/06 Capital
Improvement Program (CIP), for Traffic Signal Improvement at "E" Street and 18'h Street (TC04-20) per Plan
No. 11175.
This project consists of the following:
I. Installation of a new, fully actuated traffic signal, including pedestrian actuated crossing controls at the
intersection of "E" Street and 18'h Street.
2. Construction of curb-gutter, sidewalk, ADA ramps, asphalt, traffic signals, and striping.
In 2001, the City, at the request of officials at San Bernardino High School, applied for a Safe Routes to School
(SR2S) grant to fund a new traffic signal at the intersection of 18'h Street and "E" Street. In October of 2002,
the City was infonned that the proposed signal made the list of projects for the third cycle of SR2S Program.
The addition of this signal will greatly improve the safety of pedestrians crossing the street to and from school.
Transtech Engineers, Inc. designed this project.
The plans and specifications for this project have been completed and the project and sealed competitive bids
were received on November 8, 2005. The project was advertised locally in the San Bernardino County Sun
Newspaper, F. W. Dodge, High Desert Plan Room, Construction Bid Board, Reed Construction Data, Bid
America, Construction Bid Source, Bid Ocean and the City's web sites, and with the San Bernardino Area
Chamber of Commerce.
Bids have been received and are listed below:

Based on review of the sealed competitive bids received, staff has deternlined that DBX. Inc. of Temecula, the
apparent low bidder, has met the minimum requirements of the specifications and bid guidelines: therefore, staff
recommends that the Mayor and Common Council award the referenced contract to DBX, Inc.

If approyed, this project is expected to begin construction in late January of 2006 and be completed by June of
2006.
Financial Impact:
The original budget for this project was $120,000 with $108,000 of that amount coming from a Safe Route to
School (SR2S) State grant. The grant way authorized for funding by Caltrans in September of 2005, reference
No. SR2SL-5033 (035). Thus far, the total amounted expended this fiscal year on the project is approximately
$5.600.
The funding requirements for the project is $173,500 plus 55,600 already spent in FY 05/06 for a total funding
need of 5 179.1 00. For FY 05/06, there is a budget of $1 04,000 all of which is from the grant leaving a funding
shortfall of$75.100.
To close the funding gap, staff is recommending that $44,100 be transferred from Account No. 250-370-5504-
7174 "Watemlan Avenue Signal Interconnect from 5th Street to 30th Street (TC04-04)" and $31,000 be
transferred from Account No. 250-370-5504-7432 "E" Street and 30th Street Signal Upgrade (TC04-17)" to
provide a total funding budget for this project of5 I 04,000 + $44, I 00 + 531,000 ~ $179,100.
"Waterman Avenue Signal Interconnect from 5th Street to 30th Street (TC04-04)" and "E" Street and 30th
Street Signal Lpgrade (TC04-17) are currently under design and are expected to be ready for construction in
June of 2006. Therefore, funding. will be restored to these projects in the FY 06/07 Capital Improvement
Program.
Recommendation:
I. Authorize the Director of Finance to amend the FY 05/06 Budget by transferring $44, I 00 from Account No.
250-370-5504-7174 "Watemlan Avenue Signal Interconnect from 5'h Street to 30'h Street (TC04-04)" and
by transferring 531,000 from Account No. 250-370-5504-7432 w'E" Street and 30'h Street Signal Upgrade
(TC04-17)" to Account No. 250-370-5504-7435 "18'h Street and "E" Street Traffic Signal" (TC04-20)"; and
Adopt Resolution.

A contract is awarded accordingly to said bidder in a total amount of 5133.657.00. with
a contingency amount of 519.921.50, but such award shall be effecti\e only upon being fully
executed by both parties. All other bids, therefore. are hereby rejected. The 'vlayor is hereb\'
authorized and directed to execute said contract on behalf of the City: a copy of the contract IS
on file in the office of the City Clerk and incorporated herein by reference as fully as though set
forth at length.
SECTION 2. 'This contract and any amendment or modlfications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. )\0 oral agreements, amendments.
