No.) N/A (Acct Description) N/A Finance: Council Notes: Agenda Item No. --11 10 \ \gIO~ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Reject all bids submitted in response to Bid No. F 05-019 and authorize the Purchasing Manager to re-advertise for bids for picnic shelters and gazebo. Background: The picnic shelters and gazebo project went out for bid (RFQ No. F 05-019) and ajob walk was conducted on August 16, 2004. Three bids were received on September 2, 2004 for three (3) 20' x 40' metal picnic shelters, one (I) 20' x 20' metal picnic shelter and one (I) metal gazebo for three (3) parks; Anne Shirrells Park, Littlefield/Shultis Park, and Meadowbrook Park. There were no local vendors who could support the specifications. The following bids were received: ComDanv Hanson Associates Coast Recreation California Structural Location Fountain Valley, CA Costa Mesa, CA Covina, CA Oril!:inal Bid $86,332.43 $101,441.04 $126,820.70 Revised Bid $ 98,332.43 $ 95,492.76 The Parks, Recreation, and Community Services Department staff reviewed the three bids. Upon review of the bids it was determined that the vendors did not bid the same types of shelters and there was a different roof pitch trom some of the shelters by the vendors. After Parks clarified the type of shelter wanted and specified the roof pitch that was needed, Purchasing agreed to accept revised bids from the vendors. Two of the three vendors submitted revised bids. Based on the revised bids received, there is a concern by staff that the vendors increased or decreased their original bid based on too much knowledge of other vendor's bid. Based on this, staff recommends that all bids are rejected and this item is to be re-bid on revised, detail specifications from the Parks Department. The Parks, Recreation and Community Services Park staff will evaluate the technical specifications and request that the Purchasing Manager submit a new RFQ for the purchase and installation of the four (4) metal picnic shelters and one (I) metal gazebo. Financial Impact: None Recommendation: Authorize the rejection of all bids received in response to Bid No. F-05-019 for picnic shelters & gazebo; and authorize the Purchasing Manager to re-advertise for bids.
