Reject all bids for the Construction of ADA Access Ramps and Sidewalk at Various Locations, Phase
VI - 2003/04 (S804-07), per Plan No. 10992A and direct staff to revise the project and readvertise.
Backl!round:
This project is Phase VI of our annual contract to construct Americans with Disabilities (ADA)
accessible curb ramps and sidewalk at various locations throughout the City. In selecting the
locations for improvement, priority was given to routes to schools, locations close to government
buildings and business districts, locations suggested by school officials and residents, and locations
identified by public officials. Each year, the City is committed to construct at least $500,000 in new
ADA improvements in the public right-of-way.
Plans and Specifications, for Construction of ADA Access Ramps and Sidewalk at Various
Locations, Phase VI - 2003/04 (SS04-07), were approved on August 25, 2004, and the project was
advertised for bids.
This project was advertised locally in the San Bernardino County Sun Newspaper, FW Dodge
Company, Reed Construdion Data, Bid American Eledronic online Plan Room, Construction Bid
Source, Bid Ocean, Inc., High Desert Plan Room, the City's Web site, and with the San Bernardino
Area Chamber of Commerce. Bids have been received and are tabulated below.

The bids by Kalban, Incorporated and Fischer Plumbing were declared to be non-responsive due to
irregularities in their bids. Based on this development and the fact that additional changes have
become necessary, staff is recommending that certain changes to the plans be made. It is
contemplated that more competitive bids can be obtained when the plans are revised and the project
rebid.
The proposed changes are as follows:
1. Delete approximately 600 feet of sidewalk, which is proposed along the westerly side of
University Parkway between Kendall Drive and Northpark Boulevard. Watson and Associates,
Inc. will construct meandering sidewalk along this area, including an ADA ramp at the
southwesterly corner of University Parkway and Northpark Boulevard, in connection with the
development of Tract No. 16509.

2. Add approximately 165 feet of sidewalk along the south side of College Avenue westerly of State
Street and construct an ADA ramp at the southwesterly comer of State Street and College
Avenue. This accessibility improvement was requested by Councilman Kelley because it is on
the safe route to school for three elementary schools located along State Street.
3. Add ADA access ramps along 21st Street between Sierra Way and Waterman Avenue. This
proposed addition was requested by the City Attorney due to a complaint that was received from
a disabled person who resides in the area.
Financial Impact:
None.
Recommendation:
That the Mayor and Common Council reject all bids for the Construction of ADA Access Ramps and
Sidewalk at Various Locations, Phase V1- 2003/04 (SS04-07), per Plan No. 10992A and direct staff to
revise the project and readvertise.
