City of San Bernardino - Request for Council Action
STAFF REPORT
Subject:
Resolution authorizing the Development Services Department to apply for and administer a
Community-Based Transportation Planning (CBTP) from Caltrans in the amount of $250,000
to prepare the 1-210 Corridor Enhancement Plan.
Background:
The purpose of the CBTP grant program is to fund coordinated transportation and land use
planning projects that encourage community involvement and partnership to promote
community identity and quality of life. In particular, the CBTP program is intended to
minimize conflicts and enhance compatibility between transportation projects and surrounding
communities. Funding is awarded for use over a two-year period.
The Arroyo Valley Community Economic Development Corporation (A VECDC), a non-profit
public benefit corporation specializing in housing rehabilitation and development services,
proposed to partner with the City in a CBTP grant proposal. Their concept was to prepare a
plan for neighborhoods in the Sixth Ward that might be affected by construction of the final
segment of 1-210, scheduled for completion in 2007.
On September 28, 2004, the Council Grants Ad Hoc Committee considered the CBTP grant
proposal concept suggested by A VECDC, and determined that the need for neighborhood
planning in response to completion of 1-210 exists along the entire 1-210 corridor. Although the
final segment of freeway construction will be limited to the area west of 1-215, completion and
opening of the final link of this major transportation corridor will increase traffic dramatically
on existing segments of the freeway within the City of San Bernardino. The effects of
increased traffic resulting from the connection of the former Rte. 30/Cross- Town Freeway to 1-
10 have been felt already by local residents, particularly the increased noise level.
With the approval of the Mayor and Common Council, staff would submit a CBTP grant
proposal to prepare the 1-210 Corridor Enhancement Plan for a corridor of approximately 'A
mile on each side of the 1-210 right-of-way, throughout the City. The plan proposal will focus
on improvements needed to maintain peaceful, attractive neighborhoods, while taking
advantage of economic development and efficient transportation opportunities that will come
with completion of the freeway project. The following would be proposed as elements of the 1-
210 Corridor Enhancement Plan:
. An acoustical analysis to identify deficiencies in noise attenuation adjacent to the existing
freeway structure, with recommendations for additional sound walls, as needed.
. Plans for additional landscaping or other screening needed to improve the appearance of
the freeway structure and sound walls, as seen from the surrounding neighborhoods.
. A review of the City Bikeway Master Plan, with recommendations to improve
connectivity between neighborhoods on both sides of the freeway for bicycle and
pedestrian access.
2
,
.
City of San Bernardino - Request for Council Action
STAFF REPORT (continued)
. A demand analysis and recommended locations for park & ride facilities and potential
commuter bus service.
. Plans for integration of the "E" Street Rapid Transit Corridor with the 1-210 freeway,
including future connections to commuter bus services on 1-210.
. An evaluation of market potential for additional or particular commercial land uses
adjacent to freeway off-ramps.
. Design concepts and identification of potential locations for one or more "transportation
villages" within the Corridor, incorporating mixed residential and commercial land uses.
. A grass-roots community participation program to involve area residents, businesses and
community organizations in preparing the plan and in its implementation.
CBTP Grant applications are due to Caltrans on October 15, 2004. Staff is currently in the
process of completing the grant proposal, but a copy of the application form is attached for
reference. If awarded, grant funds will be used to hire a professional planning consultant to
prepare the 1-210 Corridor Enhancement Plan. A portion of the funding may be allocated to the
Arroyo Valley Community Economic Development Corporation as a sub-recipient, for
community outreach and public involvement activities, pending final definition of the project
tasks and on-going discussions with A VECDC.
Financial Impact:
If the maximum grant amount of $250,000 is awarded, a 20% local match will be required
($50,000), of which 50% may be provided as in-kind services. Therefore, the City would have
to commit up to $25,000 in matching funds. It is anticipated that grant awards will be
announced between March and July of 2005. Matching funds would have to be budgeted in FY
05-06.
Recommendation:
Adopt Resolution

.
The California Department of Transportation, Division of Transportation Planning (DOTP)
invites applications for the fiscal years 2004/2005 and 2005/2006 Transportation Planning
Grants program. Applicants will have the opportunity to select which fiscal year cycles in which
they would like their application to be considered. The fUnds available from two grant categories
identified in this package may be used on a wide range of transportation planning applications.
INTRODUCTION
The California Department of Transportation (also known as Caltrans), provides one-time
transportation planning grants for:
~ Environmental Justice: Context-Sensitive Planning
~ Community-Based Transportation Planning
These transportation-planning grants are intended to strengthen the economy, promote
equity, and protect the environment. The results of these grants should improve mobility
and lead to the programming and implementation of transportation improvement projects.
These projects should emphasize economy, equity, environment, safety, jobs, housing,
transportation, context sensitive planning, sustainable communities, pnblic participation,
and reduced traffic con2estion.
CALTRANS TRANSPORTATION PLANNING GRANT GOALS
The Environmental Justice and Community-Based Transportation Planning grants have program
specific purposes and are intended to address local needs and issues. These Transportation Planning
Grants should address broad goals for the transportation system and are intended to foster common
and desirable attributes statewide.
Grant applicants need to demonstrate in their application how their planning project reflects one or
more of the following broad statewide planning goals:.
I) strengthen the economy;
2) promote infill development and social equity;
3) protect the environment;
4) encourage efficient development practices;
5) promote jobs and affordable housing balance;
6) link housing, transportation and land-use planning;
7) and increase community livability (by creating an attractive, safe and cohesive community).
Projects are typically one-year, but the proposal may be scoped for a two-year timeline.
Projects that can be replicated elsewhere in the state are especially welcomed. These grant programs
have different purposes and matching requirements. There is no limit on the number of applications
submitted by anyone entity per application period. However, the same project may not receive
Fiscal Year (FY) 2004/2005 or FY 2005/2006 funding from more than one planning grant program
administered by Caltrans. You may not submit an application for the same project to more than one
grant program. For the benefit of the applicant, Caltrans may refer a proposed project to a different
grant program if the proposal is better suited for different funding.

Applicants for Federally funded grants must comply with Title VI Civil Rights requirements regarding
Disadvantaged Business Enterprises (DBE) programs. For more information see 49 CFR Parts 23 and
26 Participation by DBE in the Department of Transportation Programs and Caltrans' Local Assistance
Procedures Manual Chapter 9 dated February I, 1998.

Subcontracting
Applicants must comply with bidding requirements for 3rd party contracts as necessary. See 49 CFR,
Part 18, Uniform Administrative Requirements for Grants and Cooperative Agreements to State and
Local Governments:
http://www. nhtsa.dot.gov/nhtsa/whatsup/TEA21 /GrantMan/HTML/03 _ DOTComRul_ 49CFR18.html
If the grant applicant specifically identifies a qualified, private consultant in the scope of work, that
consultant may be used without further bidding. Applicants are reminded to select consultants fairlv
and carefullv. If there is anv change in plans that require using a consultant not named in the scope of
work. then state competitive bidding requirements must be followed.
Single subcontracts, such as for consultants that exceed $25,000 must be bid. The bidding process
does not need to be elaborate, but must reflect a reasonable effort to seek at least three written
proposals. It must be a fair and documented process. Single subcontracts below $25,000 are not
subject to bid requirements.
A State boilerplate agreement for subcontracts does not exist. Each grantee should use a format that
follows the appropriate state and federal requirements.
For grants that are a continuation of an existing project (i.e. a specific plan from a general plan) in
which a private consultant has been retained, the grantee is not required to re-bid the project. However,
before work begins on the grant portion of the project, the grantee must submit in writing to the
District stating this is a continuing project and ask not to competitively bid that portion of the project.
