Authorize the Human Resources Department to update Resolution 6413 to reflect this action. 3. Baclmround: The CATV Programming/Traffic Assistant is currently a 35-hour-per-week position in the Telecommunications Division. This position provides key technical expertise required for the operation of the KCSB TV Channel 3 and Access San Bernardino (Channell?), reporting to the Division's Technical Coordinator as part of CATV's Engineering section (see attached organizational chart). Specific responsibilities of this position include: . Inputting progranuning into the traffic automation system. This is the automated system that contains and controls the progranuning content aired on the channels; . Creating monthly and weekly progranuning schedules for the channels; . Interfacing with public access progranuning providers, such as the Interfaith Consortium (IFC), as well as the Division's own Video Production Coordinator; . Staffing coverage of City Council meetings; . Supporting contract City Council coverage for the cities of Lorna Linda and Rancho Cucamonga, as well as IVDA and SBIAA meetings; . Working as a master control operator. These duties include "ingesting" programs into the automation system, managing data assets on the automation system, and monitoring/controlling audio and video signals for each outgoing channel; . Processing requests for duplications. It is recommended that this position be more appropriately reclassified to that of a full-time City employee with the corresponding benefits. The incumbent in the position has held the part-time position for 14 years, and is essentially functioning as a full-time employee. Many of the Division's functions are currently supported by the use of part-time contractors that are paid on a per-diem basis. With this reclassification, the additional five (5) hours per week of the employee's time will be spent in support of other CATV functions, such as master contract and productions, resulting in a corresponding reduction in the use of part-time contractors. Financial Imoact: Proposed: Salary $2390 x 8.5 months = $20,315 Benefits 4.600 Total annual cost $24,915 The additional cost for the remainder of FY 2004-05 is $6,800 over the budgeted part-time salary. This cost will be absorbed within the Division's budget by reducing funds used for Equipment Maintenance budget by $1,000 from Account No. 107-261-5111 (Materials & Supplies) and $1,500 from Account No. 107-261-5172 (Equipment Maintenance). The remainder of the cost will be funded through a reduction in part-time salaries (107-261-5014). Recommendation: 1. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Coordinates the requests for and schedules the use of videotape machines for compatibility with on-air cablecasting and recordings. Designs and implements organization of all videotape library materials; develops and maintains strict inventory control system of all videotape stock. Assists as needed in securing programming for use as directed by the Cable Television Manager; schedules and coordinates all necessary recordings and related usages of cablecast facilities. Maintains cablecast logs and related material from which reports are compiled upon request. Represents the division in interactions with the general public, responding in a professional manner to inquiries regarding programming information. Prepares monthly and long-range program schedules as directed by the Cable Television Manager. Maintains master long-range programming book. Routinely adheres to and maintains a positive attitude towards City and Division goals; and performs related duties as required. MINIMUM OUALIFICATIONS Graduation from high school or OED equivalent. One year experience in video production, communication arts or related field. Prior experience in television programming/trafficking preferred. Computer experience desired. Possession of a valid class "C" California driver's license. GENERAL OUALIFICATIONS Knowledge of: Program scheduling principles; Principles of indexing and filing; Report writing; Video production systems and operation; Playback systems and operations; Basic public relations techniques. Ability to: See in the normal visual range with or without correction; Hear in the normal audio range with or without correction; Exhibit normal range of body motion; Transport loads weighing up to 20 pounds; Understand and carry out oral and written instructions; Operate a vehicle observing legal and defensive driving practices; Establish and maintain effective working relationships with those contacted in the course of work; Work efficiently while maintaining multiple deadlines and changing priorities.
