SUBJECT
Resolution authorizing the Purchasing Manager to issue a purchase order to loll Medical
Corporation in the amount of$230,191.70 for fourteen (14) new defibrillators.
BACKGROUND
A Request for Quote (RFQ) #F 05-009 was issued to solicit formal bids for defibrillators on May
6, 2004. Notices inviting bids from qualified vendors for defibrillators were distributed to the
San Bernardino Area Chamber of Commerce, the City's Web Site, and advertised in The Sun
Newspaper and seven (7) bid responses were received (attachment A).
In July, 2004, the Fire Department's Emergency Medical Service Coordinator reviewed all bid
responses and determined that an addendum needed to be issued. The addendum requested
vendors to provide the unit cost for buy backs and trade-in of all monitors. All responses were
received and the following information is the result of the addendum bid process and an
evaluation period:
1. Each one of the manufacturers (Medtronic Physio-contol, Welch Allyn's PIC 50, Philips
HEARTSTART MRX, and loll's MSERIES) had an opportunity to have their
defibrillator/monitor evaluated in the field setting. The EMS Advisory board committee
members (Paramedics) were assigned the task to review, use, operate, and analyze all
specifications of these defibrillator/monitors.
The outcome and overall consensus was that loll was the superior defibrillator/monitor.
In reviewing attachment B, loll was not the lowest bid. Only the loll unit has a
reinforced hard case, which gives a lifetime guarantee to the outer case of the monitor.
2. In evaluating the Philips monitor, this defibrillator/monitor is a new type of pre-hospital
monitor. Currently, there are only a few fire agencies that have purchased this type of
defibrillator/monitor. Even though the monitor meets most of the specifications, some of
the technology is still in question with San Bernardino County protocol (lower level
energy delivery at ISO joules).
3. In evaluating the Physio-Control defibrillator/monitor, it meets all specifications.
However, the monitor has no protective reinforced case; the cover is solely a carrying
case. It is also the heaviest of all the monitors.
In reviewing the technical specifications, the following vendors (Life-Assist, Tri-anim, and
Welch Allyn) have all bid on the same type of defibrillator model (PIC 50). In our evaluation
and in reviewing the specifications, this model (PIC 50) does not meet all specifications.

Pursuant to the City's bidding process, it is recommended that Zoll Medical Corporation be
awarded a purchase order in the amount of $230,191.70 under addendum RFQ #F 05-009 for the
procurement of defibrillators (attachment B). The cost and technical specifications were
reviewed and the vendor meets or exceeds all items called for in the specifications.
FINANCIAL IMPACT
The total cost to purchase fourteen (14) defibrillators from Zoll Medical Corporation is
$230,191.70. We are requesting authorization to purchase eleven (11) defibrillators at
$15,769.21 per unit with a trade-in value and three (3) units without trade-in value at $18,910.13
each (attachment B).
The Federal Emergency Management Agency grant will fund $211,281.57 to purchase thirteen
(13) defibrillators (part of the $211,281.57 will come from the City's grant match) and the Sun
Trust Lease agreement established for the emergency medical services equipment for the new
Verdemont Fire Station will fund $18,910.13 to purchase one (1) defibrillator.
RECOMMENDATION
Adopt resolution.

$230,191.70 FOR FOURTEEN (14) NEW DEFIBRILLATORS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. That Zoll Medical Corporation is the selected vendor for furnishing fourteen
new defibrillators, in accordance with Bid Specification #F 05-009, and, as such the Purchasing
Manager is authorized to issue a Purchase Order to Zoll Medical Corporation for fourteen new
defibrillators in the total amount of $230,191.70;
SECTION 3. Zoll Medical Corporation Purchase Order shall incorporate by reference this
Resolution and Bid Specification #F 05-009.
SECTION 4. The authorization to execute the above referenced Purchase is rescinded if it is
not issued within sixty (60) days of the passage of this resolution.
