SUBJECT
Resolution authorizing the City of San Bernardino Fire Department to accept an award from the
Federal Emergency Management Agency (FEMA) in the amount of $360,600.
BACKGROUND
FEMA provides funding to provide assistance to rural, urban and suburban fire departments
throughout the United States. The purpose of the grant is to award funding to fire departments to
enhance their ability to protect the health and safety of the public, as well as that of fire fighting
personnel facing fire and fire related hazards.
On April I, 2003, the Fire Department attended a Special Grants Committee to request
authorization to submit the on-line 2003 FEMA grant application prior to Council approval. The
Grant Ad Hoc Committee consented that the Fire Department proceed with submittal of the
application and ratify the submittal of the grant application.
On April 10, 2003, the Fire Department submitted a grant application to FEMA in the area of
Emergency Medical Services Program for the purchase of defibrillators.
On April 21, 2003, the Mayor and Common Council approved resolution #2003-97 authorizing
the Fire Department to submit a grant application for funding in Fiscal Year, 2003, to FEMA in
the amount of $21 0,600 to purchase defibrillators.
On February 3, 2004, the Fire Department received an email from FEMA stating that the 2004
FEMA grant application for defibrillators was denied because of the extremely high volume of
applications and the amount of funding actually available.
On March 9, 2004, the Fire Department attended the Grant Ad Hoc Committee to request
authorization to submit the on-line 2004 FEMA grant application. The Grant Ad Hoc
Committee consented that the Fire Department proceed with submittal of the application.
On March 29, 2004, the Fire Department submitted a grant application to FEMA in the area of
Fire Operations and Firefighter Safety. Funding is for ten (10) 800 MHz radios, ten (10) self-
contained breathing apparatus (SCBA), and swift water rescue equipment.
On AprilS, 2004, the Mayor and Common Council approved resolution #2004-93 authorizing
the Fire Department to submit a grant application for funding in Fiscal Year, 2004, to FEMA in
the amount of$150,000 to purchase firefighter safety equipment.
On September IS, 2004, FEMA notified the Fire Department that the application submitted
under FEMA's Fiscal Year 2004 and Fiscal Year 2003 Assistance to Firefighters Grant Program
has been considered for approval because additional funding has become available.
We have received an award package from FEMA authorizing the purchase for defibrillators,
radios, SCBA, and swift water rescue equipment (attachment A). The period of performance
shall be from September 17, 2004 through September 16, 2005.

FINANCIAL IMPACT
The total program funding for the Emergency Medical Services Program (defibrillators) and the
Fire Operations and Firefighter Safety Program (ten 800 MHz radios, lO SCBAs, and swift water
rescue equipment) is $360,600, which requires that the city match 30% of this cost. The city's
cost share is $108,200 (rounded) and FEMA's is $252,420. All cost share contributions must be
cash, no "in-kind" or other federal funding contributions will be considered for the required cost
share. Payments for expenditures approved in the grant will be on a reimbursement basis.
The city's match, in the amount of $108,200 (rounded), will need to be funded by the General
Fund Budget Reserve in FY 04/05, and the Fire Department's budget amended to appropriate the
required funds.
RECOMMENDATION
I. Adopt resolution.
2. Authorize the Finance Director to appropriate $108,200 (rounded) from the General Fund
Budget Reserve to the Fire Department budget.

BERNARDINO AUTHORIZING THE FIRE DEPARTMENT TO ACCEPT AN AWARD
FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) IN THE
AMOUNT OF 5360,600.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. The City Administrator or designee is authorized to accept a grant from the
Federal Emergency Management Agency in the amount of $360,600 for the San Bernardino City
Fire Department's Emergency Medical Services Program and Fire Operations and Firefighter
Safety. A copy of the award package is attached as Attachment "A", and incorporated herein by
reference.
