Subiect:
Reclassify the Street Superintendent to the position of Deputy Director/Street Superintendent in
the Public Services Department.
Back2round:
The increase in responsibilities due to the consolidation of all field infrastructure maintenance
functions in the Public Services Department has changed the role of the Street Superintendent.
These added responsibilities were effective with the adoption of the FY 2004-05 budget. The
new functions include supervision of streetlights, signals, and signs and striping in addition to the
continued assignments of right of way maintenance, and sewer maintenance.
Supervisory duties include the addition of sixteen staff members increasing the number of
employees in the street division to 57. All infrastructure maintenance functions within the City
are now consolidated within a single department with a budget of$5.586 million dollars. Total
asset responsibility includes 700 miles of roadway, 52,000 street trees, 1000 miles of sewer lines
and 249 signalized intersections.
Additionally the increase in in-house responsibility of capital improvements projects, which were
previously contracted to outside vendors, requires the position to have an understanding of
project management and the ability to coordinate assignments with a variety of departments to
complete the project.
The proposed position of Deputy Director/Street Superintendent will assume more of the daily
management of the department, including safety, disciplinary, and other department-wide
functions.

The total increased cost for FY 2004-05 is $3,300. This position is split between the sewer and
general fund. The impact to each fund is $1,650. The minimal cost for FY 04-05 will be
covered by personnel savings in each fund and future costs will be absorbed in the department's
budget.
Recommendation:
1. Reclassify the Street Superintendent, Range 4515, $5792 - $7040/month to the new
position of Deputy Director/Street Superintendent, Range 4525, $6088-$7,400/month
2. Director the Human Resources Department to update Resolution 6413, Section Fourteen,
to reflect this particular action.

DEPUTY DIRECTOR/STREET SUPERINTENDENT (U)

SUMMARY DESCRIPTION
Under administrative direction, directs, manages, supervises, and coordinates the work of maintenance
crews in the Street Division; coordinates assigned activities with other divisions, departments, and outside
agencies; provides highly responsible and complex administrative support to the Director of Public
Services; and performs related work as required. Performs the duties and functions of the Director during
his/her absence.
ORGANIZATIONAL RELATIONSHIPS
The class of Deputy Director/Street Superintendent is a management class under the supervision of the Director of
Public Services. The Deputy Director/Street Superintendent exercises line supervision over the several Maintenance
Supervisors and through them exercises supervision over the Street Maintenance Division. In addition, may
exercise management oversite over other Divisions within the Public Services Department as assigned.
REPRESENTATIVE DUTIES
The fol/owing duties are typical for positions in this classification. Any single position may not perform 01/ of these
duties and/or may peiform similar related duties not listed here:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Assumes management responsibility for assigned services and activities of the Street Division
including planning, organizing, coordinating, and directing the work of personnel engaged in the
construction, maintenance and repair of streets, sewer lines, sidewalks, alleys, curbs, gutters, culverts,
drains, parkways and related facilities, tree trimming, and the sweeping of streets.
3. Manages and participates in the development and implementation of goals, objectives, policies and
priorities for assigned programs; recommends and administers policies and procedures.
4. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures;
recommends, within departmental policy, appropriate service and staffing levels.
5. Plans, directs, coordinates and reviews the work plan for street maintenance staff; assigns work
activities, projects and programs; reviews and evaluates work products, methods and procedures;
meets with staff to identify and resolve problems.
6. Inspects work in progress and at completion to ensure all services and activities adhere to established
City policies and procedures; changes methods, procedures and schedules as necessary.
7. Establishes and maintains a system of accountability of time and materials for authorized public
service projects; reviews street maintenance methods used by other cities and agencies to improve
future operations; explains and enforces street maintenance ordinance provisions; inspects the
condition of equipment.
8. Confers with and advises supervisory staff on problems relating to street maintenance work;
supervises the maintenance of records, official maps, files, and data based management systems;
prepares reports and correspondence, and formulates short and long-term programs for street
maintenance improvements.

9. Prepares specifications and recommends award of contracts; prepares project, program and case
reports and agreements; recommends five-year capital improvement programs.
10. Selects, trains, motivates and evaluates street maintenance personnel; provides or coordinates staff
training; works with employees to correct deficiencies; implements discipline and termination
procedures.
II. Oversees and participates in the development and administration of the division's annual budget;
participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors
and approves expenditures; implements adjustments.
12. Serves as the liaison for the Street Division with other divisions, departments and outside agencies;
negotiates and resolves sensitive and controversial issues.
13. Serves as staff on a variety of boards, commissions and committees; prepares and presents staff
reports and other necessary correspondence.
14. Provides responsible staff assistance to the Director of Public Services.
15. Attends and participates in professional group meetings; stays abreast of new trends and innovations
in the field of street maintenance.
16. Responds to and resolves difficult and sensitive citizen inquires and complaints.
17. Routinely adheres to and maintains a positive attitude towards City and Department goals.
18. Performs related work as required.
GENERAL QUALIFICATIONS
Knowledl!e of:
Standard equipment, methods, practices and procedures involved in the maintenance and repair of
streets, sewers, right-of-ways, the sweeping of streets, and the trimming of trees;
Principles and practices of office management, administration, supervision, training, and public
relations;
Technical, legal, financial and public relations problems involved in the conduct of the street
maintenance programs;
Current automation and use of technology to promote the most efficient methods of providing
services;
Street maintenance ordinances and regulations of the City;
Hazards and safety precautions of street maintenance work;
General City geography and street layout;
Principles and practices of municipal budget preparation and administration;
Pertinent federal, state and local laws, codes and regulations.
Ability to:
Supervise and direct a large staff of maintenance crews and personnel engaged in field and office
work;
Read and interpret engineering plans, specifications, drawings and technical reports;
Delegate authority and responsibility;
Schedule and program work on a short and long-term basis;
Conduct thorough investigations;
Prepare comprehensive reports, plans, specifications, and cost estimates;
Plan, develop, and monitor a budget;
Understand and carry out oral and written instructions;

Communicate clearly and concisely, both orally and in writing;
Establish and maintain effective relationships with those contacted in the course of work.
Minimum Oualifications
Associate of Arts degree in Public Works, Public or Business Administration or a closely related
field, and three years of experience in a supervisory or managerial position in street maintenance.
License or Certificate:
Possession of a valid Class "c" California Driver's License is required.
