STAFF REPORT
SUBJECT
A resolution authorizing an increase to an annual purchase order, with four single year
renewal options, to Rehrig Pacific Company for the purchase of automated containers
for residential refuse services.
BACKGROUND
The City of San Bemardino Department of Public Services, Refuse Division services
approximately 40,000 residential customers through an automated collection system.
The City has over 100,000 automated refuse containers that require service on a
weekly basis. Automated refuse containers need to be replaced at certain intervals in
the life cycle due to negligence, incidental damage, theft and loss due to causes of
nature to include the cyclical Santa Ana winds.
Rehrig Pacific Company of Los Angeles, Califomia, manufactures residential containers
that have been tested in the areas of the City that experience the greatest exposure to .
the high winds. These containers have proven to withstand the Santa Ana wind
conditions at desirable levels. There were no reports of missing or damaged containers
due to high winds from any of the test sites. The Public Services Refuse Division
issued Purchase Order No. 997251 in Fiscal Year 2003/2004 to Rehrig Pacific
Company through the City of Los Angeles cooperative purchasing agreement for the
amount of $24,900, with the cost of $38.50 per 95 gallon container and $34.00 per 65
gallon container. Rehrig Pacific Company has extended their offer to the City of San
Bemardino to purchase containers through the City of Los Angeles contract for the
same price, (see Exhibit I).
Currently, the Public Services Refuse Division has issued a purchase order to Rehrig
Pacific Company in the amount of $24,900. The Department is requesting an increase
to the purchase order of an additional $125,000 for a total amount not to exceed
$149,900, with four single year renewal options, to Rehrig Pacific. Company for the
purchase of approximately 3,900 containers.
FINANCIAL IMPACT
Funding for the purchase of new and/or replacement automated refuse containers is
contained in the Refuse Division FY2004/2005 budget, Account No. 527-412-5112
Small Tools and Equipment in the amount of $228,000.
RECOMMENDATION
Adopt resolution.

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING AN INCREASE TO AN ANNUAL PURCHASE
ORDER, WITH FOUR SINGLE YEAR RENEWAL OPTIONS, TO REHRIG PACIFIC
COMPANY FOR THE PURCHASE OF AUTOMATED CARTS FOR RESIDENTIAL
REFUSE SERVICES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Rehrig Pacific Company furnishes automated carts for
residential refuse service; pursuant to this determination the Purchasing Manager is
hereby authorized to increase Purchase Order No. 205314 by $125,000 for a total
amount not to exceed $149,900
SECTION 2. The Purchase Order shall reference this Resolution No.2004-_
and shall read, "P.O. No.205314, Rehrig Pacific Company, Automated Residential
Refuse Carts", not to exceed $149,900 and shall incorporate the terms and conditions
of this resolution.
SECTION 3. The authorization to execute the above referenced Purchase Order is
rescinded if not issued within sixty (60) days of the passage of this resolution.
