SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Police Department to apply for and accept a "Sobriety Checkpoint Program for Local Law
Enforcement II" mini grant from the California Office of Traffic Safety in the amount of
$47,648.00.
BACKGROUND
On September 15th, 2003, Resolution #2003-260 was adopted, ratifying submittal of a mini grant
application to the California Office of Traffic Safety for Sobriety Checkpoints to be conducted
by the police department. The amount approved was $38,300.00. The time period covered under
that program was 12/19/03 - 1/4/04 and 8/27/04 - 9/12/04.
On August 3rd, 2004, the Office ofTraffic Safety sent the San Bernardino Police Department a
notice that they are currently awarding local law enforcement agencies funds through the
"Sobriety Checkpoint program for Local Law Enforcement II" mini grant program. This mini
grant covers funds for overtime cost related to conducting sobriety checkpoints during the
periods to cover December 2004 - January 2005, August / September 2005 and December 2005
- January 2006.
Sobriety checkpoints have proven to be effective tool for law enforcement and the San
Bernardino Police Department in addressing impaired driving issues. Studies conducted in
California and in other states show that cities conducting these checkpoints have substantial
reductions in alcohol involved collisions.
After careful consideration of balancing resources with needs, a deployment plan was developed
for the mobilization period. It will include two supervisors (one sergeant, one corporal), ten
officers and three non-sworn personnel per event. The police department will conduct eight
checkpoints during the course of this program period. The total amount of overtime cost
dedicated to this program will be approximately $47,648:00. There is no matching fund
requirement.
FINANCIAL IMPACT
There is no financial impact on the City's General Fund.
RECOMMENDATIONS

SECTION I:
The Mayor and Common Council of the City of San Bernardino
hereby authorize the Police Department to apply for and accept the State of California Office of
Traffic Safety Mini Grant entitled, "Sobriety Checkpoint Program for Local Law Enforcement
II" in the amount of $47,648. The grant is for overtime and reporting costs related to increased
enforcement during the "You Drink & Drive, You Lose" Campaign. Expenditures will be in
accordance with the Office of Traffic Safety Detailed Budget Estimate form (OTS-38E),
contained in the Office of Traffic Safety Grant Agreement.
