SUBJECT
Resolution authorizing the Purchasing Manager or designee to increase Allstar Fire
Equipment Inc. annual purchase order for protective clothing and equipment for
structural firefighting.
BACKGROUND
On July 19, 2004, the Mayor and Common Council approved resolution #2004-231
authorizing the Purchasing Manager to issue an annual purchase order to Allstar Fire
Equipment in the amount of $64,000 for fiscal year 2004-2005, through competitive
bidding on Bid #F05-012.
Allstar Fire Equipment supplies the City with fire safety clothing and equipment to
provide all suppression personnel with turnout gear clothing (structural gloves, wildland
gloves, turnout boots, brush jackets, brush pants, turnout coats, turnout pants, and
structural helmets). The annual purchase order was an estimated annual cost for
protective clothing and equipment for structural firefighting. During fiscal year 2004-
2005 a total amount of $64,828.09 has been expended for fire safety gear.
Fire projects that an additional $20,000 is needed to cover the cost for fire safety gear for
the remainder of fiscal year 2004-2005. Therefore, Fire requests that Allstar Fire
Equipment Inc. annual purchase order be increased by an additional $20,000 for a total
amount not-to-exceed $84,000. The amount requested is to pay outstanding invoices and
purchase safety gear equipment that is worn out or damaged during the normal course of
business, and needs to be replaced. Additionally, hiring of fire safety personnel due to
the new fire station, retirements, promotions contributed to the need to increase this
annual purchase order to furnish new employees with two sets of turnout coats and
turnout pants.
Funds will be transferred from our uniform purchase order account and capital outlay
account to the safety equipment purchase order account to cover the increase.
FINANCIAL IMP ACT
Funds for this request is available in the Fire Department FY 04/05 budget in account
number 001-202-5111 (Materials and Supplies). There is no additional cost to the
General Fund for this purchase order increase.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINIO AUTHORIZING THE PURCHASING MANAGER OR DESIGNEE TO
INCREASE ALLSTAR FIRE EQUIPMENT INC. ANNUAL PURCHASE ORDER FOR
PROTECTIVE CLOTHING AND EQUIPMENT FOR STRUCTURAL FIRE FIGHTING.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. Pursuant to Purchase Order #205319 for the amount of $64,000, Allstar Fire
Equipment Inc. supplies the City of San Bernardino with the following safety gear: structural gloves,
wildland gloves, turnout boots, brush jackets, brush pants, turnout coats, and turnout pants). The Fire
Department projects that an additional $20,000 is needed for fire safety gear for the remainder of FY
04/05. Pursuant to this determination, the Purchasing Manager or designee is hereby authorized to
increase the annual purchase order to Allstar Fire Equipment Inc. by $20,000, to an amount not-to-
exceed $84,000.
SECTION 2. The authorization to execute the above referenced increase to the annual
purchase order is rescinded ifit is not issued within sixty (60) days of this passage of this resolution.
