SUBJECT:
Authorization to Proceed - Sale of Water Department Property located at the SE comer of
MacKay Drive and "D" Street and also known as Assessor's Parcel 0141-311-21.
BACKGROUND:
The subject property consists of one parcel located at the southeast comer of MacKay Drive and
"D" Street and is 0.77cJ:. acres (or 33,54H square feet). This Parcel was acquired by the Water
Department in 1990 for the purchase price of$127,000, as part of the acquisition of the Blood
Bank Property, which is now the administrative building for the Water Reclamation Plant. The
Water Department reserved this Parcel for a potential future well site for dewatering. However,
San Bernardino Valley Municipal Water District has drilled and developed two dewatering wells
in this area and the Department's ability to extract and use water south of Mill Street is restricted.
The Department determined that this site would not be viable as a future well site. On July 27,
2004 the Board of Water Commissioners declared this property as surplus and authorized its
sale.
The Parcel was appraised for $130,000.00 or $3.90 a square foot. The Parcel is zoned CG-I
(Commercial General). Staff has reviewed the appraisal and concurs with the value of
determination by the appraiser.
The property owner immediately adjacent to this Parcel, Mapco, has submitted a letter of interest
in acquiring this property for the purpose of expanding their current operations. However, the
Parcel will need to be sold through the competitive bid process as required by the Municipal
Code.
If authorization to proceed is given, staff will contact all City Departments to determine if there
is a need for this property by any other City Department. A summary of those responses, if any,
will be submitted prior to advertising for bids.
The proceeds of the sale, less any costs incurred by the City including staff time, will be
forwarded to the Water Department upon conclusion of the sale. As stated in the City Charter
Article IX, Section 164, 10% of Water Department revenues may be transferred to the City's
General Fund.
FINANCIAL IMPACT:
No costs to the City. Any costs incurred with this sale will be recovered from the proceeds of the
sale and the remainder will be forwarded to the Water Department. The City may retain 10% of
the proceeds.
RECOMMENDATION:
Staffrecommends that authorization to proceed with the sale be given.
