Quitclaim Deed ofa portion of Lot 12, S.W. Little Tract, as recorded in book 9 of Maps, page
12, record of the County of San Bemardino
Background:
The Water Department acquired through an agreement the service area and the real property
assets of Dillson Mutual Water Company in 1978. The department retired all of the outstanding
stock of the company and was to receive a grant deed conveying all of the company's real
property. Department records reflect that we have a copy of the corporation grant deed that was
executed on January 30, 1978; however, the deed was never recorded.
One of the parcels that was to be deeded to the City of San Bernardino was a 9' X 12.5' well site
located off of Bonita Vista Drive and Reservoir Road. The well site is on a larger parcel owned
by Alfred M.. Sessions who has requested that the City sell the well to him. The well was
abandoned at the time the department took over the service area of Dillson Mutual Water
Company and has a nominal value. The department recently completed demolition of the pump
house and all required abatement of lead based paint.
Les Fogassy, Real Property Official, has confirmed that the fair market value for the property is a
nominal one.
The department does not use the well and has no plans to use the well as a source of supply.

Staff has determined the fair market value of this parcel to be a nominal $500 based on the following criteria: The parcel is
no longer needed by the City or Water Department for its intended use nor any other City use; Due to its size and 1oaItion,
the highest and best use of the property is to the surrounding property; the added value to the surrounding property is of
minimal value since the City parcel is not needed for access to the surrounding parcel, but does allow for a more
unrestricted use of the surrounding property. Comparable sales would not be applicable to this parcel based on the above
issues.
