Background On May 16, 2005, the Mayor and Common Council authorized the police department to submit an application for the COPS 2005 Technology grant (for FY 2005-06) and to administer the grant in accordance with the grant expenditure plan. The COPS Office approved the grant expenditure plan on September 15, 2005. Information Services and the police department are moving forward with acquiring the approved technology. The Police Department uses mobile data computers to allow officers to communicate with police dispatch and make inquires into state and federal law enforcement databases. A pilot project for in-vehicle report writing software has successfully shown that police officers can prepare many of their reports in their patrol cars while working in their assigned beats. The next phase of this project is to move access to the police computer network out into the community. This would allow police officers to have access to all functions of the automated report writing system without returning to the central police facility. This request will authorize the Police Department to purchase essential security software and networking equipment to allow officers to access the department's report writing server using wireless networking technology. Ten access points ("hot-spots") will be available at the district community services offices and other City owned facilities frequented by police vehicles. Wireless "hot-spots" use existing City owned networking infrastructure to communicate with servers at the central police facility. Security software purchased as part of this request ensures that our City network will be protected from unauthorized access. Officers will be able to transmit reports completed in the field to their field supervisors for approval and/or print reports at the central police facility and district offices without leaving their assigned districts. This saves an estimated 8,300 hours of employees' time for the 50,000 field police reports completed annually. Hot spots further improve officer efficiency by providing field access to updated Hot Sheets (list of stolen vehicles), All Point Bulletins, and Wanted Bulletins (wanted persons). Currently these essential officer safety tools are available only at the central police facility. Enterprise Electronic Datacom Inc., of Temecula, California is the designer of the City's existing Wide-Area-Network (WAN). They also provided the pilot wireless "hot-spot" at the police department. Because of their detailed understanding of our network, our unique security issues associated with criminal offender record security, and their understanding of our networking hardware a selected source bid exemption per Section 3.04.010 B.3 (Purchases approved by the Mayor and Common Council) of the San Bernardino Municipal Code is requested. Financial Impact The networking hardware and security software provide by Enterprise Electric Datacom Inc. will cost $46,498.60. This purchase will be covered by COPS 2005 Technology Grant funding, account#123-788-5702. There will be no impact on the City's General Fund budget. Recommendation Adopt resolution. That the Mayor and Common Council 11 authorize an exemption from the regular bid process in accordance with Section 3.04.010_ 12 Section B.3 of the San Bernardino Municipal Code. 13 SECTION 2. That the Mayor and Common Council authorize the Purchasing 14 Manager to issue a purchase order for $46,498.60 to Enterprise Electronic Datacom Inc, for the 15 purchase of wireless networking hardware and security software. The Purchase Order shall 16 reference the number of this resolution and shall read "Police Wireless Hot-Spot Hardware and 17 18 Security Software. Enterprise Electric Datacom Inc. Quote 10-29-2005. Bid price will remain in effect for sixtv days. 2. Any additions and/or change orders will be done on a firm quote or on a time and material basis, once an authorization form is signed by the customer and returned to Enterprise. 3. This project is bid for the work to be performed on a continuous basis, start to finish. .; Any project stoppage due to the customer or other trades may involve additional charges. 4.
