Synopsis of Previous Council Action:
On January 1, 1997, the Mayor and Common Council approved salary increases for the
Extra Relief Heavy Laborer position.
On August 9, 2004, the Personnel Committee recommended this item for approval.
Recommended Motion:
1. Approve a salary increase for the position of Extra Relief Heavy Laborer from
$7 .25/hour to $9.25/hour, effective September 1, 2004.
2. Approve a salary increase for the position of Extra Relief Heavy Laborer from
$9.25/hour to $11.25/hour, effective July 1, 2005.
3. Direct Human Resources to update Resolution 6413, Section Thirteen, to reflect
this action.
4. Authorize the Director of Finance to amend FY 2004/05 Adopted Budget and
appropriate $5,700 from the Fleet Fund's unreserved/undesignated fund balance
to Acct. No. 635-341-5014 (PIT salaries), $31,000 from the Refuse Fund Acct.

Salary increase for the position of Extra Relief Heavy Laborer in the Public Services
Department.
Backl!:round:
The Public Services Department employs approximately 22 part-time employees who are
classified as Extra Relief Heavy Laborers. This position is primarily responsible to provide daily
support services such as bin and cart delivery and repair and to supplement absent full-time
employees. This position has not had a salary increase since January 1997.
The Public Services Department is requesting an hourly wage increase to assist in retaining
employees hired and trained in this position and minimize the turnover due to the current pay.
Additionally, the proposed hourly rate increase will bring the Extra Relief-Heavy Laborer
position's rate to approximately 80% of the Refuse Operator 1 position. This is the same formula
used for safety trainee positions. .

The financial impact for this action will be to increase funds in the Fleet, Refuse, and General

The total amount needed to be transferred for FY 2004-05 is $36,700 as indicated in the
reconunendations listed below.
Recommendation:
1. Approve a salary increase for the position of Extra Relief Heavy Laborer from $7.25/hour
to $9.25/hour, effective September 1, 2004.
2. Approve a salary increase for the position of Extra Relief Heavy Laborer from $9.25/hour
to $1 \.25/hour, effective July 1,2005.
3. Direct Human Resources to update Resolution 6413, Section Thirteen, to reflect this
action.
4. Authorize the Director of Finance to amend FY 2004/05 Adopted Budget and appropriate
