agreement with the County of San Bernardino to provide fire protection and paramedic services to
county unincorporated areas within the City of San Bernardino's sphere of influence from July 1,
1999, through June 30, 2001.
Resolution 2001-193 authorizing the City of San Bernardino Fire Department to renew the
agreement with the County of San Bernardino to provide fire protection and paramedic services to
County unincorporated areas within the City of San Bernardino's sphere of influence from July 1,
2001, through June 30, 2003.
Resolution 2003-130 authorizing the City of San Bernardino Fire Department to renew the

Resolution adopting Amendment Number Two authorizing the City of San Bernardino
Fire Department to extend the Agreement with the County of San Bernardino to provide
fire protection and paramedic services to County unincorporated areas within the City of
San Bernardino's sphere of influence from July I, 2004, through June 30, 2005.
BACKGROUND
On December 7, 1998, the Mayor and Common Council authorized the execution of an
agreement with the County of San Bernardino. The agreement was to provide fire
protection and paramedic services to County unincorporated areas located within the City
of San Bernardino's sphere of influence. The agreement was for a term ofsix months
from December 29,1998, through June 30, 1999.
On May 15, 2000, the Mayor and Common Council authorized the execution of an
agreement with County of San Bernardino. This agreement was to continue to provide
fire protection and paramedic services to the County of San Bernardino. The new
agreement was for a term of two (2) years from July 1, 1999, through June 30, 2001.
On June 18,2001, the Mayor and Common Council authorized the Fire Department to
renew the agreement with the County of San Bernardino. The agreement was for a term
of two (2) years from July 1, 2001, through June 30, 2003.
On June 16,2003, the Mayor and Common Council authorized the Fire Department to
extend the agreement with the County of San Bernardino to provide fire protection and
paramedic services to County unincorporated areas within the City of San Bernardino
sphere of influence. The agreement was for a term of one (1) year from July 1, 2003,
through June 30, 2004.
The County of San Bernardino Fire Department has requested that the San Bernardino
City Fire Department continue to provide fire protection and paramedic services to
County unincorporated areas located within the City of San Bernardino's sphere of
influence. There are eight (8) San Bernardino County unincorporated areas, more
commonly referred to as "county islands", located within the City of San Bernardino's
sphere of influence.
A workshop regarding status of increasing emergency call volume was presented to
Mayor and Common Council on July 6, 2004. At the meeting, direction was given to
convene the Fire Department Emergency Response Planning Standards Ad Hoc
Committee. One of the major issues the committee will address is the county island
contract's impact on service delivery within the City.

Meetings and deliberations of the committee will begin in September with the goal of
completing its work by end of March 2005. Consequently, this time frame allows time to
determine what course of action should be taken prior to contract expiration on June 30,
2005.
On June 30, 2004, the one-year extension contract to provide service to the County
islands expired. The Fire Deparbnent is requesting approval to enter into a successor
one-year agreement from July 1, 2004, through June 30, 2005, and to amend section 6 of
Agreement 01-738 to include this extension.
FINANCIAL IMPACT
The estimated revenue to be received for services rendered per the agreement is
$250,000. There is no increase from the previous year.
RECOMMENDATION

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:

SECTION 1. That San Bernardino County Fire Department (County Fire) and the San
Bernardino City Fire Department wish to renew their agreement for fire protection and paramedic
services to County unincorporated areas;

SECTION 2. The Mayor or her designee is hereby authorized and directed to execute said

agreement, a copy of which is attached as Attachment A;
SECTION 3. Said agreement will be for fire protection and paramedic services for the period
of July 1, 2004, through June 30, 2005. Said services will be provided in the eight (8) San

Bernardino County unincorporated areas, most commonly referred to as "county islands", located
16
within the City of San Bernardino's sphere of influence;

SECTION 4. Said agreement amount shall be for two hundred and fifty thousand dollars and
18
no cents ($250,000).

SECTION 5. The authorization to execute the above referenced agreement is rescinded ifit is
20
not executed within one hundred and twenty (120) days of the passage of this resolution.

of San Bernardino's sphere of influence. The agreement was for a term of six months
from December 29,1998, through June 30, 1999.
On May 15, 2000, the Mayor and Common Council authorized the execution of an
agreement with County of San Bernardino. This agreement was to continue to provide
fire protection and paramedic services to the County of San Bernardino. The new
agreement was for a term of two (2) years from July 1,1999, through June 30, 2001.
On June 18,2001, the Mayor and Common Council authorized the Fire Department to
renew the agreement with the County of San Bernardino. The agreement was for a term
of two (2) years from July I, 2001, through June 30, 2003.
On June 16,2003, the Mayor and Common Council authorized the Fire Department to
extend the agreement with the County of San Bernardino to provide fire protection and
paramedic services to County unincorporated areas within the City of San Bernardino
sphere of influence. The agreement was for a'term of one (I) year from July I, 2003,
through June 30, 2004.

adopted Resolution 2004-261 - Resolution adopting Amendment No.2 authorizing the City of
San Bernardino Fire Department to extend the agreement with the County of San Bernardino to
provide fire protection and paramedic services to County unincorporated areas within the City
of San Bernardino's sphere of influence from July 1, 2004, through June 30, 2005.
Enclosed are three (3) original agreements. Please obtain signatures in the appropriate location
