Agenda Item No, ~~ 1/ / J!./ / do-' c o o CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization for the Director of Development Services to Execute Change Order No. One to Contract with Matich Corporation for construction of Campus Parkway (SS 04-0 I) and installation of a traffic signal at Kendall Drive and Campus Parkway (TC 04-07) per Plan Nos. 10952 & 10232 and authorization for the Director of Finance to amend the FY 2005/06 budge!. Backeround: On January 10, 2005, the Mayor and Common Council awarded a contract in the amount of $2.181.877.00 to Matich Corporation for construction of Campus Parkway (SS 04-0 I) and installation of a traffic signal at Kendall Drive and Campus Parkway (TC 04-07) per Plan Nos. 10952 & 10232. The project consists of the following: construction of a new 4-lane divided arterial roadway known as Campus Parkway between Kendall Drive and Northpark Boulevard; widening Northpark Boulevard to 4-lanes between Campus Parkway and University Parkway: installation of a new traffic signal at the intersection of Campus Parkway and Kendall Drive: installation of curbed medians in both Campus Parkway and Northpark Boulevard: installation of street lights. landscaping and irrigation systems in the medians; and installation of grouted river rock at selected locations in the medians. At the time of the award it was anticipated that grading for Campus Parkway, which was being done by University Park LLC in connection with the development of Tract No. 16509, would be completed in February of 2005. However, heavy rains and problems installing several large water pipelines to serve the development delayed completion of the grading until September of 2005. A Notice to Proceed was issued to Matich Corporation on September 6, 2005. -, Also, since the initial design and award of contract. additional land has been acquired from an adjacent owner for development and dedication of a local park to the City; permission has been obtained from CSUSB to develop a parcel owned by CSUSB as a "passive" public park; permission has been secured from the City's Water Department to develop a 0.52 acre parcel abutting the north side of Campus Parkway as a Public Park linked to a trail system; plans have been submitted for a new development abutting both Campus Parkway and Northpark Boulevard; and the City has received and responded to suggestions from CSUSB for modifications that better conform to recent changes in the University's master development concept. These events make desirable some adjustments to the street plans and to Matich Corporation's scope of work. Some of these items are discussed in more detail below. In addition to the subject change order, staff is working on additional adjustments to the plans that more fully reflect recent events that will necessitate a second change order. Change Order No. One in the amount of $82,032.00 is summarized as follows: Install additional catch basin and connector pipe on Campus Parkway near Kendall Drive: A review of the plans for Campus Parkway near Kendall Drive revealed that a slope and roadway along the easterly side of Campus Parkway drains to the intersection of Campus Parkway at Kendall Drive and may flood the intersection during heavy downpours. Since a catch basin connector pipe outletting into Devil Creek is already proposed on' the westerly side of Campus Parkway near Kendall Drive. it was necessary to add a catch basin on the easterly side of Campus Parkway near Kendall Drive and install a connector pipe (2oo0-D) between the two catch basins. A credit was taken for the IS" pipe (1000-0) because it could not be reused due to the inadequate strength rating. Modified Foundations for Streetlights: The original design called for the streetlight foundations to be installed per Standard No. SL-I and SL-2, which applies to streetlights with a 6-foot long single mast arm. Since the streetlights are installed in the median, it was necessary to use S-foot long double mast arms. Due to the high wind and exposed conditions at the site, Matich Corporation, having considerable construction experience with streetlights installed in high wind areas, suggested that the depth of the foundation be increased from 4 feet to 6 feet deep and that a steel reinforcing cage be added. Staff concurs. These changes will provide additional strength for wind speeds up to 100 miles per hour in lieu of the standard SO mile-per-hour design wind speed. Construction of Parallel Parking on Campus Parkway: After bids were received, Watson & Associates, Inc. purchased land on the northeasterly corner of Campus Parkway and Kendall Drive and proposed to construct a neighborhood park at that location. Recently, a draft park improvement plan was prepared. Based on review of the draft park plan, staff desires to make a modification to the street plans. To provide some parking for the park, four parallel parking spaces were added to the plan in the vicinity of the park. In addition, a decision was made to add four parallel parking spaces adjacent to the "Artist Colony" which is located in the vicinity of Valles Drive and is proposed to be a mixed- use (live-work) development. The plans include development of a public park. The addition of these parallel parking spaces required the contractor to complete additional rough grading work, extend an existing storm drain (approximately S feet), install a cross gutter and spandrel. install additional curb & gutter and striping for the parking stalls. Relocate 6" Waterline along the North Side of Kendall Drive: This existing waterline was discovered after start of construction to be too shallow and needed to be lowered approximately 2 feet to meet San Bernardino Municipal Water Department (SBMWD) standards for clearance below the surface of Campus Parkway. It was necessary for Matich Corporation to lower the water line prior to proceeding with work on Campus Parkway near Kendall Drive. Please refer to the attached Change Order No. One for additional details. Financial Impact: The total funding currently available in. the FY 2005/06 Capital Improvement Program under Account No. 129-367-5504-7007 ($75,000), Account No. 126-369-5504-7007 ($74,700) and Account No. 250- 370-5504-7262 ($14S.S00) is $29S.500. Change Order Items I-I through 1-4 are storm drain improvements totaling 552.304.00. Slaff recommends these items be funded from the Storm Drain fund by transferring the amount of $52.300.00 from Account No. 24S-36S-5504-7316 "(SD04-0S) State Street Storm Drain" to a new Account No. 24S-36S-5504-7007 "Construction of Campus Parkway (SS 04-01) and installation of a traffic signal at Kendall Drive and Campus Parkway (TC 04-07) per Plan Nos. 10952 & 10232". The Slate Street Storm Drain Project (SD04-0S) is being constructed under terms of an Agreement with SANBAG. Due to the high wind and exposed conditions at the site it was deemed prudent to increase the depth of the foundatien from 4 feet to 6 feet deep and add a steel reinforcing cage. These changes will provide sufficient strength for wind speeds up to 100 miles per hour in lieu of the standard 80 miles per hour desi~n wind speed. Construction of parallel parkinll on Campus Parkway. After bids were received it was determined that a park would be installed at the northeasterly corner of Campus Parkway and Kendall Drive. To provide some parking for the park, four parallel parking spaces were added to the plan in the vicinity of the 1-' park.
