CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
Subject:
Resolution authorizing the Mayor or her designee to execute an Agreement between the City of
San Bernardino and New Hope Baptist Church to provide community services at the Westside
Community Service Center.
Background:
The Parks, Recreation and Community Services Department has operated the Westside
Community Service Drop-In Center since 1968. Services at the center have varied over the years
based on community need and currently include rental and utility assistance, short term housing
assistance, clothing closet, job referrals, tax preparation assistance, tutorial programs, senior
nutrition programs, food referrals, Social Security Assistance, and arts and leisure classes. In 2003
the facility housing the program was sold by the City's Economic Development Agency to New
Hope Baptist Church. Since that time the city has leased operating space within the newly renamed
New Hope Family Life Center at a current rate of$41,000 per year to provide this service.
In late 2003, department officials began discussions with New Hope Baptist church leadership
regarding a potential agreement for the church to assume responsibility for these services. New Hope
Baptist Church has a significant track record of providing vital community services to the
traditionally under-served populations in San Bernardino. In many ways the City and the church
have duplicated services as the church currently operates a clothes closet, offers youth programs, and
assist with the emergency financial needs of many San Bernardino area citizens.
As a result of New Hope Baptist Church's strong community service experience, the City's
responsibility to continue to provide these important services and the City's current financial
constraints, it is prudent for the City to contract with New Hope Baptist Church for the provision of
these services.
The full-time position of Community Services Center Manager for the Westside Community
Service Drop-In Center has been vacant since August of2003. The current part-time staff operating
the center will be re-assigned to accommodate this plan. The Department has had discussions with
New Hope Baptist church officials with respect to continued employment of the affected part-time
city staff.
The agreement terms include an annual payment of $72,000 to be paid in monthly increments. One-
year agreement term. This plan will allow these valuable services to continue while providing the
city savings of approximately $56,000 from the current $128,000 budget.
Financial Impact:
No cost to the General Fund. The budget for this program change will be incorporated in the
adopted budget for FY -04-05. A cost savings of $56,000 for the City will result from this
agreement.
Recommendation:
Adopt Resolution.
