BACKGROUND Through normal and continual use, protective clothing and safety equipment become worn or damaged, and needs to be replaced. A Request for Quote (RFQ) #F 05-012 was issued to solicit formal bids for protective clothing and equipment for structural firefighting. Notices were distributed to the San Bernardino Area Chamber of Commerce, the City's Web page, and advertised in The Sun Newspaper inviting bids from qualified vendors for protective clothing and equipment. RFQ #F 05-012 packages were requested by seventeen (17) vendors and five (5) bid responses (one of which was a "no bid") were received. All vendors were requested to bid on each of the items listed in the bid specification F05-0 12 (attachment A). Therefore, based on unit cost Allstar Fire Equipment Inc. and Special T Fire Equipment are the lowest and best unit bidders. The bid summary sheet (attachment A) lists all the categories and quotes. Pursuant to the City's bidding process, it is recommended that vendors meeting technical specifications be awarded an annual purchase order under RFQ #F 05-012 for the procurement of protective clothing and equipment for structural firefighting. Also, the City permits a 1 % local vendor preference for the purpose of comparing bid prices. Special T Fire Equipment is the only local vendor and we are requesting that an annual purchase order be issued in the amount of $2,000 for goggles and hoods based on the lowest unit cost. Allstar Fire Equipment Inc. has the lowest unit cost for face shields, gloves, turnout boots, wildland brush pants, wildland brush jackets, turnout coats, turnout pants and meet technical specifications. Therefore, it is recommended that an annual purchase order be awarded to Allstar Fire Equipment in the amount of $64,000 under RFQ #F05-012. The cost and technical specifications of all bids were reviewed and the low bidders were determined in each category. All vendors recommended are acceptable and meet or exceed all items called for in the specifications. The annual purchase orders are for one year with the option, at the City's discretion, of renewing the contract annually for up to two years. FINANCIAL IMPACT The total dollar amount of $66,000 is included in the Fire Department FY 2004-2005 budget for protective clothing and equipment for structural firefighting. IN THE AMOUNT OF $64,000 AND SPECIAL T FIRE EQUIPMENT IN THE AMOUNT OF $2,000 FOR REPLACEMENT OF PROTECTIVE CLOTHING AND EQUIPMENT FOR STRUCTURAL FIRE FIGHTING. 2 3 4 5 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 8 9 SECTION 1. That AlIstar Fire Equipment Inc. and Special T Fire Equipment are the 'lowest responsible bidders for the replacement of fire safety clothing, for a total amount not-to-exceed 10 $64,000 and $2,000, respectively, in accordance with Bid Specification F 05-012, and, as such the 11 Purchasing Manager is authorized to issue annual purchase orders to AlIstar Fire Equipment Inc. 12 and Special T Fire Equipment. The annual purchase orders are for one year with the option of two 13 one-year extensions. All other bids are hereby rejected. 14 SECTION 2. The AlIstar Fire Equipment Inc. and Special T Fire Equipment Annual o 15 Purchase Orders shall incorporate by reference this Resolution and Bid Specification F 05-012; 16 SECTION 3.
