Resolution 2003-208 adopted, authorizing the City of San Bernardino to establish
2003-2004 expenditures for month of August only, at one-twelfth the proposed
levels contained in the Preliminary Detail Budget for the 2003-2004 Fiscal Year,
or as needed to pay the authorized costs incurred for the month of August, 2003
only, pending final approval of the 2003-2004 budget.

Resolution 2004-211 adopted, authorizing the City of San Bernardino to establish

STAFF REPORT
SUBJECT:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing
the City of San Bernardino to establish 2004-2005 expenditures for the month of
August, 2004 only, at one-twelfth the proposed levels contained in the Preliminary Detail
Budget for the 2004-2005 Fiscal Year, or as needed to pay the authorized costs
incurred for the month of August, 2004 only, pending final approval of the 2004-2005
Budget.
BACKGROUND:
On June gth, 2004, the FY 2004-2005 Preliminary Budget was presented for
consideration to the Mayor and Common Council. The Mayor and Common Council
met again on June 16th to discuss some proposals to balance the City's FY 2004-2005
Budget. At that time the State has not yet adopted a budget for FY 2004-2005.
Because the City's budget will be significantly impacted by the State's budget situation,
and because it was not anticipated that the full impact of the State's budget on the City
would be known by June 30th, a continuing resolution for the month of July was
adopted.
The proposed resolution attached to this staff report will authorize City expenditures for
the month of August, 2004 at one-twelfth the proposed levels contained in the Fiscal
Year 2004-2005 Preliminary Detail budget, or as needed to pay the authorized costs
incurred for the month of August. Additionally, at the Mayor's direction, staff is revising
the Preliminary FY 2004-05 budget to include budget-balancing proposals for the
consideration of the Mayor and Council at the August 2, 2004 Council/Budget meeting.
If a balanced budget is not adopted by August 31st, staff will bring forward a continuing
resolution similar to this action for the month of September.
FINANCIAL IMPACT:
This resolution authorizes continuing expenditures for the month of August 2004.

WHEREAS, the Mayor and Common Cooocil, having held budget hearings on Jooe 9, 2004,
June 16, 2004, and Jooe 30, 2004, and having received revenue estimates for the 2004-2005 fiscal
year in the Preliminary Detail Budget, and having established 2004-2005 expenditures for the month
of July, 2004, desire to establish the 2004-2005 expenditures for the City of San Bernardino for the
additional month of August, 2004 only, at one-twelfth the proposed levels contained in said
Preliminary Detail Budget for the 2004-2005 fiscal year, or as needed to pay the authorized costs
incurred for the additional month of August, 2004 only, pending final approval of the 2004-2005

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
15 COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS:
16 SECTION 1. The Mayor and Common Cooocil hereby authorize the City of San Bernardino
17 to establish the 2004-2005 expenditures for the additional month of August, 2004 only, at one-
18 twelfth the proposed levels contained in the Preliminary Detail Budget for the 2004-2005 fiscal year,
19 or as needed to pay the authorized costs incurred for the additional month of August, 2004 only,
20 pending final approval ofthe 2004-2005 budget.
SECTION 2. This Resolution shall take effect upon the date of its adoption.
